TO OUR BELOVED CONSTITUENTS!

As I convey my expression of gratitude for your trust and confidence, I urge


you all to join us, your barangay leaders, in crafting, implementing and enforcing
the best plans, policies and programs in line with our vision and mission
statements so that goals and objectives outlined can be achieved and sustained
the earliest possible time.

The success of each effort does not rest alone upon the kind of leaders we
have. It needs the cooperation, participation and support of its members. This is
exactly the kind of governance we want to practice; one that is truly “of the
people; by the people; and for the people”.

Let us not allow political tricks, personal interest, selfish ambitions and
greed cloud our vision. Let us always keep our eyes wide open and focused only
on the more relevant things in our guest for peace and prosperity.

Buenas Dias a Todos!

El Paz y Tranquilidad esta todo kanaton!

As your Barangay Chief Executive, in behalf of my family and co- officials, I would like to
take this opportunity to express our heartfelt gratitude for the trust and confidence you have
accorded upon us to serve and lead us all to Peace, Unity and Progress.

Through the years, we have been clamoring for genuine change in the kind of
governance in our small but promising community. I am personally elated that you have
initiated the very first step in electing us all to our current posts.

Indeed, the way leading towards genuine peace, unity, order and progress is
comparable to the present condition of our roads; narrow and bumpy. But we have not gone
wayward somehow. Your officials, with your own way of support have taken us this far. Allow
me to enumerate then, what accomplishment there have been.

The Committee on Infrastructures, headed by the Committee Chairman, Kwd.


Bienvenido I. Tarroza, passed a resolution early this year recommending the inclusion in the
Development Plan of the City for the barangay for the repairs and rehabilitation of the old
Barangay Office building which was designated this year to house the Barangay Day Care
Center. The resolution was unanimously approved and has been included in the BDP for
implementation by the City Government and has already been submitted to the Office of the
Honorable Mayor for review and hopefully, for approval.

With pride, I would like also to inform my constituents that the two bridge projects of
the government at Sitio Mangga and that built by GEM at Rio Bolong have recently been
completed and are both awaiting formal inauguration. The bridges will provide access not only
to residents and farmers in places on the other side of the river but also to students in the
upper sitios as well who report for school. No longer will our poor young students force
themselves to wade and cross our rivers in going to school especially during times when the
rivers get swollen by flood thereby putting their own lives at great risks.

Let me also impart to the children, students and their parents that the barangay is
working with one of the exclusive universities in the city under the Community Outreach
Program of their school to put up a Barangay Mini-Library in Bunguiao. It will be the first ever of
such library that will be put up in our barangay and perhaps in the east coast. Under a
Memorandum of Agreement that will be entered into by our office with the Ateneo De
Zamboanga University, the barangay will provide for the site and edifice that will house our
mini-library and the said school will provide for the books, a computer and for the training of
library personnel. The library will cater to children and young students who may need to access
reading and research materials not only from Bunguiao but also the surrounding communities
and barangays.

Sometime last year, the Committee on Education, Youth and Sports of the Sangguniang
Barangay, chaired by Kwd. Leo A. Resurreccion, has fielded a number of out-of-school youths
from this barangay and enrolled them under the Alternative Learning System (ALS) program of
the government. Already, the third batch of ALS students are presently enrolled and entering
school under that same program.
The new building which houses the Barangay Wellness Center has completed
construction to replace the old dilapidated health center and was inaugurated recently. As an
extended arm in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) of the
president in this part of the country, the Committee on Health of our office, chaired by Kwd.
Reynerio t. Arquiza, and the Committee on Community Development chaired by Kwd. Baybina
A. Gregorio, have initiated a campaign to require family beneficiaries, especially mothers and
their children, to use the facilities of our Barangay Wellness Center and to have proper birth
registrations of all their children.

The Barangay Office has also worked with the administration of the Bunguiao
Elementary School, Barangay Social Worker and Barangay Health Workers and Nutrition Scholar
from the BWC to conduct feeding programs for children at the different Elementary Schools in
Bunguiao and Day Care Centers. This is one way of answering to the call of fighting malnutrition
in our barangay.

