RATIONALE:

Recent decades have seen the emergence surveillance camera as a mainstream

crime prevention measure used around the world. In the past decade, the capabilities of

surveillance cameras have been transformed by fundamental shifts in how digital data is

gathered, analyzed, shared and stored. Security cameras are already playing a key role

in the drive to smarter cities and the burgeoning industrial internet of things. Deep

learning and AI is becoming more prevalent, as cameras are able to more accurately

gather data and make predictions based on integrated analytical software

manufacturers have developed. While the shift to a smart home environment is also

playing its role, as consumers have easier access than ever to easy-to-install wireless

devices and doorbell cameras. Over the past, the government has formulated methods

to safeguard society from crimes. Numerous techniques have been framed to combat

crimes, starting from the early or ancient forms of crime prevention to the more

sophisticated methods. One of the modern technologies used to prevent and investigate

crimes is the Closed Circuit Television Camera or CCTV.

CCTV is a system in which many video cameras are connected in a closed circuit

or loop, with the images produced being sent to a central television monitor or recorded

(Ratcliffe 2011). Many countries around the world are installing closed-circuit television

surveillance camera systems as an additional tool in fighting crime.

Baoyan (2015) posited that the very presence of camera surveillance systems

has not only discouraged criminals in committing crimes but has also aided police

investigators solve various crimes because of the recorded data that identified the
perpetrators of crimes committed within the vicinity of the business establishments.

Additionally, home and business owners are also finding great value in using CCTV

footage when their homes or businesses are compromised (Annke, 2017).

CCTV is an environmental crime prevention tool where possible effects include

the function that may work to deter people from committing crime in the area. It might

also signify to the public that an area with CCTV is a safe place and the increase use of

the space means that crime is likely to happen as there are more potential witnesses.

People also believe that the presence of CCTV may act as a prompt to remind people to

take other security measures as locking their car. Research suggests that the CCTV is

most successful in reducing or solving crime when there is an active police interest in

providing surveillance information to inform the setting up of CCTV, being involved in

monitoring the CCTV and using the evidence it can provide (Welsh & Farrington, 2010;

Gill & Spriggs, 2005)

The use of CCTV cameras in the Philippines have helped in capturing thieves,

violators, employees, and even suspects for killings. The late Interior and Local

Government Secretary Jesse Robredo urged all local chief executives to install closed

circuit television technology (CCTV) cameras in their localities to help deter and solve

crimes. He said the installation of CCTV cameras will support the peace and order

initiatives of local governments, particularly cities and municipalities with high

demographic concentration and robust economic activities.

In the Philippines, the Philippine National Police (PNP) acknowledges the usefulness of

closed-circuit television (CCTV) cameras in the premises of commercial establishments

to deter crime and assist them in their criminal investigations. According to the PNP,
their efficiency rating in solving crimes has improved with CCTV cameras (SBN 3339).

The researchers choose to conduct the study about CCTV cameras due to the

increasing number of crimes that were solved through the use of CCTV footages. This

study could be used as a basis for the improvement of the future generation technology.
