Sub: Consultancy services of Authority Engineer New Six Lane Bridge including its
approaches across River Ganga on NH-96 (New NH-330) at Phaphamau, Prayagraj in
Uttar Pradesh on EPC mode- Debarrment due to submission of forged certificates,
submission of fake & fraudulent CVs of the proposed Team Leader cum Sr. Bridge
Engineer-reg.

Sir,
Please refer to your bid submitted on the subject matter mentioned above and
several communications regarding the complaint related to the CV of the proposed Team
Leader cum Sr. Bridge Engineer- Mr. Sharat Kumar.

2. This is in continuation of the previous communication in the subject cited matter.

The evaluation Committee noted that Mr. Sharat Kumar, proposed as Team leader cum
Senior Bridge Engineer by the firm in response to clarifications regarding his employment
details Sought by Ministry has stated that he was relieved from M/S Reliance Infra_ in May
2020 and joined M/s S$P singla in july 2020 and the information uploaded on Infracon may
be read as May 2020 as against November 2020. Moreover, the Committee noted that in
one of the AE project of NHAI from Akhshardham to EPE of NH 709B in Bharatmala
Division, show cause notice has been issued to key personnel as the key personnel has
claimed as experience of position of Project Manager for the period of 1999 to 2001 with
M/s Gammon India. However, M/s Gammon Engineers and Contractors Private Limited
vide email dated 22.05.2021, has communicated that the position was section in charge
for structure and segmental launching. The Position of section in charge for structure and
segmental launching is not under similar capacity of Project manager as per RFP criteria.
The CV of Mr. Sharat Kumar was assigned Zero marks for the said project of AE for
Akshardham to EPE. Reply of Show Cause notice issued to Mr. Sharat kumar has not been
received yet. In view of above, the committee deliberated that the details provided by
the key personnel in the CV uploaded on INFRACON is misrepresentation of facts.
3. In view of the above, as per Clause 3.4, (x) part a. of Section 2 of the RFP and as
per the guidelines issued vide letter no. RW/NH-33044/24/2020-S&R (P&B) dated
06.01.2021, the proposed Team Leader cum Sr. Bridge Engineer-Mr. Sharat Kumar is
being debarred for a period of 2 years for future projects of Ministry and its executing
agencies.