The Youth Task Force of Bunguiao, chaired by Honorable Kwd. Leo A.Resurreccion and
with the support of the Youth Council, has appropriated an amount from the SK shares in the
Annual Budget for this calendar year for the construction of a sports facility under capital outlay
for the development of youth and sports. This made possible for the barangay to have a
demountable boxing ring and for the acquisition of boxing gears and materials. The facility now
is being used in the training of children and young boxing enthusiasts from Bunguiao to become
athletes and to keep them away from the many forms of social menace such as drug addiction.

In the implementation of the Protection of Women and their children Act, the Barangay
Chairman has issued a Barangay Protection Order (BPO) early this year to a household head
that was reported to be inflicting physical and emotional abuse to his wife and children. The
BPO was then served to the erring father that carried the order requiring for him to maintain
considerable and safe distance from his family members who have become victims from his
abuses. Unfortunately, the wife won’t pursue in pressing charges against her husband, who
only expressed his remorse and sought for apology from the victims but whose sincerity has yet
to be tested by time.

The barangay has been required to set one per cent of the Internal Revenue Allotment
for the implementation of R.A. 9344, otherwise known as the Juvenile Justice and Welfare Act
of 2006, however, our office has yet to receive clear cut guidelines for the use of such fund
from the City Budget Office and City Accountant as requested. The fund remains intact as of this
date.

Again, your views, concerns, as well as your suggestions are warmly welcomed. But above
all, your participation, contribution and support shall make us more effective.

Let us continue to work together and implore the help of our Divine Providence, to grant us
the unity, strength and compassion to serve each other.

CONCLUSIONS
(Based on the Performance Area)
1. GOVERNANCE

1.1 Local Legislation

- The Sangguniang Barangay of Bunguiao managed well in all aspects of local


legislation except the enacted General Ordinances with Public Hearings.

1.2 Transparency
- Accomplished all requirements that would ensure that all public
documents/undertakings are made known to the public
/constituents.

1.3 Citizen’s Participation

- Ensured that the constituents play a role in governance.


- The Sangguniang Barangay was not able to establish a Feedback
Mechanism and the conduct of a quarterly assembly of the
Katipunan ng Kabataan was not completed within the year.

2. ADMINISTRATION

2.1 Development Planning

- Organized the Barangay Development Council but fell short in the


conduct at least two (2) semestral meetings.
- The Sangguniang Barangay was able to prepare development
plans for important sectors like the children, senior citizens and
gender and development but failed to include the differently-
abled persons.

2.2 Revenue Generation

- Notably, the Sangguniang Barangay needs improvement in this


specific service area. As of now our Internal Revenue Allotment
(IRA) is insufficient to conduct trainings and seminar for the
Barangay Tanods, BNS,BHW, and Lupong Tagapamayapa.

2.3 Revenue Allocation and Utilization

- Appropriated funds for almost all mandatory allocations except


for the Senior Citizens and Differently-Abled Persons.

2.4 Fiscal Accountability

- Excellent in the preparation/formulation of reports/documents to


ensure fiscal accountability.

2.5 Facilities and Customer Service

- To ensure maximum customer satisfaction, the Sangguniang


Barangay, provided almost all the essential facilities, equipment
and services.
- Internet connection and the procurement of power generator
shall be considered in the future. And patrol car services, mobile
phone and other properties and equipment facilities.
2.6 Human Resource Management and Development

- Mandatory and other appointive positions filled-up and able to


furnish copies to the Barangay Secretary.
- All the Barangay officials except the trainings of Lupong
Tagapamayapa, Barangay Tanod, BHW, BNS, BHRAC due to
insufficient funds.

3. SOCIAL SERVICES

3.1 Health and Nutrition

- Outstanding in the implementation of Health and Nutrition


Programs.
- Has yet to provide access to potable water supply.
- Organized Barangay-based institutions related to health and
nutrition.
- There’s a need to provide organization, such as the BHRTS and
BPFSDC. And the presence of Health and Nutrition Facilities such
as the Botika SA Barangay and Public Comport Room/Toilet.

