1. INTRODUCTION
1.1 General
This general procedure was prepared for PT. Amman Mineral Nusa Tenggara Roll On/Roll Off operation and also
intended to build temporary jetty for unloading 350 Tons MP Column + LP Column from 270 feet barge or LCT
2000 DWT using Multi-Axle Trailer to quay.

Other civil engineering calculation will be provided once this procedure is approved

1.2 Scope
This procedure covers PT. Amman Mineral Nusa Tenggara intended to build the temporary jetty for landing and
beaching the 270 feet barge and LCT 2000 DWT.

4.8 Settlement Calculation


Structures built on a very thick layer of soft soil may require soil improvement, so that the soil is able to
support the loads above it such as road structures built on embankments, which are located on soft soil layers.
To avoid cracking of the embankment surface due to settlement, it is necessary to calculate the maximum
settlement that occurs. The sketch of the embankment on soft soil as shown below:

8. CONSTRUCTION METHOD STATEMENT


The following is an assessment of the means of construction of the proposed jetty at the time of application for a
barge landing and beaching. Before construction commences, a more detailed construction method statement will
be prepared and submitted for approval in advance of any works taking place.

The construction of temporary jetty will include the following two main items:

• Jetty Access road (239 meter long x 12 meter width)


• Jetty Quay (19 meter long x 32 meter width)

The jetty structure will be supported with jumbo sandbag on the front and side before being dumped with quarry course.
This is also to optimize quality and minimize the potential environment impacts and risk inherent in marine working like
tendering the barge to the jetty, or against the sea wave.

Typically the construction of the temporary jetty would be staged from foreshore using excavator, operators, and labor
plus supervision. Dozer will be required to leveling the ground and maybe compactor can be used.

Bollard installation will use long arm excavator and embedded to the sea bed up to 3 meter in order to get bollard
strength more than 9 Tons against tensile force. Distance of the bollard will be based on the mooring arrangement.

Working area on the foreshore will be limited for the dump truck traffic and as necessary will be kept to be limited to the
safe working minimum to undertake the construction activities. Vehicles access to the jetty will be strictly controlled and
working areas and access track will be clearly remarked and fenced as appropriate with line and sign.

Fuel will be required for the diesel power of our supported equipment and to minimize the number of fuel deliveries, we
will use our fuel drum to support our operation.

The jetty construction contractor will be required to demonstrate that detailed working practices and construction
methods are appropriate to ensure that sufficient measures will be in place to prevent construction materials and
equipment from entering the Project area.

We will support AMNT person in contact for any documents that needed to submit to environmental authorities.

11. CONCLUSION
- The settlement that will occur at quay depth of 5.5 m is 1,761 m with 5,13 years of Long Term Settlement. As this
is Temporary Jetty that usage for short period of usage then the Long Term Settlement can be not calculated.
We only use Immediate Settlement as from the analysis using the finite element method (Plaxis), Total Extreme
Immediate Settlement is 25,15 x 10-3 m = 2,515 cm

- Jetty will be passed by cargo weighing 350 tons and distributed to 24 axles. Axle Load is 7,9 tons per axle line
with Ground Bearing Pressure is 3,5 ton/m2. Based on Jetty capacity calculation, the jetty is able to carry a
load of 6,85 T/m2. So, 3,5 ton/m2 < 6,85 ton/m2 (Ok)

- There are 6 points of mooring, each point of Boulders construct using 6 Pcs of Reinforce Concrete Block with
weight @2,4 tons. Total self weight of each set of Boulders is 6 x 2,4 tons = 14,4 tons. Boulder force maximum
is 4,75 tons for LCT 2000 DWT, 4,75 tons < 14,4 tons (Ok) and 5,5 tons for Barge 270 feet, 5,5
tons < 14,4 tons (Ok)

- Installation of Temporary Jetty include processing of permit will takes 4 months and demolished of Temporary
Jetty can be done for 2 months.

- Design of Temporary Jetty is using maximum for suitable LCT and Tug Barge. LCT is 2000 DWT and Barge is
maximum 270 feet. Operation for Loading/Discharging can be done in High – Low Tide with Ro-Ro (Roll On-Roll
Off) Method.

