1. INTRODUCTION
1.1 Purpose
This procedure is formulated to standardize official reception activities and clarify
corresponding reception objects, scope, standard and procedures.
1.2 Application
This procedure is applicable to all units of COSL Drilling.
1.5 Feedback
COSL Drilling encourages users of this document to feedback comment to the
document, so that the document can continuously be updated.
2. RESPONSIBILITIES
3) Responsible for annual expense budget and expense control for official reception
of COSL Drilling;
4) Responsible for the approval of the official reception plan below 10,000 yuan of
COSL Drilling headquarters, and the plan from 5000 yuan to. 10,000 yuan of
subordinate units.
2.4 Subsidiary
1) Domestic Subordinate units: The amount below 5,000 yuan: Approve the official
reception according to the standard. The amount over 5,000 yuan: Organize and
implement the application after approval.
2) Overseas Subordinate units: Formulate relevant official reception plan for the unit.
The amount below 10,000 yuan: Approve the official reception according to the
standard. The amount over 10,000 yuan: Organize and implement the application
after approval.
3. GENERAL PRINCIPALS
1) The internal units of the oil system, the units of the company and the units of
COSL Drilling units shall not be allowed to entertain the public money; To receive
the personnel in the oil system, the company and the business department leaders
to the basic level investigation, attend the meeting, check the work,and internal
fraternal units exchange and so on, should be provided by the corresponding unit
or department to provide the invitation ticket, in the staff canteen. Special cases
can be arranged outside the canteen.
2) The official reception should be carried out in the internal location of the cnooc
system, which should be arranged at other restaurants. The general banquet and
working meal should be carried out in the three-star hotel and the following hotel.
The reasons are explained in the application;
4. MANAGEMENT RULES
1) Reception demand units should fill in the application for entertainment expenses in
advance application of the employees self-service reimbursement platform of
COSL, After the approval of the requirements unit manager, affiliated to the
administrative department of the unit;
2) The manager of the administrative department shall submit the approval to the hea
d of the department for examination and approval.
3) After the approval of head of the department, submit the approval to Administration
Director B of headquater for examination and approval.
4) Administration Director B review online and approval. Submitted to the manager of
the administrative department for examination and approval.
1) The reception banquet should be treated with the right reception, and strictly
control the number of staff. The number of accompanying staff shall not exceed 3 if
the guests are within 10 people. The number of accompanying staff shall not
exceed one third of the guests if guests are more than 10 people. For the same
group or individual to visit in the short term, usually treat once, in addition to the
special invitation to visit group or VIP;
2) The reception work should be both warm and considerate, courteous to guests,
strict economy, strict control of expenses, not to be ostentatious, not extravagant,
not to be approved, not to break the budget;
3) According to the level of visiting personnel, according to the principle of equal
reception, the leaders of different levels of the company or business department
receive the reception, and the corresponding reception standards are as follows:
a) The official banquet activity of the COSL leader is not more than 500 yuan per
person in principle;
b) The official banquet activity of the COSL Drilling and subordinate units’ leader is
not more than 500 yuan per person in principle;
c) The general banquet attended by other personnel, is not more than 200 yuan
per person in principle;
d) Working meals arranged outside the staff canteen, is not more than 100 yuan
per person in principle;
4.2.3 The overseas institutions may formulate the corresponding implementation rules
and standards in reference to the management of business reception of the
business department, in combination with local consumption level.
