BASIC KATARUNGANG PAMBARANGAY TRAINING WORKSHOP

Training Design

I. RATIONALE

Decentralization conveyed by the enactment of Republic Act 7160, otherwise known as the Local
Government Code of 1991, paved way for the institutionalization of the Katarungang Pambarangay or the
Barangay Justice System as a compulsory alternative venue to formal settlement of disputes. The system
is designed not merely to decongest the courts of cases but to address inequalities in access to justice,
particularly experienced by marginalized communities; and to perpetuate the Filipino time-honored
means of settling disputes amicably for the maintenance of peace and harmony. The barangays, being the
basic political unit in the country, is the most strategic position to facilitate resolution of cases in the
community, alongside its mandate to deliver basic services.

With the assumption of the new sets of barangay officials brought about by the 2018 barangay
elections, the change in leadership thru reorganization in the puroks who were consequently appointed by
the Punong Barangays as members of the Lupong Tagapamayapa and the new developments in our legal
system, it is imperative to orient and upgrade the skills of the Lupon Members for them to effectively
perform their duties in resolving cases.

Hence, this training design.

II. OBJECTIVES

The training aims to:

1. Provide the participants with the necessary knowledge and understanding on the Katarungang
Pambarangay Law and its implementing rules and regulations such as the establishment,
administration and operation of the Lupong Tagapamayapa and the Pangkat ng
Tagapagkasundo as well as the procedures in settling disputes among barangay members
through mediation, conciliation and arbitration;
2. Orient the conciliators and mediators in the values and proper attitudes to promote just, speedy
and inexpensive administration of justice at the barangay level;
3. Train the Lupon Members whose tasks as mediators require good dosage of patience, tact and
psychology to get the parties to talk things over and them mediation techniques; and
4. Improve the participants’ skills through role playing exercises.

III. METHODOLOGY

The activity will be using the methods of lecture-discussion, open forum, role playing and mock
session.

V. DATE AND VENUE

The training will be a two-day activity to be conducted on April 23-24, 2021, 9:00 am – 3:00
pm at the Bunguiao Elementary School Multi-Purpose Hall.

VI. EXPECTED PARTICIPANTS

The training will be attended by twenty participants compose of the Punong Barangays, Barangay
Secretary, Barangay Kagawad and Lupong Tagapamayapa Members of the barangay. Participants will also
include five (3) Resource Persons.

VII. BUDGETARY REQUIREMENTS

A total amount of Twenty-Three Thousand Pesos (Php 23,000.00) will be used for the activity which is broken
down as follows:

Snacks 100.00 x 20 pax x 2 = 4,000.00


Lunch 200.00 x 20 pax x 2 = 8,000.00
Afternoon Snacks 100.00 x 20 pax x 2 = 4,000.00
Training Supplies = 3,000.00
Token for Resource Speakers 1,000.00 x 3 pax = 3,000.00

Contingency = 1,000.00

TOTAL = 23,000.00

VIII. SOURCE OF FUNDS

Funds shall be chargeable against Basic Services and Facilities Program for Peace and Order Services under the
Annual Appropriations of this barangay for FY 2021 and subject to the usual accounting and auditing rules and
regulations.