1. INTRODUCTION
A temporary Jetty shall be built at the project/mining area to facilitate berthing of barges for loading/unloading materials
and equipment. This extension work aims for the ship berthing method which previously could only be used with the Ro-Ro
method, with the addition of this work later the temporary jetty can be used for the long side method.

2. PURPOSE AND SCOPE


The discussion aims to provide additional information regarding the stages in the pile driving process, especially inclined
piles at sea driving locations. The second is the stage of widening the end of the jetty using a jumbo bag and gravel. The
scope of work consists of the following separate operations:

• Maintain access road


• Mobilization of the materials and equipment
• Pile erection
• Jumbo bag filling inside and around the temporary jetty

3. DOCUMENT CONTROL
• The document governing the preparation, registration, approval, distribution and amendment/revision of this method
statement will be according to requirement.
• The requirements for document numbering are addressed in the project specific document control procedure.
• This method statement is a controlled document, and will be distributed as such to those detailed on the Internal parties

5. DEFINITIONS, TERMS AND ABBREVIATIONS


- Tides are fluctuations in sea level as a function of time due to the gravitational pull of objects in the sky, especially the
sun and moon, on the mass of sea water on earth.

The following is the condition of the tides in the jetty area:


• LWS Lowest Water Sea (+0.64 m)
• HWL Highest Water Level (+3.2 m)
• MSL Mean Sea Level (+2.56 m)

6. RESPONSIBILITY
- The Project Manager is responsible for appoint site supervisory personnel to organize, coordinate, and oversee the
execution of the work detailed in this method statement.
- The Site Manager is responsible for the organization and coordination of the entire work detailed in this method
statement.
- The Marine work section engineer is responsible for the execution of the works detailed in this method statement. He
will be responsible for instructing the Foremen / Supervisor about the requirements of the contract, including all
restrictions, safety regulations, scope of work and time schedule. In addition, he will be responsible for related logistic
matters and all matters related to HSE and the quality of the works.
- The Supervisor/Foreman is responsible for the day-to-day implementation and supervision of the works detailed in this
method statement.
- Assigned HSE staff is responsible to assist the construction team to develop safe methods of working and to monitor
implementation of the controls as required.

7. MATERIALS, EQUIPMENT AND MANPOWER


7.1 Materials

7.2 Equipment
All equipment to be deployed for built of temporary jetty and fender will be in good working condition. The lifting equipment

8. METHODOLOGY / PROCEDURE
8.1 Installation Piling Fender Using Spiral Steel Pipe
- Before starting the erection process, first determine the coordinate points to be designated.
- After the erection point is ready, it must then prepare a mount location that is considered hard and must be able to
support the weight of the crane.
- Preparing supporting equipment in the form of 2 sets of welding travo, generator set, 1 set of cutting torch, iron
cutting grinders placed on special racks made of iron frames and roofed.
- After the crane and supporting equipment have been in the planned position, then the crane first lifts the leader pole
that has previously been kited.
- For the leader pole assembly stage, the leader pole consists of a connection connection that has been assembled by
the manufacturer, which is 4.5 m long.
- Then the pieces of the leader pole are connected until they reach a height of 22 m
- The leader cut splicing usesbolts that have been assembled by the manufacturer.
- Next, set the hook on the pole leader which functions to lift the hammer
- Then connect the sling crane link to the leader pole to lift the hammer, and attach the hammer to the leader pole.

