17 An opening remarks and a welcoming message was delivered by Dr. Tirso Roquillo, the
18 president of Batangas State University, and PASUC.

20 After which, the meeting was called to order by Dr. Marwin Dela Cruz, Chair of the
21 Technical Committee.

25 A. Streamlining of Events

27 Dr. TRoquillo suggested streamlining the events to be played for the national games. With
28 this suggestion, Dr. MDela Cruz said that this would mean lesser expense, lesser time, and
29 lesser hazard.

31 Dr. MDela Cruz curtailing the 20 events identified during the first technical committee
32 meeting by creating packet events.

34 He explained that packet events will be conducted the year after the conduct of the national
35 games. The events to be removed from the 20 events will be held thru packets which will be
36 help separately from the National SCUAA; depending on the agreed schedule, one or more
37 events may be grouped and held together (as packets).

39 He added that this way, there will be a continuous exercise of SCUAA activities since PASUC
40 already decided to conduct the National SCUAA every other year.

42 Dr. LVergara said that there could be concerns with regard to logistics and budget. He also
43 said that the regional SCUAA they conduct has layers. He expounded that the winners in the
44 regional level were the only ones allowed to play for the national games. However, the
45 suggested packet events would be like invitational and it would be open for all; an athlete may
46 join representing his/her SUC, and not necessarily the region.

48 Further, he said that the packet events would be a good opportunity for SUCs and the athletes
49 who would want to join.

51 Finally, Dr. LVergara said that with these changes, there may be an additional regional event
52 to be conducted in one year.

54 Given these forgoing, the group agreed to reduce the number of events for the national games,
55 and relegate the other events into packets.

69 The group also agreed to include Mr. and Ms. SCUAA in the regular events for the National
70 Games, however, the “No Glam Team” should still be applied, and the candidates would only
71 have Sports Wear Attire. The group agreed that this event would be a “No Medal” event and
72 thus would not have any bearing on the overall medal tally.

86 Prof. JBascar said that since packet events would be open, there could be possible concerns
87 regarding management.

89 Dr. MDela Cruz noted the concern and said that they may consider creating a new framework
90 for the packet events.

92 Dr. LVergara concurred and said that this could be an opportunity for the PASUC to forge
93 partnerships with private organizations.

95 Dr. ADavid acknowledged the technical expertise of the sports directors and requested that
96 they come together to craft the framework and even the IRR for the packet events.

98 Dr.JBaltazar moved for the adaption of the 2019 IRR to be used for the National Games with
99 the collatilla that the regular games would be reduced and transferred as packet events, and
100 the required playing age of 26 years old (before the beginning of the National Games.

166 VI. Forms/Screening of Documents

168 The screening of documents for regions 5,6,7,9, 10, and 11 shall be on September 24-25,
169 2023; for the rest of the regions it would be on September 14-15,2023.

171 Dr. LVergara requested to submit the name and contact details of the designated regional
172 registrar for convenience of coordination.

174 Also, the group agreed that the Transcript of Records may be printed using an ordinary
175 paper as long as it was signed by the registrar. and bore the dry seal of the
176 university/college. Dr. LVergara also emphasized that they should put “for National
177 SCUAA purposes” in the TOR.

179 Further, the athletes may submit a certified true copy of their PSA/NSO birth certificate
180 signed by their registrar. It should be noted, however, that the original documents should
181 always be made available should the screening committee requested for verification of
182 documents.

184 A special case for Region 2, a photocopy may be submitted, instead of CTC, as long as
185 the original documents are readily available for verification purposes.

187 In addition, it was also emphasized that only graduating students were allowed to have
188 below 12 units; certification on this matter was requested to be attached.

190 The group requested for PASUC to provide a uniform lanyard and ID case for the
191 participants for easy identification during the National Games.

193 The host of the screening will be the Tarlac State University.
