I have the honor to request from your good office for the conversion of Dirasao West
Elementary School into an Integrated School pursuant to the Integrated School Program of the
Department of Education (D.O no. 40, s. 2014) and (Article XIV, section 2, paragraph 1 of the
1987 Constitution).

It is hoped and prayed that this request to open an Integrated School in the locality will
merit your favorable consideration.

FEASIBILITY STUDY
TITLE: Opening for the Operation, Dirasao West Integrated School
Location: Sitio Dirasao West, Barangay Didiyan, Palanan, Isabela

I. Introduction
Barangay Didiyan, Palanan, Isabela has been identified as one of the depressed

barangays in the province of if not throughout the region considering its living/ economic

condition, educational background, financial capability of the people and the location of the

place.

Education For All (EFA Goal) is the battle cry of the Department of Education. Hence,

the teaching force of Dirasao West Elementary School have conducted a survey in the

community as well as in the neighboring barangays and we found out that 50% of our

graduates stopped after enrolling in the secondary education due to the distance of the

secondary school is very far and difficult to reach especially during rainy season. Some of

our graduates are also studying at Palanan National High School and Palananl School of Arts

and Trade at the poblacon area which is 17 kilometers away from Barangay Didiyan but after

few months of studying most of them stopped considering the financial capability of their

parents for their daily expenses of basic needs and rentals of bording houses. This condition

leads them to stop, therefore, number of out of school youth ages 13-18 years old gradually

increases.

With the aforementioned situation , the program of the Department of Education which is

the Integrated School Program based on DepEd Order no. 40, S. 2014 is of great help to the

internal and external stakesholders of the said barangay for the transformation of their lives

and to decrease or to zero- out of school youth (OSY).

II. Historical Background

A. Community Profile

Agtas were the earliest inhabitants of this Barangay. They lived through fishing in

rivers and creeks, hunting for wild animals and foraging for edible fruit trees. There was a

dispute before between the Agtas of Didiyan and Agtas of San Mariano- Dinapigue due to

ownership of the area of the land.


After world war II, residents started to arrive because a lot of people before fled and

run for their lives due to the cruelty of the Japanese Soldiers. Some preferred to Didiyan

because of its rich natural resources, others opted to go back to barangay Dimatican because

of its proximity to poblacion.

Didiyan was a former sitio of Santa Jacinta until it became an independent barangay

in 1972.

B. History of the School

Dirasao West Elemenatry School is located at Sitio Dirasao West, Barangay Didiyan,

Palanan, Isabela. In the year 80’s Didiyan Elementary School is the only school in the area.

Since, the location of the school is very risky during rainy season due to pinakanavan river,

they thought of starting a school at Sitio Dirasao West which is more accessible for the pupils

from Disibulig, Sitio Diambarong, Sitio Dicabenbenan and Dirasao West proper. It was

created as primary school in2007 as requested by the Barangay officials through the

leadership of Hon. Juan v. Ligero, the Barangay Captain with only one grade and the

instructional room used was a make-shift building. Ms. Myrna L. Peniosan, the pioneer

teacher of Barangay Didiyan took the challenged by accepting the responsibility to start

Grade 1 class in June 2002. After several years as a primary school, enrollment gradually

increased. Hence, additional classes were opened. Finally, in June 2018, it became a

complete elementary school with four (4) regular teachers and three (3) Local School Board

Teachers paid by the Local Government Unit. In the year 2010, one (1) classroom has built

for Grades 1 and 11 pupils and additional armchairs added in the school and recently, another

two (2) make-shift building were established for Grades III, IV, V, and VI pupils. The school

was seperated from Didiyan Elementary School -Annex to Dirasao West Elementary School

last 2018 with four Regular Teachers and three Local School Board Teachers (LSB).

C. Data Presentation and Analysis

Salient factors that could be drawn to consider in establishing an Integrated School in

Barangay Didiyan, Palanan, Isabela are herewith enumerated.

1. Dirasao West Elementary School is offering basic Education;


2. The number of Elementary graduates doen not warrant the establishment of a separate

Secondary school;

3. There are not enough items for teachers and school heads if separate secondary school is

establishe;

4. The school cannot afford to acquire separate school site for secondary school;

5. There are inadequate equipment and resources to operate a separate elementary and

secondary schools;

6. The number of Out of School Youths (OSY) gradually increases for the reasons:

a. The nearest secondary school is about 17 kilometers away from their houses which is

not accessible to any kinds of vehicles during rainy seasons;

b. Most households have unstable family income, anent they cannot afford to send their

children to secondary schools in the poblacion area;

c. Child labor is rampant because the income of their parents is not enough to provide

the needs of the family even if they are recipients of the Pantawid Pamilyang Pilipino

Program (4Ps).

III. Summary and Conclusion

Summary

In a nutshell, the cndition for the establishment of an Integarted School in Barangay

Didiyan, Palanan, Isabela has been met as presented in this proposal and specifies as follows;

1. Dirasao West Elementary School is offereing Basic Education in the Locality.

2. The number of prospective Grade VI graduates does not warrant the establishment of

a separate secondary Elementary and Secondary School.

