1.0 SCOPE OF SPECIFICATION

1.1 Introduction

1.1.1 This specification covers the minimum requirements for acceptance criteria for non-destructive
examinations performed on equipment for refineries, onshore oil and gas installations, and processing
facilities including items purchased either directly or as part of a package.

1.1.2 This specification does not include the requirements for the testing methods and equipment used in the non-
destructive examination of welded fabrication. For details of these requirements, refer to GES I.06 and
GES W.07.

1.1.3 The Vendor/Contractor shall fully comply with the provisions laid down in this specification. Any
exception must be authorised in writing by the Owner.

1.1.4 In the event of any conflict between this specification and any of the applicable codes and standards, the
Vendor/Contractor shall inform the Owner in writing and receive written clarification from the Owner
before proceeding with the work.

1.1.5 This General Engineering Specification will form part of the Purchase Order/Contract.

1.2 Other NOC Specifications

1.2.1 The following NOC Specifications are an integral part of this specification and any exceptions shall be
approved in advance by the Owner.

2.0 DEFINITIONS

2.1 Technical

The technical terms as used in this specification are defined as follows:

Radiography

The use of x-ray and gamma-radiation to produce a photographic image of the components under
examination.

Ultrasonic Inspection

The use of high frequency sound waves to penetrate the material or weld under examination. These sound
waves are reflected by defects in the material and the echo response shown on a cathodic ray tube. From
this display, the position, size and type of defect can be identified.

Magnetic Particle Inspection

A magnetic flux field is set up in the component under test. Any interruption of the magnetic flux by a
surface breaking defect can be shown by the use of magnetic iron filings which will gravitate towards the
defect.

Liquid Penetrant Inspection

The use of highly penetrant fluids to enter into voids and crevices by capillary action, and to remain there

when the surface liquid is removed, thus detecting discontinuities open to the surface.

Discontinuity

A discontinuity is effectively a change in the homogeneity of a material or structure which must be


evaluated to determine its potential effect on the integrity of the product to withstand stresses and service
conditions.

Defect

A defect is a discontinuity that has been assessed against specified requirements.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil or gas company, an associate or subsidiary, who is the end user of the equipment and facilities.

Vendor

The company supplying the equipment and material.

Contractor

The main Contractor for a defined piece of work.

Sub-Contractor

A company awarded a contract by a Contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Vendor/Contractor that verifies that the equipment and
facilities have been designed, constructed, inspected and tested in accordance with the requirements of this
specification and the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Vendor/Contractor or the assigned Inspection Authority,
who verifies that the equipment and facilities have been designed, constructed, inspected and tested in
accordance with the requirements of this specification and the Purchase Order/Contract.

3.0 DESIGN

3.1 Codes and Standards

The following codes and standards, together with the references therein, shall be deemed to form part of
this specification. All recommendations shall apply unless specifically modified herein

4.0 RADIOGRAPHY

Acceptance criteria for defects, as revealed by radiographic examination, shall be as defined in the
following sub-paragraphs.

4.1 Carbon Steel Pressure Vessels

4.1.1 The standard of welding shall meet the requirements of Table 1 of this specification and the latest edition of

ASME BPV Code, Section VIII, Division I, except as modified below:

(a) parallel slag lines shall be considered as individual defects, if their individual width is greater than
1
/32" (0.8 mm);

(b) individual inclusions of other defects having sharp corners or comet tails are not acceptable.

4.2 Carbon Steel Piping and Furnace Tubes

4.2.1 The standard of welding required shall meet the requirements of Table 1 of this specification.

4.3 Low Alloy, Stainless Steels and Non-Ferrous Materials

4.3.1 The standard of welding required shall be in accordance with Table 1 of this specification with the
additional requirements that:

(a) craters and burn through are not permitted;

(b) individual inclusions or other defects having sharp corners or comet tails are not permitted.

4.4 Castings

4.4.1 Casting quality shall be as follows:

(a) up to 2" (50.8 mm) thickness in accordance with ASTM E-446, Severity Classification 2.

