The main function of Bureau of
Learning Delivery - Student
Inclusion Division (BLD-SID), is
to provide technical assistance in
the implementation of programs
and services of learners with
disabilities in basic education
within the Fiscal Year.
This program/memorandum was
released on the year 2022,
February 4.

Structure (Focused on BLD-
SID)
Office of the Secretary: provides
overall leadership and direction at the
national level.
Curriculum and Instruction: Focuses
on the delivery of a relevant, responsive,
and effective basic education
curriculum.
Bureau of Learning Delivery:
Develops and manages the national
education policy framework on learning
management and delivery for all types
of learners including those with special
needs. Develops standards for learning
management and delivery systems that
consider diversity of learners and their
contexts.
Student Inclusion Division: Assists in
the formulation, implementation,
monitoring, and evaluation of policies,
programs, and services for but not
limited to CYSNs.
Inclusive Education Program shall be
under the Student Inclusion Division of
the Bureau of Learning Delivery under
the Office of the Undersecretary for
Curriculum Instruction.
● Services/Programs
Special Education
pertains to the array of teaching
procedures, utilized equipment and
materials, accessible settings, and other
means designed to attend to the needs
of students with learning differences,
mental health issues, physical and
developmental disabilities, and
giftedness. As a result, exceptional
learners have access to high-quality
education by meeting their individual
and unique learning needs.
Indigenous People Education
This program seeks to provide guidance
to schools and other education
programs, both public and private, as
they engage with indigenous
communities in localizing, indigenizing,
and enhancing the K to 12 Curriculum
based on their respective educational
and social contexts.
Madrasah Education
is provided in public and private schools
within the context of Muslim culture,
customs, traditions and interests
through the integration of the Arabic
Language and Islamic Values Education
(ALIVE) in the basic education
curriculum. This program aims to
provide muslim learners with
appropriate and relevant opportunities
while recognizing their cultural context.
It also integrates content and
competencies that are relevant to the
muslim learners.
Alternative Learning System
is a parallel learning system to the
formal education system usually
conducted in community learning
centres. Established by the 2001
Governance of Basic Education Act, it
provides an opportunity for the out-of-
school population to access and
complete basic education.
Alternative delivery mode
programmes are based on self-learning
modules to cater for learners in difficult
and different circumstances.

1. In what ways can BLD-SID help
in the long-lasting problem,
that is the lack of SPED
teachers?
● The DepEd policy, BLD-SID
(Bureau of Learning Delivery -
Student Inclusion Division), can
help address the lack of SPED
teachers by providing training
and professional development
opportunities for existing teachers
to specialize in teaching students
with disabilities. This can also
increase the number of SPED
teachers available in schools, as
teachers who receive specialized
training may choose to become
SPED teachers as their career
path.
● By coordinating to the Office of
Secretary down to the finance
and administration to have
enough fund to let BLD-SID
develop and manage the training
and development program for the
teaching personnel.
2. How can BLD-SID fix the
attitude of the school
 communities in the context of
promoting an inclusive
setting?
● BLD-SID can fix the attitude of
school communities towards
promoting an inclusive setting by
providing training and capacity
building programs that focus on
developing understanding and
awareness of inclusion and
diversity. This can help teachers,
school administrators, and
support staff adopt a more
positive and accepting attitude
towards students with disabilities.
The division can also work on
creating awareness campaigns
and engaging with parents and
community members to promote
inclusive practices in schools.

3. When it comes to addressing
basic education gaps, how can
BLD-SID catch up in making
improvements?
● BLD-SID can catch up in making
improvements in addressing
basic education gaps by focusing
on providing support to schools
and teachers in underserved
areas, such as remote or conflict-
affected areas. The policy can
also prioritize increasing the
availability of learning materials
and technology to enhance the
quality of education. Additionally,
BLD-SID can collaborate with
local government units, NGOs,
and private sector partners to
supplement resources and
improve the delivery of education
services.
● Strengthening the inclusion and
accessibility law in establishing
school facilities, seminars for
teachers about continuing to
enhance their competency and
pedagogy in order to achieve
inclusive education. Lastly,
improving learning materials for
all students with different learning
needs.
Challenges faced by SPED program

- Inadequate facilities for students
with disabilities
How BLD-SID can address these

- by providing training and