- After the erection tool is ready, then the right sling takes the piles that have been mobilized with the help of excavators
and dump trucks from the stokpile to the erection site.
- The piles that have been tapered will be taken first, andinserted into the bottom of the leader's pile holder which
functions to position the pile at the point of erection and the leader's pile.
- After the pile enters the bottom mount hole of the leader pole, then the hammer cap in the n positionto the top pile.
- After the hammer cap has been in the planned position, the hammer beating is carried out to the level that has been
planned for the cessation of the first pile erection, which is 1 – 1.5 m above the water level.
- After the cessation of erection, the pile head is cut if it is considered damaged caused by a hammer blow, the cutting
is carried out aimed at obtaining a good pile level and circle so as to facilitate the process of smashing.
- After cutting the first pile head, then the sling crane takes the second pile and the same process is carried out as the
first stage, which is to insert the pile into the leader mount hole and position the hammer cap into the upper pile ti.
- After that, position the second pile over the first pile and a welding process is carried out to connect the two piles.
- Before the process of cutting the pile head and welding, it is carried out first andthe manufacture of working
scaffolding made of iron frame using elbow iron with scaffolding legs from iron pipes with scaffolding floors using iron
/ plate grating. This scaffolding serves for the place of footing when the welder performs the work of cuttingpiles and
the process of welding pile joints.
- After the joint welding process has been completed, the erection process is carried out to a predetermined level.
- This process is carried out repeatedly at each point of the pile.
- After the erection is complete, the installation of the bracing / pile stiffener is then carried out.
- Bracing or pile stiffeners have been cut to a predetermined size.
- Then next the bracing / stiffening of the piles that have been cut, is positioned in the position between the two pile
points with the help of an excavator or crane.
- After the bracing/stiffening of the pile has been in the desired position, it is further encapsulatedand welded.
- The installation process of bracing / stiffening piles is carried out according to the existing drawings.
- After the erection process is complete, the process of disassembling the pile tool is then carried out
- The dismantling of the stake begins with lowering the leader's mast to the ground.
- After that, remove the hammer hook so that the hammer and leader separate.
- Then the leader pole pole is separated back into pieces of 4.5 m long leader pole pieces by removing the locking bolts.
- After being removed, the leader pole and hammer piece are lifted onto the truck to be demobilized along with the crane
and other equipment.

8.3 Installation Jumbo Bag


Sequence of activities for installation of the jumbo bag is as follow.

- Fix lifting tackles to the lifting eyes of the temporary jetty and be ready for hoisting, approved lifting plan shall be on
board prior to commence the operation.
- Hoist the jumbo bag by using excavator under supervision of lifting supervisor and banks men. Workers will control
the movement of the load using guide ropes by following instructions of the lifting supervisor.
- Place the jumbo bag in position and verify lines and levels. Detach lifting tackles if it satisfactory or adjust it otherwise.
- Fill quarry run material inside the jumbo bag by using excavator. The material will be transported to the site by dump
trucks. The material will be filled up to the required level and graded as per profile. The wearing surface (top surface)
of the access to the jetty will be smoothed by laying a 100 mm thick layer of fine material at its top.
- Place rock armor at front of the temporary jetty using the excavator.

9. DAILY INSPECTION
Necessary Daily inspection for temporary jetty activities will be obtained prior to commencement of the work.

10. QUALITY CONTROL


This is a temporary work and no record will be generated in this regard. However, any defect or damage found during
course of the project shall be rectified and the temporary causeway/jetty will be well maintained to serve the purpose
efficiently.

11. HEALTH, SAFETY AND ENVIRONMENTAL


11.1 General Policy
The significant safety hazards have been identified and analyzed in accordance with the applicable HSE legal and contractual
requirements as well as with the Project and the Construction Environmental Management Plan.

11.2 Health, Safety and Environmental Hazards


AS required by the Project HSE Plan, the significant HSE hazards of this work have been analyzed in accordance with the
general procedure Hazard Analysis and Environmental Impact Assessment and are listed below.

1. INTRODUCTION
A temporary jetty has been constructed at the project/mining site to facilitate the berthing
of barges for the loading/unloading of materials and Equipment. The main elements of the
temporary wharf consist of the access causeway and structures/sandbags, which must
be installed at the sea end and the side of the causeway. Because it is only temporary after
the project is completed, the temporary Jetty will be removed and returned to its pre-
development condition.

2. PURPOSE AND SCOPE


This method statement describes the techniques and methods to be applied and the
resources to be used for the demolition of the Temporary Jetty to meet safety work
standards, time efficiency, and avoid unwanted environmental impacts.
The scope of work is as follows,

scope, and schedule. In addition, he will be responsible for related logistic matters
and all matters related to HSE and the quality of the work.
• The Supervisor/Foreman is responsible for the day-to-day implementation and
supervision of the works detailed in this method statement.
• Assigned HSE staff is responsible for assisting the construction team in developing
safe working methods and monitoring the controls' implementation as required.

