CHAPTER 1
INTRODUCTION

Background of the Study

Closed Circuit Television (CCTV) cameras have become a widespread tool in


modern society, with millions of cameras installed in public spaces, homes, and
workplaces worldwide. Installing CCTV cameras has become a standard procedure in
lots of areas. In addition, CCTV cameras are a crucial component of an overall security
strategy as they help monitor and deter crime.

In the Philippines, CCTV cameras have been installed in different cities and
municipalities to reduce crime rates and improve law enforcement. Specifically,
Barangay Poblacion Peñaplata a home to a diverse population of residents and
attracts many visitors each year, CCTV cameras have been installed in public areas
to ensure the safety of residents and visitors. The barangay economy relies on
tourism, making it imperative to ensure the safety of visitors and residents.

Despite the widespread use of CCTV cameras, their effectiveness in enhancing


public safety remains a subject of debate. Some studies have shown that CCTV
cameras can deter criminal activities, while others have found little or no effect.
Additionally, the cost-effectiveness of CCTV cameras has been questioned as they
can be expensive to install and maintain.

Several studies have been conducted on the effectiveness of CCTV cameras


in various contexts. Welsh and Farrington examined the effect of CCTV cameras on
crime rates in public parking lots in England and Wales in a study that was published
in 2013. According to the study, CCTV cameras can effectively lower crime in parking
lots.
However, a recent study opposes that CCTV cameras may not be as useful as
first believed. Gill and colleagues looked at the effect of CCTV cameras on crime rates
in public places in England and Wales in a study that was published in 2017. According
to the study, other factors, like better lighting, were more effective at lowering crime
than CCTV cameras reducing crime rates.
To address these issues, it is essential to evaluate the effectiveness of CCTV
cameras in Barangay Poblacion Peñaplata. This study is vital for enhancing public
safety as one of the primary reasons for the installation of CCTV cameras. CCTV
cameras are believed to deter criminal activities and help law enforcement authorities
to quickly respond to any incidents. Therefore, it is important to determine whether the
CCTV cameras in Barangay Poblacion Peñaplata are effectively achieving this goal.

The cost-effectiveness of CCTV cameras is a critical factor in their installation


and maintenance. CCTV cameras can be expensive to install and maintain. Therefore,
it is crucial to evaluate their effectiveness in achieving their intended objectives. If
CCTV cameras are not proven to be effective in enhancing public safety, then the cost
of installing and maintaining them may not be justifiable.

The installation of CCTV cameras can raise concerns about privacy and civil
liberties. Studying the effectiveness of CCTV cameras in Barangay Poblacion
Peñaplata can help to address these concerns and promote community trust in the
use of surveillance technology. As a result, urgent action is needed to address these
issues and to ensure the safety of residents and visitors to the island.

This study on the effectiveness of CCTV cameras in Barangay Poblacion


Peñaplata can provide valuable insights to policymakers and law enforcement
authorities. The findings can be used to inform evidence-based decision-making
regarding the installation and maintenance of CCTV cameras in the future.

Rationale

In many cities and towns around the world, including Barangay Poblacion
Peaplata in the Philippines, the installation of CCTV cameras in public spaces has
become more widespread. As part of their overall security strategy, local governments
in the nation have made significant investments in the installation of CCTV cameras
in public spaces in recent years. Their goals are to lower crime rates and ensure the
safety of citizens and tourists.
There is a growing body of research that suggests that CCTV systems can be
effective in reducing crime in certain situations. The proposed study will specifically
investigate the effectiveness of CCTV systems. Provide valuable insights to
policymakers and law enforcement authorities, a focus on the impact of increased
surveillance on offender behavior and police response time.

According to the research by Armitage, Monckton-Smith, and Sorsby (2019),


CCTV can be useful in reducing some types of crime in public places, such as vehicle
theft and crime, but it is less clear how effective it is at reducing violent crime and
disorder. The authors also pointed out that a number of elements, including the
placement of the cameras, the caliber of the pictures taken, and the degree of
monitoring, affect how effective CCTV is.

