Preface:

This feasibility study in the conversion of Pittland Elementary School with a


proposed name “Pittland Integrated School” through the initiative of DepED Region IV-
A CALABARZON, Division of Laguna under the support of the Local School Board-
Special Educational Fund (LSB-SEF) in the District of Cabuyao is projected to
accommodate the growing populations of secondary public students in the City of
Cabuyao, specifically those who are currently residing at Barangay Pittland, City of
Cabuyao, Laguna. This novel idea of converting the existing Pittland Elementary School
into integrated school was conceptualized by the current school head, Dr. Jonathan F.
Bernabe and the presiding Barangay Chairman, Brgy. Captain Hon. Nestor M. Domingo,
supported by the consensus of the entire School Planning Team.

The project site is an existing elementary school which is an agricultural/rural


area with a total land area of 1, 676 sq. m., of which there are ten (13) instructional
classrooms, equipped with seven (7) computer system, seven (7) LCD projectors, two (2)
flat T.V. , functional water system, sanitation and hygiene facilities, and electrical supply.

This proposed project will benefit the local residents of Barangay Pittland who are
prospective junior high school enrollees for Grades 7 who graduated from Pittland
Elementary School. Also, students from Sta Rosa and Calamba City were also attracted
to enroll in this school because its school operation system because of its high National
Achievement Rate and Stakeholders participation and sponsorship for its scholars. Its
four (4) decades (established during SY 1970 to present) of serving the children of the
workers of the sugar plantation by Yulo family, has indeed attracted the eyes of many
stakeholders who took part in it becoming the First Placer of Brigada Eskwela
Implementer for Small Schools in the Division of Laguna for SY 2016-2017, and was
consistently awarded as Best Brigada Implementer for Small School in the District of
Cabuyao and Division of Laguna, as well as many academic and non-academic contests.

This feasibility study will suffice the expansion of the existing elementary school to
offer complete basic education (Kinder to Grade 12) authorized due to the following
conditions (a) there are no schools offering complete basic education within the
catchment area; (b) the number of elementary graduates does not warrant the
establishment of a separate secondary school; (c) there is difficulty in acquiring a school
site of the secondary school and (d) there are inadequate equipment and resources to
support the operation of separate elementary and secondary schools.

EXECUTIVE SUMMARY:

The application for the conversion of Pittland Elementary School with the
proposed name “PITTLAND INTEGRATED SCHOOL” is conceptualized by the school
head, Dr. Jonathan F. Bernabe and Pittland Brgy. Captain Hon. Nestor M. Domingo.
The legal basis in the expansion of the existing Pittland ES into Pittland Integrated
School was stated in a Barangay Resolution No. 19-2016 dated August 7, 2016 by
the Sangguniang Barangay on its regular session. The said resolution states:

A Resolution requesting the Sangguniang Panglunsod of the City of Cabuyao


to support the conversion of Pittland Elementary School thru expansion of the
school into Integrated School with the approval of the City Mayor Rommel Gecolea
and the renaming of the school into Pittland Integrated School.

Whereas, the conversion of the existing elementary school would benefit the
people of Barangay Pittland by providing educational services to secondary school
students as stated in RA 9155 and the advocacy for Education for All.

Whereas, the education of the young people of Barangay Pittland is utmost need
and shall be given high priority of the government.

This report also includes the following:

1. Justification on the need to establish a school;


2. Proposed Organizational Structure;
3. School Environment (environmental scanning/situational analysis);
4. Proposed School Development Plan; and
5. Proposed Budget/Budgetary Requirements (to cover the proposed school`s crucial
resources).

1. Rationale

Barangay Pittland is a small community, approximately 2.6 km 2, located in the


City of Cabuyao, yet it is a property owned by Canlubang Sugar State. It has flat
highlands with fertile soil suitable for sugarcane plantation. Canlubang Golf Course that
adjoins the barangay makes the rough and dusty road. But now, it is already concrete and
is very accessible to its populace. The community is located eighteen (18) km away from
the city proper. Pittland ES is established on 1970 to cater the educational needs of
children of the workers in sugar plantation. The school site with an area of 1,676 square
meter is a private land owned by Mr. Martin Gomez. Most of the lands of Barangay
Pittland are property of Yulo family and the residential area is diminutive with only 2,
197 registered inhabitants.

This feasibility study on the application of DepED Cabuyao District, Division of


Laguna, Region IV-A CALABARZON is proposed for the conversion of Pittland
Elementary School through expansion into an Integrated School. Pittland Elementary
School is approximately 200 meters away from the nearest public elementary and
secondary school (Diezmo ES and Pulo NHS-Extension), three (3) kilometers from
nearest private school San Sebastian College Recoletos at Canlubang, Laguna and ten
(10) kilometers away from the Cabuyao District Office.