7. EQUIPMENT AND MANPOWER


7.1 Equipment
All Equipment to be deployed for the demolition of the temporary Jetty and access road will
be in good working condition. The lifting Equipment will be third-party certified and in
compliance with the project's HSE requirements
The Equipment will be used as follow:
1. Excavator Komatsu PC 200 : 1 unit
2. Truck mounted crane : 1 unit
3. Underwater Welding : 1 Set
4. Lifting tools : 1 Set

8. METHODOLOGY AND PROCEDURE


The location of the Temporary Jetty to be demolished is at South East of the Cargo Jetty,
as shown in Figure 4-1 above. The disposal of the Jetty can be divided into four stages, first
is the removal of the fender poles, the second is the dismantling of the lighting poles, the
third step is the disposal of the sandbag platforms, and the last is cleaning up the remains
of material as well as the demobilization of Equipment and employees.

8.1 Removing Fender


Pekerjaan pertama ialah membongkar tiang fender sebagai berikut,
1. Tie the rubber tires using a webbing sling, then remove the fender chain from the
pile
2. Lifting rubber tires to the Jetty or directly to the trailer to be transported off the
Project Site
3. Make a lifting eye or hole in the pipe to be lifted
4. Attach lifting equipment such as shackles and slings to the lifting eye, then attach it
to the crane hook
5. Tighten the slings and attach the adjusting rope to control the pipe when lifted
6. Cut the support before lifting to reduce the weight of the load being lifted
7. Cutting of piles on the seabed using underwater cutting equipment by divers
8. Lifting the pipe using a crane to the Jetty or directly to the trailer to be transported
off the Project Site
9. Make a lifting plan before work to ensure the working radius of the crane and the
weight of the goods being lifted
10. Securing the working radius during the crane lifting process by installing barricades

8.2 Removing Lamppost


1. Make a lifting plan before work to ensure the working radius of the crane and the
weight of the goods being lifted
2. Securing the working radius during the crane lifting process by installing barricades
3. Attach the sling belt to the light pole and hook it to the crane,
4. Lift the light pole using a crane, then lay it on the Jetty
5. Unscrew the bolts to remove the arm studs and concrete base
6. Loading the light poles and concrete onto the trailer, then lashing the cargo
properly
7. Cover it with a tarp and tie it back to the trailer
8. Transport out of the Site

8.3 Removing Temporary Jetty Platform

1. The dismantling process reverses the temporary jetty construction process,


starting from the outer end towards the beach.
2. Load the top layer (sand gravel) into the dump truck using an excavator, then take it

out of the Site.


3. Disposing of the top layer materials is continued by lifting the sandbags at the
bottom using an excavator to the surface of the Jetty.
4. Remove the sand from the jumbo bags by turning the bags upside down or tearing
the bags using an excavator
5. Sand from the bag is returned to the sea on the left and right sides of the Jetty. It is
necessary to pay attention to where to dispose of the sand so that it does not cover
the jumbo bag, which is still in the water.
6. Empty bags and geotextile layers are loaded onto the trailers or trucks for disposal
out of the Site
7. Lift the damaged jumbo bag pieces underwater using the excavator.

8.4 Cleaning and Demob


After the temporary jetty demolition process is complete, a review will be carried out to
ensure no material is left behind, especially bag pieces and geotextiles in the water.
The Equipment used will be neatly arranged into a container, then tied properly. Equipment
demobilization will use trailers for container offices and warehouses, while excavators will
use self-loaders.

10. QUALITY CONTROL


This is temporary work, and no record will be generated. However, any defect or damage
found during the project shall be rectified, and the temporary causeway/jetty will be well
maintained to serve the purpose efficiently.

11. HEALTH, SAFETY, AND ENVIRONMENTAL


11.1 General Policy
The significant safety hazards have been identified and analyzed following the applicable HSE
legal and contractual requirements as well as with the Project and the Construction
Environmental Management Plan.

