An Action Research Proposal

DepEd Order No. 31, s. 2020 provided Interim Policy Guidelines for Assessment and
Grading in Light of the Basic Education Learning Continuity Plan (BE-LCP) which mandates
the conduct of summative assessment either in performance task or written works. Written
summative assessments shall be administered to assess essential knowledge and
understandings through quizzes and long unit tests. Items should be distributed across the
Cognitive Process Dimensions (DepEd, 2015, p.4) using a combination of selected-response
and constructed response formats so that all are adequately covered. Written summative
assessment is administered toward the end of a learning period to measure the extent to which
the learner have mastered the essential learning competencies, the results of which are
recorded and are used to report the learner’s achievement.
For the past quarter that the senior high school of EBNAVHS administered the
written summative assessments in Filipino sa Piling Larang among the Grade 12 learners, 31
out of 63 or 49% among the class did not submit a complete number written summative
assessments. Teachers were assigned in clusters of Natonin, Kadaclan, Lias, Proper Barlig,
Talubin, Ifugao, and Sadanga to distribute modules and summative written assessments and
retrieve them after one week but the result showed that learners poorly responded to the
efforts of teachers. It was considered that the poor compliance may have been affected
because of the unexpected conditions in the different municipalities of the province due to
growing cases of Covid 19, still the data showed an alarming issue to be addressed. Written
summative assessments are very important since they measure the extent to which the
learners have mastered the essential learning competencies and the results are recorded and
are used to report the learner’s achievement.
Considering the situation, the proponent conceptualized to use google forms to
administer written summative assessments to G12 students who are in area with one or two
signal networks like Bontoc, Natonin, Barlig and Ifugao who has an average strength of
internet connectivity from Globe and Smart. It was assessed that all the 63 students of the
G12 class are members of the group chat created for the class.
Google form is a free online tool that can be used in the classroom to improve
students’ participation, engage them in their learning and evaluate their learning (Nguyen,
2018). Castro, Scott (2018) mentioned in his study that google forms quizzes allow teachers
to create, share, collaborate, individualize and distribute written summative quizzes to
students in a different venues at a time.
The pandemic condition in our province strongly affects the distribution of modules
and written summative assessments since many of the different localities are enforcing
localized lockdowns due to increasing cases of Covid 19 in some communities. The
restrictions will surely give a negative impact to the continuity in delivering service for the
basic education.
The implementation of online written summative assessments will give the assurance
that even if the teachers will not travel still the facilitation of teaching & learning would
continue. On the other hand, students are assured of their security since they will stay at home
for learning using their gadgets. On time submission of written summative quizzes may also
improve considering that responses from the learners are submitted immediately after
completion of the form.
For the implementation of safe, secured and timely written summative assessments
among the G12 learners in Filipino sa Piling Larang, this action research proposal is highly
initiated.