(b) over 2" up to 4½" (50.8 to 114.3 mm) thickness in accordance with ASTM E-186, Severity
Classification 2.

(c) over 4½" up to 12" (114.3 to 305 mm) thickness in accordance with ASTM E-280, Severity
Classification 2.

Note:

In 4.4.1 (a), (b) and (c) above, hot tears, cracks, unfused chaplets and internal chills are not acceptable.

4.5 Radiographic Quality

4.5.1 The quality of the radiographic technique shall be controlled by the use of Image Quality Indicators,
reference GES I.06 and GES W.07, and shall meet the requirements of the governing code.

4.5.2 Only lead intensifying screens shall be used. The use of salt screens or fluorometallic screens is not
permitted.

5.0 ULTRASONIC INSPECTION

5.1 General

Suspected areas of lamination or other serious defects which may be discovered during fabrication shall be
ultrasonically examined. Such areas shall be considered unacceptable, unless it can be established to the
satisfaction of the Inspector that all of the requirements of the governing Code have been satisfied;

If repairs are made, the repaired area shall be examined by the same method.

Where ultrasonic inspection is a requirement, the following shall apply:

5.2 Carbon Steel Pressure Vessels

5.2.1 Weld quality, as indicated by ultrasonic inspection, shall meet the requirements of ASME Code, Section
VIII, Division 1, Appendix 12.

5.2.2 The quality of steel plate, 0.75" (19 mm) and over, shall satisfy the requirements of ASTM A-578 (Level 1
Acceptance Standard).

5.3 Carbon Steel Piping and Furnace Tubes

5.3.1 Where the piping or tubing wall thickness exceeds 1¼" (32mm), and single wall radiographic techniques
are specified, 100% ultrasonic inspection shall be used instead of radiographic examination.

5.3.2 Where ultrasonic inspection is specified, it shall be in accordance with the ASME BPV code, Section V,
articles 5 and 23 (SE 213).

5.4 Castings

Casting quality, as indicated by ultrasonic inspection, shall satisfy the requirements of the ASME BPV
Code, Section VIII, Division 1, Appendix XII;

6.0 MAGNETIC PARTICLE INSPECTION (MPI)

6.1 Castings

The quality of ferrous castings as indicated by magnetic particle inspection shall pass ASTM E-125,
Degree 2, except that all Type 1 (linear) and Type IV (internal chills and unfused chaplets) defects shall be
unacceptable. Type V defects (porosity) shall be radiographed and judged in accordance with paragraph
4.4 of this specification.

6.1.1 For materials other than castings, all linear discontinuities indicated by magnetic particle inspection shall be
unacceptable.

6.1.2 If repairs are made, the repaired area shall be examined by the same method.

6.2 Pressure Vessels (Ferritic Steels)

Magnetic particle inspection and acceptance criteria shall be in accordance with the ASME BPV Code,
Section VIII Division 1, Appendix 6. The DC probes method shall be used prior to final post-weld heat
treatment, and the AC yoke or coil method after final post-weld heat treatment.

6.3 Piping and Furnace Tubes (Ferritic Steels)

6.3.1 Magnetic particle inspection shall be carried out to supplement visual examination as specified for
examination classes as per Table 2 of this specification.

6.3.2 Examination shall be carried out in accordance with the ASME BPV Code, Section V, except that current
flow technique is not permitted.

7.0 LIQUID PENETRANT INSPECTION

7.1 General

7.1.1 For materials other than castings, liquid penetrant inspection shall be as per the ASME BPV Code, Section
VIII, Division 1, except that all linear discontinuities, indicated by liquid penetrant inspection, shall be
unacceptable. Acceptance of other discontinuities shall be at the discretion of the Inspector.

7.1.2 If repairs are made, the repaired area shall be examined by the same method.

7.2 Castings

Casting quality, as indicated by liquid penetrant inspection, shall be judged in accordance with ASTM E-
433 reference photographs as follows:

(a) Type I: Linear defects including cracks and hot tears are not permitted.