The expansion project of the school is projected to provide educational services to


Pittland ES graduates, and the growing population of secondary students in the
community which is limited by the ten (10) kilometer distance from the city proper in
Cabuyao, and where the nearest private school San Sebastian College Recoletos at
Canlubang which the parents cannot afford to send their children for secondary
education. Secondary school students currently are accommodated in Camp Vicente Lim
High School, Canlubang, Calamba City (3.2 km.) away from Brgy. Pittland. Thus,
parents are finding ways in which the barangay community can help them to send their
children into nearer secondary school to save from transportation expenses, food expense,
and safety of the students due to the distance from school and from school to their
houses.

Moreover, the school is a recipient of many stakeholders from industrial sites in


Pittland, like Wyeth Philippines, Inc. and Wyeth-Nestle Nutritionals who are constant
partners and include SOWER-Scholars of Wyeth Employees and Retirees providing
assistance and sustaining the educational needs of children. Thus, service quality
education is very feasible in the locality as it is being supported by many stakeholders
particularly manufacturing industries located in Barangay Pittland. Further conditions
motivated the School Head of Pittland Elementary Schooland the Barangay Captain to
expand since it satisfy the following conditions such as (a) there are no schools offering
complete basic education within the catchment area; (b) the number of elementary
graduates does not warrant the establishment of a separate secondary school; (c) there is
difficulty in acquiring a school site of the secondary school and (d) there are inadequate
equipment and resources to support the operation of separate elementary and secondary
schools.

Statement of the Problem

This paper is prepared in order to describe the present status of Pittland


Elementary School situated ten (10) kilometers away from the city proper of Cabuyao,
Laguna. It has one (1) nearby existing public secondary high schools, which is Pulo
National High School Extension located in Diezmo Cabuyao NHS, and is 3.0 km away
from Pittland Integrated School and one (1) private school San Sebastian College
Recoletos located at Canlubang, Laguna. However, priority for enrolment to Junior High
School at Pulo NHS-Diezmo Exension is given only to Brgy. Diezmo residents, and
besides, parents cannot afford to send their children in private school, thus, they have a
slim chance to be accommodated in secondary school that`s why parents are looking for
ways to have a secondary school in their own community.

This feasibility study intends to investigate the possibility of converting the


elementary school into integrated school through expansion based on its present status. It
aims to investigate on its beneficial effects and opportunities to the people in Barangay
Pittland , and the neighboring municipalities in the City of Cabuyao.

Possible data were gathered and presented herein for the purpose of providing clear
idea on the possibility of expanding Pittland Elementary School into Pittland Integrated
School in the District of Cabuyao, Division of Laguna, Region-IVA CALABARZON.

1. Justification on the Need to Establish a School

There is a total elementary graduates of 439 (SY 2013-2014), 456 (SY 2014-
2015) and 463 (SY 2015-2016) from Pittland Elementary School in the last three
years. These pupils could either enroll in Pulo National High School- Extension,
located at Barangay Diezmo or in Camp Vicente Lim High School (3.6 kilometer
away from Barangay Pittland) located in the City of Calamba and in some schools in
Sta Rosa City for Secondary Basic Education. Unfortunately, priority enrollment is
given to Brgy. Diezmo residents and parents cannot afford to sustain the secondary
education of their children, either in Calamba City or in Sta Rosa City due to
expenses incurred for the additional cost of foods and transportation to and from their
house, and worst, students’ safety during rainy days and long distance transport from
their houses to the school caused them sickness, preventing them to continue
secondary education in schools.

Since Brgy. Pittland is an isolated community (sometimes called upland area)


from the city proper, there are few vehicles available to transport the students, and
walking is not advisable due to very long distances thus, students safety and health
are also the concern of parents. Thus, the school head and barangay captain come up
with the initiative of converting the existing Pittland Elementary School into Pittland
Integrated School to facilitate effective teaching-learning especially that most of
students are residing near the proposed school site. This will also make public
education more accessible and effective as they will be accommodated within their
local area. Concurrently, there are 54 pupils in Grade Six which will become the
future Grade 7 in the proposed school.
During early years, there has been no proposed idea regarding this opportunity but
when the current school head was able to realize that aforesaid conversion shall be
authorized subject to compliance with at least three (3) of the following conditions,
then a proposed conversion of existing elementary school to integrated school
through expansion is given attention in one of the meetings conducted with the
stakeholders. The following conditions sufficed the school to apply for the
conversion into integrated school, and these conditions are as follows:

