1. INTRODUCTION

In compliance with legislation and in recognition of normal obligations, ZADCO has developed
basic plans, which indicate actions to be taken in the event of emergencies, which may involve
danger to life, environment or property.

In every emergency, there is an initial period of confusion and disbelief. Frequently, major
decisions are made during this initial period. When an emergency strikes, there may be a period
during which responders are overwhelmed or partially affected and thus cannot deal adequately
with the emergency. That is when advance planning pays off. Since the magnitude of an
emergency, during the initial stages, generally increases with time, proper planning can shorten
this period, during which some of the crucial actions basic to responding to any emergency can be
taken, and thus reduce the overall impact of the emergency.

This manual contains the individual scenarios to follow for each case of an emergency, which may
arise within ZADCO areas of jurisdiction.

The Site Manager/TL is the legally appointed representative of ZADCO and is responsible to the
General Management. He must be fully conversant with the contents of this manual.

Although these emergency scenarios are to be followed as a general rule, the Site Manager/TL is
empowered to, at his discretion and judgment, to add, delete or take any other measures in light
of the prevailing circumstances.

To supplement this manual, each operating site will have a separate “Emergency Procedures
Manual” which should be based on the organizational set-up, geographical location and site
layout. Copies of these individual procedures will be available on the ZADCO intranet.

The establishment of the Abu Dhabi Emergency Response Centre (ERC) is mainly to provide a
back up service to the operating sites during major/serious incidents and emergencies. Also the
ERC ensures that General Management and other concerned groups are made aware of such
occurrences, which may require external assistance and further reporting to other OPCO’s and
shareholders.

A weekly Duty Rotation will be initiated by the HSE Department for the ERC Duty Manager and
Officers who will be responsible for the implementation of the Abu Dhabi ERC Procedures and
who will be available on a 24 hour basis for this purpose.

In addition the HSE Department is responsible for the training and operational aspects of the
Emergency Response Centre. Individual team members are required to attend this training and be
available as required to staff the ERC.

2. HSE POLICY

It is the policy of ZADCO, as a Performance Driven Organization, in conducting our activities, that we take
foremost account of the Health and Safety of all persons and to safeguard the natural environment in
accordance with the Local, Federal and International Laws.
This policy is based on the firm conviction that our Health, Safety and Environmental objectives have equal
status with our other primary business objectives.
The Company will strive to prevent, injuries and occupational illnesses, and will make all possible efforts to
protect the environment through the active participation of employees and contractors.
As our starting point is the full compliance with legislative requirements and ADNOC Group standards as
laid down in the HSE Management System Directives, ZADCO will:
On General HSE Aspects:
Ensure that all personnel working for and on behalf of ZADCO are made aware of the HSE policy, and their
HSE roles and responsibilities; as they will be held accountable and responsible for HSE matters.
Provide appropriate HSE training for employees and contractors, together with competence assessment
programs, where necessary.
Require contractors to apply compatible HSE standards and practices.
Ensure that hazards are identified and that appropriate controls, procedures, emergency response
capabilities are in place and to be reviewed and updated on a regular basis with the assistance of third
parties, as necessary.
Carry out periodic reviews to measure HSE performance against set targets and ensure continual
improvement through the proactive participation of all employees and contractors.
Ensure that all new projects or activities take full account of HSE requirements.
Empower all personnel working for and on behalf of ZADCO to take ownership and necessary action to
deter HSE risk.
Promote a positive HSE Culture
On Health:
Conduct activities so as to avoid harm to the health of its employees, contractors and to those living near its
areas of operations.
Promote, as appropriate, the health of the Company’s employees and contractors.
On Safety:
Design facilities, establish practices, provide training and conduct operations in a manner that minimizes
risks and hazards to employees, contractors, property and the communities in which the Company
operates, in accordance with Petroleum Industry best practices.
On Environment:
Protect the Environment and minimize the negative impact of its activities.
Strive to progressively reduce emissions, discharges and wastes.
Continuously improve the efficient use of energy and natural resources.
Safeguard places of historical and cultural importance located near Company operations.

3. OBJECTIVES

The ZADCO Emergency Planning Philosophy, which is embodied in this document, is mainly
based on the following criteria:

• The scenarios listed in the second section of this manual are ones expected to occur
within our sphere of operations and which may arise during normal or abnormal
operations/situations.

• The provision and maintenance of reliable means of communications including a clear


communication pattern to follow for expedient response, coordination of efforts and other
resources.

• The provision of detailed emergency action instructions with indication of priorities and
designation of responsibility/authority of the concerned personnel and disciplines.