3.2 Education and Culture

- Access to education prioritized.


- Need to conduct Gabay sa Mamamayan Action Center and
Cultural Activities.

3.3 Women and Children


- Much improvements are needed in the implementation of
programs and services geared towards the welfare of children and
women in the Barangay.

3.4 Public Safety and Disaster Risk Reduction Management

- Organized the Barangay Peace and Order Committee and


formulated and implemented the Barangay Public Safety Plan
conducted of monthly committee meetings.
- Organized the Barangay Disaster Risk Reduction and Management
Committee and created the BDRRM Plan. Acquired a few of the
basic disaster equipment.
- Has implemented policies to counter drug abuse and meeting/s of
the Barangay Anti-Drug Abuse Council were conducted.
- Constituted the Lupong Tagapamayapa but failed to conduct
Lupong meetings at least once a month. Disputes filed however,
were acted upon.
- Barangay tanods conducted regular routine patrol within the
Barangay.

4. ECONOMIC DEVELOPMENT

4.1 Agriculture and Fisheries Development

- Owing to the fact that Barangay Bunguiao is an interior barangay


situated in an inland rural area where livelihood of the locals
involves mainly in agriculture, most of the support services are
provided for agriculture.

4.2 Entrepreneurship, Business and Industry Promotion

- Since Bunguiao is a rural Barangay, livelihood programs and


related undertakings were pursued to promote jobs generation,
business and industry.

5. ENVIRONMENTAL GOVERNANCE

5.1 Natural Resource Management

- Maintained clean and green activities and implemented tree


planting preservation program in the Barangay.
- Barangay Bunguiao does not have mangroves, artificial reefs and
fish sanctuary; hence, no programs for these were put in place.

5.2 Waste Management and Pollution Control

- Garbage Disposal and maintained Solid Waste Management.


- We need to have an organized Barangay Ecological Solid Waste
Management Committee in order that we can enact ordinance/
resolution on Solid Waste Management, especially the need to
learn and implement the proper segregation of waste and proper
garbage disposal especially at the river banks.

RECOMMENDATIONS
Year 2015 has been a year of struggles and accomplishments for the Sangguniang
Barangay of Bunguiao. Being a rural barangay, we tried our very best to accommodate the
necessities of our constituents and to serve the best of our capability. We are also assured that
we take our duties with responsibility to see to it that delivery in promoting services to the
constituents is realized.

Admittedly, the Punong Barangay backed up with able and supportive Sangguniang
Barangay Members, Barangay Secretary, Barangay Treasurer and other Barangay functionaries
delivered but fell short in some aspects of governance.

There is much room for improvement for Barangay Bunguiao and the Barangay officials
are bracing for more challenges. There is lot of work to be done but the Barangay officials are
ready to take the extra step to be able to accomplish more. Thanks to the Barangay Governance
Performance Management System (BGPMS), the loopholes and gaps have been identified;
hence, innovations and remedies will be initiated.

The Sangguniang Barangay of Bunguiao will take the initial steps of filling-in the gaps
and the loopholes and eventually will seek the intervention of other government offices, if
necessary.

The contributions and support of the District II Representative, the City Mayor,
Sangguniang Panlungsod Members, National Government Agencies and Local Government
Offices will be vital to the attainment of well-balanced Barangay where people are living in
peace, unity and harmony and where the residents are economically stable and enjoying life to
the fullest.

But we need more improvements. More accessible farm to market roads to be made
accessible. More bridges to be either repaired, replaced of built. More farms and rice field areas
to be irrigated. More out-of-schools to be trained and made to become productive citizens.
More efforts to exert in containing the perennial evils of society.

These endeavors would only materials if the constituents, the different sectors and
agencies in the barangay, would work hand in hand alongside their Barangay Officials in
responding to these shortcomings. For after all, it is our common goal to have the good dreams
of our barangay be fully realized.
