Subject: PI for Sub-grade and capping material

Dear Sir,

As indicated in the contract BOQ, the PI for Sub-grade borrow to fill and
Capping material is indicated to be minimum 15. This seems an editorial
error as satisfying such PI value is difficult unless we utilize crushed or
semi-processed granular backfill material.
A minimum PI value of 12 is only possible for crushed sub base and all
projects which we have completed and still doing doesn’t demand such PI
requirement. You may refer to the attached extracts of the specification from
current being undertaken in close proximity of the Bole Arabsa.
Though the specification of particular application doesn’t state quality of
borrow material and capping, the AACRA Standard Specification in general
shows the minimum CBR value of 3% as major controlling test. You may
refer to Division 204.3.2 (b) and 205.3.5.
In view of the above, we kindly request you to adjust the stated PI value
from 12 to 25 so that we will be able to smoothly continue our works using
the available material which is being used for all other similar projects.
We will also satisfy the common maximum swell value of 2%, compaction
requirements as well as other tests as specified in the contract document.
Your immediate decision will be highly appreciated.