• Ensure the provision of, and the efficient utilization of equipment, materials, facilities,
procedures and services of all concerned disciplines.

With the above in mind, our ultimate goal of Emergency Response and Emergency Preparedness
is to:

¾ Ensure the safety of workers, emergency responders, and the public;

¾ Reduce the potential for the destruction of property or for production losses;

¾ Reduce the magnitude of environmental and other impacts;

¾ Assist emergency response personnel in determining and performing proper remedial


actions quickly;

¾ Reduce recovery times and costs;

¾ Inspire confidence in emergency response personnel, management, and the public.

4. SCOPE

This document is intended to meet part of the requirements of Element 9 (Crisis & Emergency
Management) of the ZADCO Health, Safety & Environment Management System (HSEMS), which
states:

‘Emergency plans shall be maintained to cover our facilities and operations. Plans will identify
equipment, training and personnel required to protect the workforce, the environment and
ZADCO's reputation in the event of an incident’.

The expectations within Element 9 are:

9.01

Risk based emergency response and crisis management plans are in place for each facility,
are kept up to-date and are understood by those who may be affected and those who will
respond.

9.02

The resources necessary to respond to emergency situations are defined, available,


maintained, ready to use and periodically tested.

9.03

Exercises are conducted to ensure applicability of the emergency response plans and
readiness of resources.

9.04

The Company will provide an appropriate response to emergencies and will provide systems
and methods for ensuring that all concerned parties are kept informed.

9.05

The relative roles, responsibilities and capabilities of contractors and emergency response
agencies are understood and incorporated into response plans.

7. DEFINITIONS

EMERGENCY

Abnormal Event, which could result in danger to personnel, environment and property
such as; Fire, Explosion, Gas Leak, Pollution, Serious injuries etc. Either in or out side the
plant.

EMERGENCY CLASSIFICATION

To be used when reporting an emergency to the central Emergency Response Center only

Emergency events are classified into 3 levels:

LEVEL 1

Level 1: (Least Hazardous) – Is an event involving injuries to personnel or damage to facility but
not requiring shutdown or total evacuation.

LEVEL 2

Level 2: It is an event involving fatalities or serious damage to facility requiring: shutdown and

Level 3: An event of potentially catastrophic proportions involving fatalities, serious environmental


damage, total evacuation, long term effects and damaging effect on ZADCO’s image or revenues.

NOTE:

Each of the specific response scenarios listed in the second section of these EMERGENCY
RESPONSE PLANS has a definition of Level 1, 2 or 3 specific to the scenario. That
definition should be used when reporting the situation to the Duty Radio Officer.

ALERT

Notification that an emergency situation has occurred - stand by for possible activation of
Emergency Operations Plan.

HAZARD

This includes anything with the potential to cause harm, ill health or injury, damage to property,
plant, products or the environment, production losses or increased liabilities. Hazards may be
physical, chemical or biological.

HAZARDOUS MATERIAL: A substance or combination of substances, which, because of


quantity, concentration, physical, chemical, radiological, explosive, or infectious characteristics,
poses a substantial present or potential danger to humans or the environment. Generally, such
materials are classed as explosives and blasting agents, flammable and non-flammable gases,
combustible liquids, flammable liquids and solids, oxidizers, poisons, disease-causing agents,
radioactive materials, corrosive materials, and other materials including hazardous wastes.

INCIDENT

An event or chain of events, which has caused or could have caused injury, illness and/or damage
(loss) to assets, the environment or third parties.

PRACTICE

Accepted methods or means of accomplishing stated tasks.

PROCEDURE

A Procedure is a written description of how a specific task should be accomplished.

RISK

This is the product of the chance that a specified undesired event will occur and the severity of the
consequences of the event. (ADNOC definition)

Or The combination of the chance something will happen and the damage done if it happens.

TRAINING

Training encompasses the steps necessary to ensure that employees and contractors have the
knowledge, skills and values necessary to fulfil their health, safety and environmental
responsibilities.

9. RESPONSIBILITIES

The management of emergencies within ZADCO has been set up to deal with both natural and
man-made hazards.

It has four parts:

Prevention programs which are designed to prevent or mitigate the effects of emergencies and
include measures such as construction codes and engineering specifications for material. Auditing
systems for both ZADCO facilities and contractors is part of this prevention.

Preparedness programs are designed to ensure that individuals and groups will be ready to react
effectively once emergencies have occurred, and include measures such as emergency plans,
mutual aid agreements, resource inventories, warning procedures, training exercises and
emergency communications systems.

Response programs are designed to respond to emergencies when they have occurred, and
include measures such as the implementation of emergency plans, activation of emergency
response centres, mobilization of resources, etc.

