Subject: Road Marking Materials test certificate

Dear Sirs,

This refers to your letter ref- BCE/LTMF/126/13 dated November 15, 2013
whereby you requested us to submit different test certificates and to assure
the material quality.

Attached herewith please find three pages of Inspection Certificates from

manufacturer of the product. As can be observed therein, the product
satisfies all required relevant tests other than tensile strength which is the
only test specified in your requirement. We believe tests like quality of
ingredient materials, color, glass bead qualities, soft point, compressive
strength, anti-wearing, anti-cracking and above all the compressive strength
of the thermoplastic material is more relevant.

The Tensile strength of the material, though specified in AACRA

specification is so far not common test in all our previous shipments. We
didn’t even understand the logical requirement of carrying out such tests
despite the fact that failure of such material could be anticipated more by
compression, wearing, heat and chemical attack than tensile strength.
Anyways, such tests couldn’t be done here in our laboratory, other
laboratories and by the manufacturer as well.

We have been using these materials in most of our projects so far done here
in Addis and the results are quite acceptable. As we believe such
performance records are far better than any certification.

In view of the above and the attached test results, we kindly request you to
give us approval so that we could be able to do the road marking activities
without further delays.
