Chapter 1

THE PROBLEM AND ITS SETTING

Introduction

In the fast – paced world of modern transportation, ensuring the safety and
convenience of daily commuters and drivers is of paramount importance. Amidst this
dynamic environment the effectiveness of stainless steel barricades in traffic control emerges
as a vital solution. These strong and innovative barricades hold the potential to transform the
way we navigate through urban landscapes and high – traffic areas.

According to Harri Peltola and Johannes Mesimäki (2019), statistically significant


results from the before-and-after study indicate that highway middle barriers are particularly
effective at reducing fatal accidents and fatalities, with reductions of 80% and 83%
respectively. Furthermore, a statistically non-significant reduction of 12% was found as the
most likely effect for injury accidents on middle barrier highways. The most notable accident
risk reductions after middle barrier implementation occurred for turning, rear-end, overtaking
and head-on accidents. The increase in road safety was so substantial that it remained
improved despite raised speed limits along certain stretches of highway.

According to an article in Manila Standard, 2.5 million vehicles are registered in the
Philippines as of the year 2015 (Zurbano, 2015). With the increasing number of registered
vehicles, traffic has become a major issue in Metro Manila. In order to control the traffic
flow, road barriers are deployed on major roads, one of which is the Epifanio de los Santos
Avenue (EDSA). These barriers direct the lane of vehicles, u-turn slots, and left and right turn
slots. Although these have been installed in the length of EDSA, barriers are not uniform in
every part of the long avenue.

However, there are a total of 94 recorded reports of barrier-related accidents in the


year 2011, ranking second in object collision incidents in Metro Manila. The first in the list is
the general object collisions, which may still include undeclared accidents related to traffic
barriers. Barrier-related collisions in Metro Manila make up 30.62% of the total recorded
accidents with declared category according to the Metro Manila Accident Report and
Analysis System by the MMDA.
Moreover, AASHTO’s Roadside Design Guide (RDG) recommends guidelines for the
use of median barriers on high-speed, fully controlled-access roadways for locations where
the median is 30 ft in width or less and the average daily traffic (ADT) is greater than 20,000
vehicles per day (vpd). According to Road Safety Toolkit, medians physically separate
opposing traffic streams and help stop vehicles travelling into opposing traffic lanes. They are
often built on the centre of wide urban multi-lane and high-speed roads and can be used
to limit turning options for vehicles and shift these movements to safer locations, create space
for protected turn lanes at intersections, and provide a refuge for pedestrians and bicyclists.
Medians can also be accompanied by pedestrian fencing or safety barriers.

Melvin S. Del Puerto stated that in Daet, Camarines Norte, these same barricades are
used to separate the two opposite lane directions on their busiest streets. They are installed to
prevent either side from swerving or making U-Turns wildly. Their barricades create order in
the flow of traffic, the opposite of what the barricades are used for the City of Naga.

The Safer Roads Investment Plan assessment (SRIP) recommends 12


countermeasures to improve safety of the CDO-Davao-GenSan highway. For each
countermeasure data includes estimated cost, safety benefit, fatalities and serious injuries
saved, and benefit cost ratio. The highest priority sections are identified and ranked.
Countermeasures recommended include delineation, signage, median barriers, footpaths, skid
resistance, traffic calming, and central hatching.

In this context, the researchers were motivated to conduct a study that aims to
determine the level of effectiveness of stainless barricade in traffic control to daily
commuters and drivers in Daet, Camarines Norte; to identify the significant relationship
between the stainless barricade and its effectiveness to traffic control to daily commuters and
drivers. Moreover, this study has the potential to discover innovative strategies that can
facilitate commuters' and drivers' everyday commutes, thereby promoting a safer, more
effective urban transportation system in Daet, Camarines Norte.

Furthermore, this study could provide insights for other municipalities facing similar
traffic challenges, offering a valuable reference for decision-makers in urban planning and
transportation management.
Statement of the Problem:

The researchers aim to assess the Effectiveness of Stainless Barricade in Traffic


Control to Daily Commuters and Drivers in Daet, Camarines Norte.

Specifically, it seeks to answer the following question:

1. What is the profile of the respondents in terms of;

a. age

b. sex, and;

c. occupation?

2. What is the level of effectiveness of Stainless Barricade in Traffic Control to Daily


Commuters and Drivers in terms of:

a. Traffic flow

b. Adaptability and flexibility, and;

c. Safety

3. Is there a significant relationship between the stainless barricade and its effectiveness to
traffic control to daily commuters and drivers?

Hypothesis

This study was premised in the following assumption of the research:

There is a significant relationship between the stainless barricade and its effectiveness
to traffic control to daily commuters and driver.