Recovery programs are designed to help restore the operating sites to pre-emergency condition,
and include measures such as physical restoration and reconstruction, economic impact studies
and health and safety information.

This section will deal with the responsibilities for Response and Recovery.

9.1. RESPONSE

Handling of Emergencies in ZADCO is done using published documents such as:

These documents detail specific individual roles and responsibilities for the handling of
emergencies.

There can be up to four separate groups involved in an emergency (Site Team, ERC Team, CMT,
and one or more outside groups). In order to ensure the emergency is handled properly, each of
the groups must have clearly defined areas of responsibility. In addition clear communication link
must be established for all these groups, both between the groups and within the groups.

Simulated Emergency Exercises / Drills will be held at reasonable intervals. The timing and type of
drills will be determined as per Process 14 of the HSEMS.

9.1.1. Site

Site: The spatial location of an actual, or planned structure, or set of structures associated with
the process or operations of ZADCO.

The designated site personnel using the available site resources shall handle any declared
emergency in an organised manner. Site Management may ask if needed for any additional
resources from the Emergency Response Centre. Assistance will also be obtained from ADESCO
by implementing the ADESCO Mutual Aid Plan.

* NOTE – a member of the ERC Team will normally contact ADESCO.

The Site Manager/TL shall be in charge of the emergency at the site level and is accountable for
the proper handling of the emergency assisted by designated personnel with defined
responsibilities contained in the site-specific emergency plans.

Essential Site Personnel in an emergency may include:

It is at the discretion of the Site Manager/TL to designate personnel on an as-required basis.

The Site Manager/TL is in total charge of the emergency at the site level. He will designate
the Level of the emergency (refer to the second section for more details on emergency levels).

Each Site has specific procedures, generally done weekly, that are used to test their emergency
response systems.

9.1.2. Emergency Response Centre Team

The Emergency Response Centre (ERC): the location (ZADCO Headquarters), at which the
Emergency Response Centre Team and the Crisis Management Team assist the Site to respond
to a particular emergency.

Upon mobilisation the Emergency Response Centre Team will assemble in the ERC. The
function of the team is to provide assistance to the site. This includes mobilisation of the
resources needed, monitoring the results of efforts (site), upgrading or downgrading the response
as appropriate and standing-down as objectives are achieved.

The duties of each member of the ERC Team are contained in the ERC Emergency Procedures
Manual, but members may be required to undertake additional or alternative tasks at the
discretion of the Emergency Duty Manager.

The Emergency Response Centre Team Consists of:

• Duty Medical Officer • Duty Logistics - Marine Officer


• Drilling Representative • Duty Public Relations Representative
• Duty Logistics - Transportation Officer • Production Representative
• Duty Health, Safety and Environmental • Duty Radio Operator
Officer • Duty Administrative Officer

An additional function of the ERC Team may include an Emergency Recorder. The Emergency
Duty Officer as circumstances dictate shall assign this function to one of the team members if the
Administrative Officer is not present.

All ERC Team Members must keep their pagers/Mobile phones switched on at all times when on
duty. The Duty Radio Operator will make one individual test call at 10:00 hrs each Saturday to
ensure that Pagers and Mobile Phones are operating correctly

The ERC Team Duty Roster will be updated weekly by HSE, the duty period commencing at 08:00
hrs on Saturday until 08:00hrs the following Saturday.

A more detailed description of the roles and responsibilities of individual ERC Team members are
contained in the Emergency Response Centre Procedures Manual.

9.1.3. ZADCO Management / Crisis Management Team

Crisis Management Team: provides comprehensive resource management, support and


additional functions at the corporate (ZADCO) level.

The Crisis Management Team (CMT), upon being mobilised would initially assemble in the
Emergency Response Centre to provide support to the ERC Team.

The Emergency Duty Manager and the ERC Team are in control of the emergency response
assistance supplied to the site where the emergency is occurring. The Crisis Management
Team is for the purpose of providing support to the ERC Team.

The ZADCO Crisis Management Team:

- Provides overall management control and direction of the response to the crisis
- Provides legal advice when needed to both the ERT and Site Team
- Manages liaison with the ADNOC Crisis Management Team
- Gives approval for media releases, which are then sent to ADNOC for public
release
- Evaluates the marketing implications of the emergency
- Develops Business Continuity Plans, if required, for implementation when the
emergency is over.

Members of the ZADCO Crisis Management Team include:

• Emergency Director (General Manager) • Business Unit AGM’s


• Oil Supply Coordinator Team Leader • Legal & Insurance Team Leader
• AHR Manager • HSE Manager
• Public Relations Team Leader

Each member of the CMT shall nominate an alternate who will fill the role in the event they
are unavailable.