(a) There are no schools offering complete basic education within the catchment
area;
(b) The number of elementary graduates does not warrant the establishment of a
separate secondary school;
(c) There is difficulty in acquiring a school site of the secondary school; or
(d) There are adequate equipment and resources to support the operation of
separate elementary and secondary schools

Moreso, the school site which is privately owned and inherited from Yulo
family by Mr. Martin Gomez has neither a chance of being donated in favor of
Department of Education, thus the school operation will somehow be affected
should the school site owner decided to take ownership of the said site for private
use, nor is willing to sell the land in favor of Department of Education.

This project will benefit the incoming Grade 7 for the SY 2017-2018 who
are currently enrolled as Grade Six pupils in the existing Pittland Elementary
School, they will avoid transportation expenses, maximize learning, regulate their
safety and it will be safer if they will be studying in a nearby school. They can
spend more time studying and be productive as students and as a family member
to render more time being with them due to its proximity to their residences.

2. Proposed Organizational Structure

This presents the list of students, teachers, and school staff who have shown their
interest to enroll and/or serve at “Pittland Integrated School”. To ensure the coordinated
activities of the school and the community, the current School Head of Pittland
Elementary School, Dr. Jonathan F. Bernabe, through proper channels with Public
Schools District Supervisor, Dr. Edna F. Hemedez, PSDS-Cabuyao District and Barangay
Chairman, Hon. Nestor M. Domingo, a communication letter dated June 20, 2016 was
sent to the proper authorities regarding the proposed conversion of the existing Pittland
Elementary school into Integrated School though expansion.

The number of enrollees increases by 3.87% (from 439 to 456) from SY


2013-2014 to SY 2014-2015, and 1.54% (from 456 to 463) from SY 2014-2015 to
SY 2015-2016. This shows a positive response in terms of pupils’ interest in
basic elementary education. On the average, the mean enrollees for the last three
years is 452, where mostly are male (mean=232) than female (mean=228). Table
2 below shows the list of names of incoming Grade 7 students who are currently
enrolled as Grade 6 pupils in Pittland ES showing their school age and address to
suffice the need to expand an integrated school where they can be accommodated
after their graduation.

Barangay Pittland is one of the eighteen (18) urbanized barangays comprising the
City if Cabuyao in the province of Laguna, Philippines. It lies for about eighteen (18)
kilometers away from the city proper of Cabuyao and is situated at the westen and high
elevation portion of the city. According to the 2010 Census, it has a poplation of 1, 740
inhabitants (grew from 1, 627 in Census 2007). Pittland is currently the least populous
barangain Cabuyao.

It is a highly industrialized barangay where two of the biggest companies in the


Philippines, namely, Wyeth Philippines and Ginebra San Miguel are located.

The small community were mostly resident workers in the nearby industrial sites
namely Wyeth Philippines, Ginebra San Miguel, Interphil Laboratories, The current
location of Pittland Elementary School is at Block 2 Terelay (Teresita Luis Ayala-Yulo)
Subdivision, Barangay Pittland, City of cabuyao, Laguna. It is a property of Canlubang
Sugar State owned by Yulo family.

The proposed school site for Pittland Integrated School is shown in Figure 2.
There are two proposed school buildings, the 2-storey nine (9) classroom LSB Type
Building and a 3-storey nine (6 ) classroom LSB type building with canteen and office
buildings. There is existing 1-storey building in the said site, and expansion of the site is
proposed for the additional buildings to accommodate the incoming Junior High School
students.

The specifications of the said building falls into the categories and specifications
set by the Department of Education. The following plan shows the design of the said
buildings, duly approved by the City Engineering Office., through Engr. Evelyn M.
Hatulan.

The school site is approximately 200 meters away from nearest public
elementary and secondary school (Diezmo Elementary School and Pulo National
High School Extension), three (3) kilometers from nearest private school San
Sebastian College Recoletos at Canlubang. The school is around eighteen (18)
kilometers away from the city proper in Cabuyao and is beyond the radius of 2
kilometers away from the existing secondary public schools in the city. Pupils
from nearby barangay in other towns enrolled in Pittland Elementary School
because they are nearer than other barangays in their town, like in Palo Alto ,
Canlubang, Calamba City (3.2 km), Sto Domingo and Malitlit, Sta Rosa City
(6.3 km and 6.1 km, respectively.)

