Written Work #5: Position Paper Sentence Outline

Thesis statement: Favouring Mandatory Implementation of ROTC

I. Introduction

A. Hook: To get ready at time of peace and to defend with knowledge at time of

war.

B. Overview/background of the topic/issue: The Reserve Officers Candidate Course,

or ROTC, is one of the three components of the Philippines National Service Training

Program. It seeks to give military education and training to pupils in the event of future

mobilization. The students are being prepared to be ready to serve in the Philippine Armed

Forces in the case of an emergency. The country's ROTC units are organized under the

Department of Military Science and Tactics. They are often managed by active members of

the Philippine Armed Forces.

C. Thesis statement: Favouring Mandatory Implementation of ROTC

II. Body

1.Premise 1: It will aid us in the future in the event of an emergency, and it also opens

the door to specialized training with your local unit, which might include airborne, air assault,

medical training, and other technical capabilities. If you want to join the military, ROTC

provides unique access to high-level instruction. (John Montesi, 2018)

1. Counter-argument: Renunciation of the Philippines to engage in aggressive war.

i) The Philippines opposes aggressive war, not defensive war. According to

Sec. 2, Article II of the Philippines Foreign Policy, the Philippines renounces war as a

tool of national policy, adopts the generally accepted principles of international law
as part of the law of the land, and adheres to the policy of peace, equality, justice,

freedom, cooperation, and amity with all nations.

2. Argument: It provides a venue of instilling nationalism, patrimony, and discipline.

i) Supporting detail: It is stated in the “What It’s Like to Be a College Student

and ROTC Cadet” that the program is an important aspect of the life of many college

students since it allows them to earn a degree while also receiving military leadership

training. Aside from these benefits, joining an ROTC cadet can provide students with

greater job prospects and financial freedom after graduation.Numerous students also

praise the curriculum for assisting them in being the persons they were born to be.

Cadets at Azusa Pacific University say this is especially true since APU's ROTC

program fosters a close-knit community of scholar-leaders who value service and

patriotism. (Erniz, 2020)

B. 2.Premise 2

1. Counter-argument: It is a venue for corruption and hazing.

i) Chua accused the Department of Military Science and Tactics of

bribery, claiming that students seeking exemption from the course would pay P1,500

every semester to select officials. Chua and another cadet Romulo Yumul filed a

complaint with the Department of National Defense (DND) alleging widespread

corruption in the UST-ROTC. After a comprehensive investigation, the UST-ROTC

commandant, Maj. Demy Tejares, was fired, followed by several modes of corruption

such as pricing every punishment and overpriced merchandise such as badges.

2. Your argument: Corruption and hazing is the problem, not ROTC. If the

logic “stop ROTC because of hazing and corruption” then we should shut down the

government and more establishments and organizations.


i) corruption may occur in every area, including business,

government, the courts, the media, and civil society, as well as in all sectors ranging

from health and education to infrastructure and sports. (transperancy.org)

C. Premise 3

1. Counter-argument: Modern times calls for technology and modernization

as a measure of a country's strength.

i) The term "modern society" refers to a society that is based on

industry. To modernize a civilization, first and foremost, it must be industrialized.

The growth of industrial society has always been intrinsically related to the rise of

modern society. All of the characteristics associated with modernity may be traced

back to the sequence of events that gave birth to the industrial kind of society

approximately 250 years ago. This shows that the phrases industrialism and industrial

society mean substantially more than the fundamental economic and technological

components. (Kumar)

2. Your argument: Nationalism does not grow old. For we may be at the age

of modernization that does not mean the love for the country and the responsibility to

defend it is fading.

i) The nationalist specter The "country" is reasserting itself as the

basic unit of economic, social, and political realms, from Brexit to electoral cycles in

Europe and the United States. Unexpectedly, the tide has turned against globalism.

III. Conclusion

A. Restatement of the thesis: ROTC should be mandatorily implemented.


B. Synthesis of the ideas presented above/Recommendations/Plan of action: To avoid

recurrence of past problems of corruptions and hazings in the process of making ROTC

mandatory once again it isn being suggested that:

a.Creation of Ad Hoc Committees for the Selection of Instructors

b.Creation of Grievance Machinery that will provide for stricter punishment

to those officers that will get involved in any misdoings inside the ROTC.

c.Creation of Disciplinary Committee

d.Creation of an Ad Hoc Committee that is in charge of overseeing and

supervising the whole system.

C. Closing statement: I am in favor of Mandatory reinstatement of ROTC because in the end

we cannot deny the fact that ROTC aimed for developing a better citizenry. The ill side

effects of corruption must be the one to be abolished and not the system that is ideal in reality.