9.1.4. ADNOC Management / Crisis Management Team

ADNOC Crisis Management Team: provides comprehensive resource management, support and
additional functions at the National Governmental level (Abu Dhabi).

The primary function of the ADNOC Crisis Management Team is to contact and liaise with Federal
agencies, while disseminating information to shareholders.

9.2. Recovery

The ZADCO Crisis Management Team is responsible, in consultation with the Site, for developing
Business Continuity Plans (BCP). This document is not intended to provide details on developing
these plans. It is only intended to illustrate what is required and in the next section the process is
outlined diagrammatically.

For a BCP to be effective it is necessary to carefully consider and plan for the potentially complex
series of activities needed to recover from a serious emergency. A planned approach is likely to
result in a more coherent and structured recovery. It is likely that a serious disruptive event will
produce unexpected results, which may differ in some ways from the predicted outcomes. The
BCP should review any pre-defined procedures or strategies in the light of the actual situation
arising following the disruptive event and modify these procedures as appropriate.

Some of the items that need to be considered in a BCP are:

1. Power and Other Utilities


2. Premises, Fixtures and Transportation Infrastructure
3. Communications Systems
4. IT Systems (Hardware and Software)
5. Production Equipment
6. Warehouse and Stock
7. Human Resources
8. Information and Documentation
9. Operations and Administration (Support Services)

The list is not exhaustive and is only intended to show the importance of BCP.

One of the most important roles of a BCP is to engineer and procure, on an urgent basis, the
replacement of damaged property (especially the production equipment, control and electrical
systems).

A selected group for each Business Unit should be pre-identified within the company to be
activated by the CMT to carry out the task.

The key point to the recovery process is that the safety of personnel, protection of the
environment and assets has to be the first priority above all else.

10. EMERGENCY COMMUNICATIONS


Communication and coordination between sites of an emergency, to support functions for
assistance, and between corporate and local officials are critical.

The site initially responds to emergencies and must have clearly defined and reliable means of
communication with built-in redundancy. Competency in responding requires a complete
understanding of the roles and practices of each responding party. The complexity of
communications may vary greatly depending on the type and size of the emergency.

Process 11 from the HSEMS is shown on the next page. The intent is to have one focal point for
communications with the site during an emergency. That person will be the Emergency Duty
Manager in the Emergency Response Center.

The Emergency Controller may request that other members of the ECC Team deal directly with
their counterparts in ERC/AUD but the overall control and responsibility for clear communications
rests between the Emergency Controller and the Emergency Duty Manager.

A diagram showing the overall communications flow is included at the beginning of the second
section of this manual.

An Emergency Communications Diagram is shown following Process 11.

10.1. Procedure for Updating Telephone Numbers

General Lists that include Site Management, General Management, OPCO’s and other
Government Authorities will be the responsibility of the HSE/AUD. ADESCO updates their list on
an intermittent basis. HSE/AUD will ensure that the ERC and the respective sites get updated
copies of the ADESCO list when it is issued.

Site lists, when updated, will be supplied to HSE/AUD. HSE will distribute the updated lists to all
the other sites.

Should contact numbers or means of contact change, it is expected that these changes will be
reported immediately to HSE/AUD in order to maintain continuity and effectiveness of emergency
communications.

Updates and amendments to this documentation will be done on an as required basis.

The ZADCO Duty Radio Officer (605-5222) will always have the most up-to-date phone numbers.

A list of key telephone numbers is attached at the end of this document in Appendix 1.

12. RESUMPTION OF BUSINESS

Immediately following an emergency, steps must be initiated to maintain business continuity.

This cannot be done until it is clear that no further danger exists to personnel, all
environmental safeguards have been taken and the Company’s assets are protected.

The flowchart on the next page illustrates some of the considerations needed. The flowchart is
only an example. On a Level 3 emergency the Crisis Management Team will be involved. Where
the CMT has not been activated the functions listed for the CMT will be handled by others, such
as the ERC, HSE/AUD or the Site itself.

Emergency impacts range from health and safety concerns to the public, environmental
implications, serious business disruptions, and revenue losses on the business front,
infrastructure and critical public and security systems from a governmental perspective.

Each component of the ZADCO Emergency Response system will identify priorities related to the
emergency to handle business threats, enable quick restart of operations, maintain business
continuity and maintain faith and confidence of suppliers, customers, employees, shareholders,
and Governmental Agencies.

Transmission of infection requires three elements: a source of infecting microorganisms, a susceptible