Barangay Pittland is situated at western and high elevation portion of the


city. It is a highly industrialized barangay where two biggest companies in the
Philippines are located, the Wyeth Philippines and Ginebra San Miguel, which
are also its stakeholder. The community has an area of 2.6 km 2 and is the least
populous barangay in the City of Cabuyao. Population census from 2007
(1,627) grew by 0.77% growth rate by 2010 (1, 740). Students are mainly
housed in Terelay (Teresita Luis-Ayala-Yulo) Subdivision, a private land
owned by Yulo family, specially built for the workers and their families of
those working/employed in the manufacturing and industries in Barangay
Pittland and Canlubang.
The school site is widely accessible to students because they are residing
in its privately owned subdivision, and is walking distance. Some students
from afar are transported by motorcycle or tricycle.

4.2. Total Land Area: 2.6 km2

4.3. Topography:

The school site is level and the boundaries have no irregularities. The soil
is sandy loam which means fits for school site. The topsoil is balanced and
best for vegetation. The subsoil meets the minimum requirement for the
substantial foundation of the school buildings.

4.4 Acquisition of School Site

Pursuant to Kapasyahan Blg. 19-LSB-2016 which was stated from the


minutes of the meeting by Sangguniang Barangay held in August 7, 2016 at
Barangay Pittland Session Hall, the proposed acquisition of approximately

555 square meters of land in Brgy. Pittland was resolved through the said
resolution stating the following:

A Resolution requesting the Sangguniang Panglunsod of the City of


Cabuyao to support the conversion of Pittland Elementary School thru
expansion of the school into Integrated School with the approval of the City
Mayor Rommel Gecolea and the renaming of the school into Pittland
Integrated School.

Whereas, the conversion of the existing elementary school would benefit


the people of Barangay Pittland by providing educational services to secondary
school students as stated in RA 9155 and the advocacy for Education for All.

Whereas, the education of the young people of Barangay Pittland is utmost


need and shall be given high priority of the government.

4.12 Service of fund for the initial operation of the proposed school : DepED:__/_-
LGU:___

Analysis and Interpretation of Data:

The data presented above showed the justification on the need to expand
Pittland Elementary School to an integrated school with the proposed name “Pittland
Integrated School” located at Brgy. Pittland, City of Cabuyao, Laguna to cater the needs
for a complete basic education program specifically for the residents of Barangay Pittland
on its initial operation for the SY 2017-2018. This is also in response to the letter
requested by the Sangguniang Barangay of Pittland, City of Cabuyao, Laguna through a
meeting resolved under Kapasyahan Blg. 09-LSB-2016, dated August 7,2016, stating
the expansion of Pittland Elementary School into an integrated school and renaming it to
its proposed name “Pittland Integrated School” whereas, the conversion of the existing
elementary school would benefit the people of Barangay Pittland by providing
educational services to secondary school students as stated in RA 9155 and the advocacy
for Education for All, and whereas, the education of the young people of Barangay
Pittland is utmost need and shall be given high priority of the government.

The said resolution agrees to the criteria stated under Dep Ed No. 40, S. 2014 on
the Establishment, Merging, Conversion, and Naming/Renaming of Public School
Annexes in Basic Education by which aforesaid conversion will be authorized with at
least three (3) conditions such as (a) there are no schools offering complete basic
education within the catchment area; (b) the number of elementary graduates does not
warrant the establishment of a separate secondary school; (c) there is difficulty in
acquiring a school site of the secondary school; or (d) there are adequate equipment and
resources to support the operation of separate elementary and secondary schools

On the justification to expand school into integrated school, item (a) is justified as
there are no existing public and private school offering complete basic education within
the catchment area. Pulo National High School extension, located in Barngay Diezmo
that offers Grade 7 and 8, cannot accommodate specifically the resident pupils from
Brgy. Pittland because priority is given to Brgy. Diezmo residents. A private school San
Sebastian College Recoletos located in Canlubang, Calamba City aside from being very
distant (3.2 km) from Brgy. Pittland, is economically unpractical for the parents to send
their children for secondary education due to financial constraints. Item (b) for the

number of elementary graduates in Pittland ES which is 54, does not warrant the
establishment of a separate secondary school is sufficed. Item (c) is justified such that
land or school site are privately owned by the Yulo family, and that there is no chance of
selling the said existing site for the sole ownership in favor of Department of education,
thus, there is a need to acquire a new site such that when the private owner of the school
site warrants the use of site for private use, school operation will not be affected as it is
already expanded to accommodate the pupils and students in the new site. Lastly,
expansion met item (d) that there are inadequate equipment and resources to support the
operation of separate elementary and secondary schools due to limited facilities and
existing utilization of Special Education Fund (SEF) in the locality whereby more
planning and support must be coordinated and established under memorandum of
agreement to successfully equip the school with the said needed equipment and
resources. This may take time while there is an urgent need for the parents to have their
children sent to public secondary basic education for the K to 12 Curriculum to support
the need and skills of their children in making better future for themselves in the coming
years.