11.2 Health, Safety, and Environmental Hazards


AS required by the Project HSE Plan, the significant HSE hazards of this work have been
analyzed following the general procedure Hazard Analysis and Environmental Impact
Assessment and are listed below.
• Tripping hazards
• Manual handling/ handling of hazardous materials
• Slips, trips, and falls
• Traffic accident
• Trapping injuries
• Hand injuries
• Defective plant and Equipment
• Falling materials Lifting operation
• Heavy earth-moving Equipment
• Oil spillage and seawater contamination
• Noise

Controls will be implemented to minimize these hazards as set out in the HSE risk
assessment.

11.3 Protective and Safety Equipment


The Protective & Safety Equipment shall follow the contract's specifications and
requirements. All personnel will be handed out these items during their site induction.
• Helmets
• Safety glasses
• Safety shoes
• Work gloves
• High visibility vests or Life Jackets

11.4 Emergency Procedures


a. Overview
The top priority in every situation is saving lives. However, some necessary relief
measures must be immediately given, even though the supervisor has not been
notified to protect victims first. This Emergency Response Plan was created as a
guide and outlined the responsibilities of each key personnel in the event of an
emergency during the mobilization process.
b. Potential Emergencies
Each person must be aware of potential dangers arising during the loading and
unloading process, the mobilization process, and at the USER site activity or at any
temporary parking lot that can cause an emergency. Some types of emergencies
include:
1) Traffic accident
2) Equipment falls into the sea when unloading
3) Medical emergencies such as injured personnel or health personnel.
4) Earthquake, Landslide, Tsunami
5) Weather conditions (thunderstorms, whirlwinds, fog, rain)

c. Responsibilities
HSE, Supervisor, Operational, and all Personnel
Oversees the implementation of pre-job safety meetings with all personnel involved
in the mobilization process and ensures that all trucks and cranes have been
inspected before use, as well as work permits and JSA. Supervise all equipment
loading and unloading activities to ensure the operation is carried out safely. If the
supervisor feels that the procedure is not safe, the supervisor must STOP all
activities and discuss them with the entire crew.
d. Communication
The communication process during the mobilization process will be carried out
using a cellular telephone and HT Radio
The communication process refers to the list of telephone numbers when an
emergency is attached.

Pile Analysis
The calculation of fender steel piles is carried out by the FEM (Finite Element Methode)
using the SAP2000 auxiliary program. The criteria used are as follows:

Structural Loading
The loading of the fender structure is applied as closely as possible to the original condition
of the structure consisting of dead load, live load and earthquake load. The dead load consists
of the structure's own weight, while the live load consists of a fender reaction of 9,9 tons
(calculations attached). The earthquake loading refers to SNI 1726:2019 concerning
Earthquake Resistance Planning Procedures for Building Structures inNongedung.
Earthquake planning data as follows:

• Earthquake primacy factors (Ie)


I = 1.0 (industrial building)

• Site class
From the soil data it is known that the majority of the soil is soft. So based on SNI
1726:2019 obtained Site class = SE (soft soil).

• Response Modification Factor (R)


Based on SNI 1726:2019, R = 8 (steel frame with eccentric bresing).

• Acceleration of bedrock at the apex ground level (PGA), short period (SS), and acceleration
of bedrock at a period of 1 second (S1) in the rsa.ciptakarya.pu.go.id as follows,
PGA = 0,4842 g
SS = 1,0706 g
S1 = 0,4215 g
Then-liberator on the structure as shown in Figure 2.

Structure Analysis Results
Structure analysis uses 2 (two) aspects to determine the feasibility of operating structures,
namely:

• Unity Check Rasio (UCR)


The UCR analysis is based on the 1999 AISC-LRFD where the actual steel melting stress
divided by the maximum melting stress of the steel should be below the value of 1.0. The
results of the fender structure modeling analysis obtained the largest ratio was 0.062 as
shown in Figure 3.

• Deflection Analysis
Deflection in the fender structure must not exceed the h/200 clearance deflection in
accordance with SNI 03-1729-2002 . The deflection values of the fender structure as
shown in Table 1.

The results of the analysis of the Plaxis auxiliary program are in the form of soil stress and
deformation of the structure. The total decrease occurred by 52.11 mm. Meanwhile, the SF