(b) Type II, Shrinkage: Degrees 1 and 2 are acceptable. Indications exceeding Degree 2 requirements
shall be removed until the indications are no longer than permitted by Degree 2, _" (3.2mm) long
and entirely separated from each other.

(c) Type III, Inclusions: Photographs for inclusions do not apply since dye penetrants do not
normally detect these subsurface discontinuities.

(d) Type IV, Chills and Chaplets: No indications permitted.

(e) Type V, surface Porosity: Indications of surface porosity shall be radiographed and judged in
accordance with paragraph 4.4 of this specification.

7.3 Pressure Vessels

Liquid penetrant acceptance criteria shall be as per the ASME BPV Code, Section VIII, Division 1. For
non-magnetic materials, a liquid penetrant inspection shall be used in placed of any required magnetic
particle inspection.

7.4 Piping and Furnace Tubes

Dye Penetrant Inspection (DPI) shall be carried out to supplement the visual examination as specified in
each examination class in accordance with Table 2 of this specification. Examination shall be carried out in
accordance with the ASME BPV Code, Section V.

Dye Penetrant Inspection shall be substituted for Magnetic Particle Inspection (MPI) where the material is
non-magnetic or the joint geometry or accessibility does not permit the use of MPI.

7.5 Stainless Steel Materials

7.5.1 Where austenitic stainless steels are to be tested by this method, liquid penetrants and associated materials
shall be essentially halogen and sulphur free. The acceptable maximum levels of halogen and sulphur are
as follows:

Halogen 0.08% by wt 0.07% by wt 0.05% by wt

Sulphur 0.008% by wt 0.011% by wt 0.006 by wt

7.5.2 The Contractor shall obtain test results certifying that the penetrant materials meet these requirements.
These results shall be made available to the Inspector.

8.0 REPORTING

8.1 General

8.1.1 All reporting of radiographic, ultrasonic, magnetic particle and liquid penetrant inspection techniques shall
be drafted on the standard report form included in this specification. The Vendor/Contractor's own forms
may be used provided that they cover the data contained in the standard report forms. Acceptance of the
Vendor/Contractor's forms is subject agreement with the Owner.

8.1.2 All procedures for acceptance criteria on NDE should be checked to ensure that they conform to this
specification, and specialist advice should be sought if necessary.

8.1.3 All operatives undertaking NDE should have been trained and examined to the appropriate level, for details
of these requirements refer to GES W.07.

8.2 Radiographic Report

8.2.1 This report shall record the results of a radiographic examination of a weld and the parameters used in the
examination.

8.2.2 Generally each report shall cover one weld, but if all parameters are the same, e.g. same spool, wall
thickness, diameter, exposure time, density, etc, then the report can cover more than one weld.

8.2.3 All welds requiring repair shall have an individual report.

8.2.4 The report shall be completed by the Vendor/Contractor's qualified radiographer and interpreted by the
Vendor/Contractor's welding inspector prior to submission to the Owner's Inspector for acceptance.

8.3 Ultrasonic Inspection Report

8.3.1 This report shall record the findings of the ultrasonic inspection and the parameters used in the inspection.

8.3.2 Where necessary, a sketch showing reportable repairable area locations or outlining limited examination
circumstances shall be made on the form.

8.3.3 Only one weld shall be reported on each form, and for repairs a new report shall be used. The report shall
be completed and signed as being acceptable/unacceptable by the approved ultrasonic operator.

8.4 Magnetic Particle Inspection Report

8.4.1 This report shall record the results of magnetic particle inspections and the parameters used used in the
inspection.

8.4.2 The report shall be completed and signed as acceptable/not acceptable by the approved magnetic particle
operative carrying out the work.

8.5 Liquid Penetrant Inspection Report

8.5.1 This report records the results of liquid penetrant inspections and the parameters used.

8.5.2 The report shall be completed and signed by the approved liquid penetrant operative carrying out the work.

9.1 All NDE records and reports shall be retained by the Vendor/Contractor, cross-referenced and filed in
accordance with the equipment quality plan.

9.2 All radiographs and NDE records shall be retained for a minimum period of 5 years.
