A RESOLUTION HIGHLY AND ARDENTLY REQUESTING THE ANTI-DENGUE TASK


FORCE AND THE CITY HEALTH OFFICE TO COORDINATE WITH THE TALISAY DEPED
AUTHORITIES TO IMMEDIATELY CONDUCT MISTING ON ALL PUBLIC ELEMENTARY
AND SECONDARY SCHOOLS IN THE CITY AS PART OF THE BRIGADA ESKWELA

WHEREAS, according to the Regional Epidemiology and Surveillance Unit in Region


7 (RESU-7), they had recorded 3,177 dengue cases in the region as of May 7, 2022 wherein
31 of these resulted in death. Cebu City has the highest number of cases, followed by Lapu-
Lapu City, Mandaue City, and then by the City of Talisay, which have 177 cases, wherein two
(2) are fatalities;

WHEREAS, this alarming rise in the number of dengue cases as compared to the data
during the same period last year needs to be addressed and curbed immediately with
strategies, such as regular cleaning of areas that are possible breeding places of the dengue
carrier mosquitoes, and the conduct of misting in areas where people, especially school
children would converge and gather;

WHEREAS, the Department of Education (DepEd) Memo 377 series of 2010, in


support of the Department of Health’s (DOH) intensive campaign against dengue, is issued to
reiterate and re-enforce previous memoranda on dengue to protect the school populace from
this threatening disease, most especially during this rainy season;

WHEREAS, DepEd Memo 152 series of 2011 was also issued to “emphasize the
urgency of the anti-dengue drive through the 4S Strategy – which stands for Search and
destroy, Seek early consultation, Self-protective measures, and Say ‘no’ to indiscriminate
fogging;

WHEREAS, the DepEd and the National Government has already allowed Face to
Face classes in certain LGUs starting this month, which means that school children would be
exposed to the dangers of the dengue-carrier mosquitoes.;

WHEREAS, it is therefore an urgent need for the Anti-Dengue Task Force of the City
and the City Health Office to coordinate with the DepEd authorities to immediately conduct
misting on all public elementary and secondary schools in the City, as one of the activities that
need to be done during the week of the Brigada Eskwela;

NOW THEREFORE:

BE IT RESOLVED, as it is hereby resolved by the 8th Sangguniang Panlungsod of the


City of Talisay, to highly and ardently request the Anti-Dengue Task Force and the City Health
Office to coordinate with the Talisay DepEd authorities to immediately conduct misting on all
public elementary and secondary schools in the City as part of the Brigada Eswela activities.

RESOLVED FURTHER, that the 4S Strategy be taught to all school children in


all public elementary and secondary schools in the City of Talisay to constantly remind the
school populace, the same way they are taught about the CoViD-19 protocols.

ADOPTED, this 16th day of August 2022, upon the motion of City Councilor, Eduardo
R. Gullas III, Chairman of the Committee on Education, Science and Technology,
Communication and Information Technology.
