CHAPTER I

THE PROBLEM AND IT’S BACKGROUND

Introduction

CCTV cameras have become a common feature in business stores in Cuyapo,

Nueva Ecija, and their effectiveness in enhancing security and surveillance measures

cannot be overstated. This introduction will provide an overview of the effectiveness

of CCTV cameras in business stores and their significance in the context of Cuyapo,

Nueva Ecija. The implementation of CCTV cameras in business stores has gained

popularity due to various reasons. Firstly, these cameras act as a visual deterrent for

potential criminals or wrongdoers. A visible CCTV camera system can discourage

theft, vandalism, or any other illegal activities on the premises. Knowing that they are

being constantly monitored and recorded, individuals with ill intentions may think

twice before engaging in criminal activities, reducing the likelihood of incidents

occurring.

Secondly, CCTV cameras facilitate the identification and apprehension of

criminals. In the unfortunate event of a crime occurring in a business store, CCTV

cameras provide valuable evidence that can be used to identify the perpetrators and

aid in their subsequent arrest and conviction. The footage recorded by these cameras

can serve as a crucial tool for law enforcement agencies and can greatly enhance their

investigative processes. Moreover, the presence of CCTV cameras in business stores

not only protects the property and assets of the store but also safeguards the interests

of customers. Customers can feel reassured that they are in a safe environment,

increasing their trust in the business and encouraging repeat patronage.

Different types of security problems, grocery store retailers view shoplifting as

the most severe. To reduce this and other security problems, retailers have invested in
several forms of formal and informal surveillance. Among these investments CCTV

systems seem to be the most prominent. However, respondents did not view high ‐tech

surveillance as the most effective. Instead, this study shows that retailers view

security guards and activity of the personnel as the most effective ways for reducing

vandalism, disturbance, and shoplifting in their stores. Furthermore, the results

emphasize the importance of store environment, e.g. clean and well‐lit premises, as an

important way of reducing crime. (A. Lindblom, 2016).

Strategically-placed cameras were not any different from randomly-placed

cameras at deterring crime within their viewsheds; there were statistically significant

reductions in auto thefts within viewsheds after camera installations; there were

significant improvements to location quotient values for shootings and auto thefts

after camera installations. There was no significant displacement and there was a

small diffusion of benefits, which was greater for auto thefts than shootings. The

system of cameras in Newark is not as efficient as it could be at deterring certain

street crimes; some camera locations are significantly more effective than others.

Results of a system-wide evaluation of CCTV cameras should not be the only basis

for endorsing or contesting the use of CCTV cameras for crime control or prevention

within a city. Future research should test whether the effectiveness of CCTV cameras

are dependent upon the micro-level attributes of environments within which they are

installed.(A. B. Willis, 2021).
