1) Introduction

Essar Bulk Terminal Sal`aya Limited (EBTSL) has established a marine facility in Salaya in
Gulf of Kachchh, Gujarat, which includes a jetty, approach bund, conveyer corridor, pipelines for
conveyance of seawater (feed and return), petrochemical and refinery product pipelines,
associated utilities and amenities.

EC and CRZ clearance for the marine facility was granted to EBTSL by
Ministry of Environment and Forests on 17.08.2009. Essar Power Gujarat Limited (EPGL)
established a 2x600 MW coal-based power plant at Salaya for which Environmental Clearance
(EC) was granted by the MoEF on 17.07.2009.

EBTSL has proposeed to reduce the outfall quantity to 8600 m3 /h from earlier
proposed quantity of 18000 m3 /h. With changed scenario, EBTSL has approached Swansa
Soluions to design the outfall taking into account both Option L and Option M as per the NIO
Report 2017 (refer document in listeeed references).

The 2D numerical model used suggests intake to the tune of 12086 m3 /h


and effluent disposal of 8600 m3 /h. Two locations were selected for outfall. Considering
effluent characteristics and ecological sensitivity of the area it is recommended that the power
plant effluent (8600 m3/h) should be released through a pipeline laid on the jetty in the vicinity
of the berths.
The suggested location is at 22°23'39.24" N, 69°36'18.77" E. The effluents should be
released through sub-surface adequately designed 8 port diffuser system.

Potential impacts during construction phase

Hydrodynamic characteristics: The results of numerical modeling by CWPRS and NIO


predict such changes to be insignificant and the hydrodynamic characteristics with
respect to tides, currents and circulation will not be modified.

Water quality: Excavations, driving of piles, construction of berths, dredging etc have a
potential to disperse the bed sediment in the water column thereby increasing the SS in
water. Another source of contaminants is the release of washings, domestic wastewater
etc from vessels, barges and other machinery used in construction. Such releases however
are minor.

Sediment quality: Misuse of the intertidal area by the workforce employed during the
construction phase can locally degrade the intertidal sediment by increasing BOD and
populations of pathogens. The impact though temporary and minor is not desirable.

Flora and fauna: Proposed constructions would have adverse impact on the benthic
habitats which would be destroyed in areas directly disturbed. The damage though

confined, would be generally irreversible at the bund, pile foot prints, PLEM (Pipeline
End Manifold) and seawater intake well. The estimated loss of macrobenthos however
will be insignificant compared to the standing stock associated with the vast mudflats of
the creek. Bund, piles, pipeline, PLEM and other submerged structures would create new
substratum for selective benthic organisms to settle and grow. The intertidal corridor
earmarked for the bund is generally free from mangroves and corals, hence, their loss is
not envisaged. The noise during construction may disturb bird populations.

The NIO reports addressed the following goals:


a) To suggest suitable locations for intake and outfall to reduced quantities in the creek
waters off Salaya in the Gulf of Kachchh.
b) To study the impacts of intake and outfall
on the marine ecology of the Salaya creek,
c) To suggest mitigation measures and
d) To suggest environmental management plan

The design criteria for outfall for both options L and M are the same and are as follows:

it is recommended that the effluents of 8600 m3 /h having


temperature of 5 o C above ambient and salinity of 54 ppt can be released at location
22°23'39.24"N, 69°36'18.77"E through a multiport diffuser having following specifications

Port Dia = 0.38 m


Minimum jet velocity = 2.5 m/s
Angle of port = 45o
Elevation from bed = 12 m
Distance between ports = 7 m
Number of ports = 8
Near-field dilutions attained = 51 times

The depth at the outfall is 15 m below CD. The diffuser should be aligned perpndiculer to
direction of current flow.