In addition, the installation of CCTV significantly decreased the incidence of


street crime in the area, according to a study by De Guzman et al. (2019) in Pasig
City, Philippines. According to the study's findings, CCTV can be a useful tool for
deterring crime and enhancing public safety. determined whether CCTV was effective
in reducing incidents of street crime.

Evaluating the effectiveness of CCTV cameras in Barangay Poblacion


Peñaplata on Samal Island holds significance in enhancing public safety, assessing
cost-effectiveness, and building community trust. By providing a visible deterrent to
potential criminals, CCTV systems can make them less inclined to commit crimes such
as theft, vandalism, and assault, thereby reducing crime rates. Additionally, the
cameras can improve the response time of law enforcement agencies during incidents
by providing real-time monitoring of the island's public spaces. Moreover, CCTV
footage can aid in identifying and prosecuting suspects, facilitating law enforcement in
building a solid case against them.

The goal of this study is to offer valuable insights to policymakers and law
enforcement authorities in Barangay Poblacion Peñaplata, enabling them to make
informed decisions regarding the installation and maintenance of CCTV cameras in
the future.
Objectives of the Study

The study generally aimed to determine the effectiveness of the placement of


a public CCTV system on pedestrian streets in Barangay Poblacion Peñaplata.
Specifically, it sought to assess the effectiveness of CCTV cameras:
1. To evaluate the effectiveness of a public CCTV system installed on pedestrian
streets in Barangay Poblacion Peñaplata in terms of:
• Preventing Crime
• Enhancing Security
• Promoting Safety

2. To assess the level of awareness among residents and businesses in Barangay


Poblacion Peñaplata about the presence and purpose of the CCTV cameras.

3. To examine the cost-effectiveness of the installation of CCTV cameras in


Barangay Poblacion Peñaplata.

4. To provide recommendations for improving the installation of CCTV cameras


and security measures in Barangay Poblacion Peñaplata to maximize their
effectiveness in enhancing public safety.

Significance of the Study

The effectiveness of CCTV cameras installation at Barangay Poblacion


Peñaplata lies in its potential to improve the safety and security of the community. As
crime rates continue to rise in many parts of the country, it is becoming increasingly
important to explore new and innovative ways to prevent criminal activity and protect
citizens.
This study also highlights the importance of awareness and education
regarding the presence and purpose of CCTV cameras. Many residents and business
owners were unaware of the cameras and their potential to improve security. By
educating the community about the benefits of CCTV cameras and how to properly
use and maintain them, we can maximize their effectiveness and ensure that they are
being used to their full potential.

The significance of this study lies in its potential to contribute to ongoing efforts
to improve the safety and well-being of communities throughout the country. By
identifying effective strategies for preventing crime and enhancing public safety, we
can create safer and more secure communities for all.

Scope and Limitation

This study will focus on the installation of CCTV cameras in pedestrian streets
in Barangay Poblacion Peñaplata. The study will evaluate the effectiveness of CCTV
cameras in terms of crime prevention, security, and safety. The study will also assess
the level of awareness among residents and businesses in Barangay Poblacion
Peñaplata about the presence and purpose of CCTV cameras.

There are several limitations to this study that should be acknowledged. This
study will only evaluate the effectiveness of CCTV cameras in pedestrian streets in
Barangay Poblacion Peñaplata, and the results may not be applicable to other areas
or settings. The study may be limited by the availability and quality of data on crime
rates, incidents, and CCTV camera installations.

Another limitation is that the study may be affected by the subjectivity and
biases of the researchers and participants. Moreover, this study will only examine the
effectiveness of CCTV cameras in terms of crime prevention, security, and safety, and
will not delve into other factors that may affect these outcomes. And the study will not
cover the technical aspects of CCTV cameras, such as the quality of the cameras,
storage and retrieval of footage, and maintenance of the cameras, which can also
affect their effectiveness.
Outline of the Study

The study is organized as follows: Chapter 2 represents the reviewed related


studies using the Descriptive survey method. Chapter 3 contains the theoretical and
conceptual framework, the methodology as well as the data gathering, and the
description of the variables that were used in the study. Chapter 4 covers the
discussion of the results. The summary, conclusion, and recommendation are found
in Chapter 5 while the relevant data used are in the appendices.
