1. PURPOSE:
This procedure describes the method for identifying and evaluating environmental aspects
related to the construction activities carried out by CHERWELL INTERIOR DECORATION
L.L.C respectively and determining the significance of these aspects. The procedure also
applies to those indirect aspects arising from works carried out by CHERWELL suppliers
and sub-contractors. Every effort will be made to limit, segregate, sort, collect and properly
dispose of waste generated within the property. CHERWELL has established this Plan to
clearly define the minimum practices which are to be employed within the property/ site
to assure waste is segregated based on type and to achieve the same at source.
2. SCOPE
This procedure applies to all operations and activities, under normal conditions and
reasonably foreseeable situations, in the Office, construction sites and Facilities of
CHERWELL INTERIOR DECORATION. L.L.C.
3. MANAGEMENT OF WASTE:
4. WASTE CATEGORIES: Based on the activities that are undertaken within CHERWELL,
waste has been categorized into the following:
• Non-hazardous waste: includes paper, wood, office, rubbish, cardboard, scrap metal,
and glass.
• Hazardous waste: human waste, oil, Lubricants Cans, Chemical Cans, Paint Cans.
5. WASTE AVOIDANCE: To avoid the generation of waste CHERWELL will where possible.
The following control measures will be employed within CHERWELL to reduce the
environmental impacts from waste generation, handling, storage, and disposal:
• Open burning of waste, the dumping of waste at undesignated area within the
property is prohibited.
• Separate labeled waste containers will be provided for, plastic, cardboard / paper,
tins, glass.
• The dilution of hazardous waste is prohibited.
• The mixing of hazardous and non-hazardous waste is prohibited.
• All hazardous waste will be provided with secondary containment and suitably
bonded to meet legal requirements, where necessary.
• A program for regular collection and removal of skips and bins will be
implemented.
• All litter will be controlled within CHERWELL by means of good housekeeping.
• Where possible, performance measurement and targets for reduction reuse and
recycling will be developed and implemented.
• Any wastes that cannot be reused and recycled will be transported and disposed in
accordance with Authority requirements.
• Volumes and types of waste will be monitored to establish whether additional
opportunities for improvements in waste management (avoid, reduce, reuse,
recycle) can be adopted, where practicable.
• All Employees will be trained on the Waste Management Plan, through shift briefs,
etc.
9. DISPOSAL LANDFILL: If the above hierarchy of control cannot be satisfied the waste will
be sent to an authority approved contractor landfill. Landfill is a last resort. The burning,
burying, and unauthorized dumping of waste is prohibited.
The waste storage areas and skips will be monitored to ensure that contamination of the
segregated skips does not occur. Routine inspections will be conducted on waste disposal
and collections areas by construction manager to ensure compliance to the Waste
Management Plan. Waste will be segregated under the following categories detailed
below:
• Solid Waste
• Plastic
• Tin / Can / Metal
• Food Waste
11. INSTRUCTION AND TRAINING: All Cherwell employees will be introduced to the waste
management plan during Cherwell Departmental welcome program (HSE Induction),
communication will also be through shift briefs explaining the importance of appropriate
segregation, handling, recycling, and reuse and return methods to be used by all parties.
12. RECORD KEEPING: Documentation will be retained to demonstrate legal disposal of all
types of waste. Written documentation such as receipts, invoices, and waste transfer notes
with the following information is required:
• A copy of the waste management contractors trade license and Dubai Municipality
approval.
• For each load of waste collected; the date, type of waste (for example, food waste,
sewage, mixed general waste), quantity of waste in that load, signature of
authorized representative of the contractor.
• The documentation listed above will be subject to internal and external audits.
All operations will be carefully planned and executed to minimize the generation of waste
from raw materials. The types of waste that are to be produced or potentially produced will
be identified prior to the commencement of the project. Specialist disposal requirements
will be identified prior to the commencement of the project. All employees, including sub-
contractors will identify types of waste that can be reduced, reused, or recycled on-site or
off-site before disposal (where facilities are available). They will be made aware of their
responsibilities to ensure the correct disposal of waste if necessary.
Waste disposal contractors must possess the appropriate license to dispose of the waste
from site. The Project Manager should periodically check the waste contractor’s current
license.
All waste disposal operations shall comply with a Duty of Care. A Waste Transfer Note will
accompany all waste transfers. The Waste Transfer Note must be retained for a minimum
of three years. Storage requirements for waste are to be identified to allow for the
segregation of the waste and the prevention of odors, water pollution and the cross
contamination of materials. In the event of the escape of waste the Emergency Control
Guidelines below must be followed.
Liquid Waste
In the event of liquid waste escaping the Construction Manager/ Safety team is to be
notified immediately. The QHSE Manager is to notify the Project Manager and the Client
representative. Stop the flow of pollution using earth, sand or polythene and divert away
from drains and watercourses. Contain the spill in as small as possible.
First aid is to be carried out using absorbent materials or pads or sand, however special first
aid for people exposed to the liquid waste may be necessary but this will require a
specialist health and safety emergency action by a trained first aider with reference to the
technical data on the content and effects of the waste.
Solid Waste
In the event of solid waste escaping the Construction Manager and QHSE Manager is to be
notified immediately. The container must be sealed to prevent further escape of waste
materials. The waste that has escaped must be collected and re-placed into the skip prior
to re-sealing the skip. The reasons for the escape must be investigated to prevent a
reoccurrence. The security of skips, bundling, protection and segregation must be
improved following an emergency incident. Where appropriate findings from the
investigation may need to be reported to the appropriate Environment Authority.
If inert waste is contaminated with special wastes the Waste Disposal Contractor,
Investigations are to be carried out to determine how the waste became contaminated
If doors become a problem from waste storage the skips must be emptied immediately. If
similar waste is likely then covered skips must be used and emptied regularly.
When engineering controls are not feasible to achieve full compliance, personal protective
equipment shall be provided and used.
Road Dust: Where necessary watered the road areas to avoid airborne dust.
Welding fumes: Ensure welding areas are well ventilated. In case of confined areas working
assess the need f forced ventilation.
Exhaust Fumes: Generators, welding machines, shall be locate in an area such that the
workforce is not subjected to excessive fumes. All Machinery must be in good working
condition and emission controls are in place and working correctly.
Paints & Solvents: The use of solvents on the job site presents dual problem in that they are
usually both tox and flammable. Control measures must be established which provide for a
level of exposure to be reduced to an acceptable level while at the same time preventing a
build-up of flammable mixture. I.e., ensure proper ventilation utilizing forced draught as
appropriate.
a) Site Vehicles: All vehicles leaving the Site will be in a clean condition, free from spoil
and excessive dust. Site exits will be always kept clear and free of construction spoil
and other materials.
b) Dust Suppression: Dust will be controlled in any problem areas by damping down
with water spray and/or avoiding the use of plant and machinery in the areas
concerned. Sand and gravel storage bins will be sprayed regularly if not covered.
Access/ Egress routes will be sprayed with water to control wind born dust particles
when necessary.
c) Construction Site: Speed Limit The maximum speed limit on the site will be 10
kilometers per hour which will be strictly enforced.
d) Hoarding/Meshing: Hoarding or meshing 2.4-meter-high will be erected securely
around the site areas during the main construction activity, when reasonably
practicable to contain dust within the site area and to reduce the power of dust
disturbing winds and to minimize gusts caused by passing traffic.