The proposed organizational structure consisting of fifteen (15) nationally funded


teaching staff, where one (1) acts as the School Head (Head Teacher I) , together with
fourteen (14) non-teaching staffs available in the existing school can suffice the need to
give full implementation of its operational plan for five years. Moreso, the teachers are
equipping themselves with the necessary skills to handle special subjects to competently
improve the teaching-learning environments for the junior high schools. In the
completion of the said proposed expansion, the utilization of the existing buildings for the
elementary pupils and the stage and/or covered court in the school can be a temporary
instructional rooms to accommodate the incoming Grade 7 students until the new
construction of building will be do.

The school environment is suited well to accommodate the learners as it has been
existing for the past forty (40) years that educational services have been extended. The
generous support from the stakeholders especially those from international companies
and their scholarships given to pupils inspire the parents, students and the teachers to give
educational reforms and adapt to the existing technologies on how to improve the
students` academic performance. There is also a high opportunity for this school site to
develop the skills of students as seen in its school development plan which can access

and extend quality educations with the provisions of potential resources that can help
students, as well as lessen the burden of parents in sending their children in secondary
school. This innovative idea initiated by the Barangay Captain and the support from
other stakeholders, and the skills of the school head to spearhead the proposed plan can
help the community to avail the Education for All movement of DepED, and that
educationl growth can be sustained within the community.

The provision for the proposed budget/budgetary requirements to cover the


proposed school`s crucial resources is being arranged in a duly notarized Memorandum
of Agreement (MOA) by and between DepED, represented by SDS, and LGU,
represented by the City Mayor, where the LGU shall provide funds for, among others,
the construction of the new school buildings, procurement of educational facilities,
furniture and instructional materials, operation and maintenance for at least five (5) years
or until such time when funds for the purpose are incorporated in the national budget; and
salaries of teaching and non-teaching personnel, preferably at par with national salary
rates.

Conclusions:

Based on the data gathered, it is possible to expand the existing Pittland


Elementary School into Pittland Integrated School on its initial year of operation and to
the succeeding years of projecting an increase in the student’s population with
appropriate potentials to cater their educational needs. The basic conditions are
appropriately met , and the budgetary requirements can be sustained by the help of the
Local Government Unit under the mobilization of Special Education Fund (SEF) of the
Local School Board (LSB).

If ever this proposal will be approved, the school will offer a basic education
program form Kinder to Grade 12 on the succeeding years, while meantime, it can
accommodate only the Grade 7 students in its initial operation for the SY 2017-2018.
There is a possibility of concentrating the senior high track in TVL track due to many
available manufacturing companies which the school can tie up for immersion. There are
also areas which can be developed further into a more state of the art buildings, facilities
and provision in the availability of equipment. Such facilities and equipment can be
realized with the help from the LGU`s, NGO`s and other benevolent private donors.

This innovations in the conversion of elementary school into integrated school


will help the community especially the parents and the students who are residing in
Barangay Pittland, City of Cabuyao, Laguna to develop a well-literate and promising
Junior and Senior High School program with the ease of access, safety, and many
opportunities to develop and harness their skills, talents and resources for better citizens
in the community as well as in the country.

Recommendations

The following recommendation are hereby presented for the purpose of seeking
approval for the conversion of Pittland Elementary School into an integrated school with
the proposed name “Pittland Integrated School” to:

1. Request the DepEd secretary through proper channels, that the proposed
“Pittland Integrated School” be given consideration and be allowed to
operate secondary basic education from Kinder to Grade 12 for the benefit
of the learners residing at Brgy. Pittland to sustain elementary pupils into
formal school starting SY 2017-2018.

2. If this proposal will be approved, allocation should be requested from the


National Budget and Special Education Fund from the Local School
Board, and other LGU`s and NGO`s concerned.

3. Coordinate with the DepEd authorities for site inspection and the
evaluation for further validation and future constructions and
developments.

4. Coordinate with the DepED for the budget and management for the
operation of PIttland Integrated School.

5. Look for possible ways to solicit funds and create external links with the
stakeholders to acquire more school site in Brgy. Pittland for the

realization of school facilities such as library, computer laboratory,


offices, science laboratory, technical-vocational facilities and the likes