3. Ther are no enough Teacher items and school head that would justify the

establishment of a separate elementary and secondary school.

4. Ther is difficulty in acquiring school site for seondary school.

5. There are inadequate equipment and resources to support the operation of separate

elementary and secondary schools.

6. The barangay being classified as low-income community needs to be given the

utmost attention.
Conclusion

In the ligth of earlier mentioned justifications of conditions for the establishment of an

integrate school in Barangay Didiyan, Palanan, Isabela, it is safe to assert and conclude that the

barangay is qualified of its readiness to embrace the operation of an integrates school thereby

oplifting socio-economic condition of the community through educational endeavors for

progress.

It is finally concluded that the approval of the establishment of an integrated school in

barangay Didiyan will transform into tangible realization, the dreams and aspiration of our

forefathers for our people to live happily in a desent / developed community in particular and the

country in general.

Enrolment

At present SY: 2018-2019, Dirasao West Elementary School is complete Elementary

School with four (4) Regular Teachers and three (3) Local School Board Teachers with a total

enrolment of 130. The Grade VI enrolment is 12, compromising of 7 males and 14 females and

out of school youths (OSYs) of Barangay Didiyan, whose very much willing to enroll

after the approval of this proposal which could serve as the baseline enrolment for Grade 7 in an

Integrated School for school year 2018-2019. Graduates from the neighboring Barangays like

bisag and Sta Jacinta are not yet included but they express their intention to enroll as long as this

proposal will be approved.

The above enrolment in Grade VI will be the baseline enrolment for the SY: 2018-2019 first year

/ Grade 7 students.

It could be gleaned from the above table that the total enrolment for the first year of operation of

the school is to include – Out of School Youths of Barangay Didiyan.

The table above revealed a very normal enrolment for an Integrated School considering problems

on personnel, salaries, equipment and other resources.

The above table picture out a very normal and gradual increase of enrolment from its first year of

operation to the Grade 9.

The above table indicates a very successful journey of an integrated school considering the

enrolment from its first year of operation up to 4th and this is attributed to the demand of the

present education and to attain the EFA Goal.

3.b.2. Projected Budgetary Requirements

The application of Barangay Didiyan to be one of the recipient of the DepEd Integrated

School Program supported by the preparation they have to undertake and of the justifications

hereto given, manifest their strong desire to support, stay and maintain the operation of the

secondary school in the Barangay, it is being their prime obligation and responsibility, their

COUNTERPART with the National Government share through DepEd Central Offices, Regional

and Division Budgetary allocations.


As mentioned earlier, the Barangay is classified as a low income community and

Integrated School as one of the products of innovations, is an answer to meet their growing needs

in Education and a dream to uplift their standard of living.

3.b.2. OPERATIONAL PLAN REGARDING CURRICULUM AND INSTRUCTIONAL

SUPERVISION

A. Teacher Requirement

Dirasao West Elementary School has four Regular Teachers at present, headed by a Head

Teacher, Mr. Rodolfo R. Villena Jr. In the Integrated School Program, both the Elementary and
Secondary level has one School Head, hence, Mr. Villena to serve as Head of the School. The

other teachers of the school, specifically , those in the intermediate level will handle subjects in

the secondary level based in their specialization. In addition, we will request for secondary

volunteer teachers to handle minor subjects while waiting for regular teachers.

At present we have three (3) regular teachers whose line of expertise is Secondary

Education, who happened to be in the elementary department. They will handle English,

Mathematics, Filipino, and Science. The other subjects will be handled by the volunteer teachers

which is ESP, Araling Panlipunan, TVE / TLE and MAPEH. The table below is the proposed

teaching assignments of teachers including the volunteer teachers.

Really, the Integrated School is a saving scheme program beneficial to depressed,


disadvantaged and undeserved barangays that could not afford and qualify to put a secondary
school.

B. Physical Facilities

The Barangay Multi-purpose Hall shall be utilized as Temporary classroom for Grade 7

Students. The PTA nad the Barangay Officials through the leadership of Barangay Captain Larry

L. Magas will construct a makeshift building intended for secondary department. Sixty armchairs
shall be constructed by the parents and officials . teaching table and teacher’s chair / table shall

be provided by the parents of the incoming first year and the general PTA will take care of the

other facilities needed in the classroom.

As to the textboolks and other instructional materials, the parents are very willing to buy

supplementary books and instructional materials, and if possible the division office can share us

books especially the major subjects. Mrs. Atanacia C. Andres, Principal II, Cluster Head of

Dirasao West Elementary School will assist the teachers in the formulation of learning

competencies, table of specifications and other instructional materials needed in the secondary

level with the full assistance of the designated Head Teacher, Mr. Rodolfo R. Villena Jr.

So far, the school is now 100% ready to accept Grade 7 for this school year 2018-2019.
