1.0 Overview of Execution Plan


The following execution plan is to be used as a general guideline detailing the intended plan of
McCaw’s Drilling & Blasting Ltd (herein McCaw’s) to perform the required material removal on
the Westcoast Wyndwood Pipeline Expansion Project (herein WPEP). This plan will detail the
proposed methodologies that are to be employed in each of the required spreads, the planned
equipment that will be in use on site, and the approximate number of personnel that will be
required to carry out the work. Additionally, all work outlined below will be accomplished in
accordance with all required site safety regulations, and the McCaw’s Health, Safety,
Environment (HSE) Manual.

1.1 Kick-off Meeting


Prior to the commencement of drill/blast operations, a kick-off meeting will be held on
site to familiarize all stakeholders present with the drilling and blasting procedures to
be employed on the WPEP. This will include an overview of the Client and Mainline
Contractor’s blasting specifications and safety procedures. McCaw’s will give an
overview of procedures specific to their drilling and blasting operations with emphasis
on signage, communications, blast initiation, signals, guarding the blast and excavation
monitoring.

1.2 Capacity of McCaw’s Drilling & Blasting Ltd


It is the intention of McCaw’s to provide a complete drilling and blasting solution to the
Mainline Contractor, Ledcor, for all areas of required drilling and blasting along the
WPEP site. McCaw’s will provide the skilled labor, direct supervision, mechanics and
equipment necessary to complete the drilling and blasting operations on the WPEP.
This will include all access roads, ROW grade, trench, creek crossings and any other
blasting requirements that the Mainline Contractor will have on the WPEP. McCaw’s

believes that with its proven success working in this terrain, its commitment to safety
and excellence in the workplace and its management team.

1.3 Site Preparation


McCaw’s will mobilize to site all required equipment, materials, and personnel prior to
the advent of drilling operations on site. Our intention is to ensure that all required
equipment, materials, and personnel are on site a minimum of two (2) days prior to the
advent of drilling operations to begin preparation procedures for the drilling and
blasting campaign.

1.4 Initial Operations and Progression


Details on the WPEP timelines and planned procedures are not solidified at the moment
and, as such, McCaw’s has had to make assumptions in order to apply a reasonable
schedule.
The exact number of drills and manpower for this section will be based on the quantity
of rock that is required to be removed in the specific area and the production rates that
are needed to be achieved.

1.5 Explosive Product Support


Delivery of the required explosives to the location of blasting will be handled by a
combination of the explosives supplier and McCaw’s powder trucks which are standard
4x4 trucks equipped with powder boxes.

1.6 Drill Specifications


McCaw’s will be utilizing a variety of hydraulic rock drills on the WPEP including
equipment that is owned, leased and rented. All drills will be fully compliant with all
industry and local standards and regulations.

1.7 Mechanical Support


In order to maintain our fleet of equipment, McCaw’s will utilize a full-time mechanic on
the WPEP. The mechanical support team will be supervised by a master mechanic who
will be working directly with the drill-blast superintendent/spread boss.

1.8 Safety
Safety is of paramount concern to McCaw’s and as such it forms an integral part of our
operations. Our Project Management team has a full time Health & Safety Coordinator
that will be responsible for ensuring that all actions on the WPEP are approached with a
safety-first mind set. A full explanation of McCaw’s Health and Safety Program can be
found in its Company HSE Manual.

2.0 Controlled Rock Blasting & Monitoring

2.1 Ditch Rock


Design ditch is 2.5 m depth by 1.52 m width. Drilling is designed for a 1.0 m sub drill to
ensure full depth excavation. Planned hole size is 70 mm and will be used with drill
patterns that could range from a 1.5 m burden 1.5 m spacing dice to a 2.5 m x 1.52 m
Zipper dependent on ground conditions and blasting results. Blast Plans will be
provided before WPEP startup.
Type of explosives shall be packaged emulsion or watergel based explosives as
conditions dictate.
The following are procedures for designing and monitoring blasts near, as per the
Client's Construction and Maintenance Manual Section 3.10 Specification for Rock
Excavation, to foreign facilities and structures, operating gas pipelines, high voltage
transmission lines and public property.
• Encroachment distance, drilling patterns, hole sizes, depths, kilograms of
explosives per delay shall be determined in conjunction with the Blasting
Consultant, McCaw’s, the Mainline Contractor, the Client and with the
assistance of the vibration limits and frequencies laid out in the
Client's Construction and Maintenance Manual Section 3.10.
• The type of explosives shall be selected taking into consideration factors such
as geology of the material being blasted, strength of explosives, energy and
detonation velocities as well as the distance to the structure or facility at risk.

2.2 Blasting near Sensitive Structures


It is possible for the blasting operations to begin to encroach on sensitive structures
(dwellings, office buildings, power lines, railways, roadways, utilities, etc.) over the
course of the blasting campaign. The following guidelines shall be followed when
blasting is required to be completed in the immediate vicinity of any structure deemed
to be sensitive.

2.2.1 Pre-Blast Survey


If required by the Mainline Contractor, a pre-blast survey shall be prepared in
accordance with Client and the Mainline Contractor requirements by an
independent third-party Blasting Consultant. Typically, these surveys are
prepared for all buildings, utilities, structures, water wells, and facilities that
may be affected by the blast and those within 150 m of the location where
explosives are to be used. The standard inspection procedure also typically
includes the provision of an explanatory letter to the Client and/or occupant
with a formal request for permission to carry out an inspection by the Blasting
Consultant.

The pre-blast survey typically includes, as a minimum, the following information:


a) Type of structure, including type of construction, and the date, if
known, when built.
b) Identification and description of existing differential settlements,
including visible cracks in walls, floors, and ceiling, including a diagram,
if applicable, room-by-room. All other apparent structural and cosmetic
damage or defect must also be noted. Defects shall be described,
including dimensions, wherever possible.
c) Photographs or video as necessary for recording areas of significant
concern.
A copy of the pre-blast survey limited to a single residence or property,
including copies of any photographs or videos that may form part of the report,
can be provided to the owner of that residence or property upon request.

2.2.2 Monitoring
An independent third-party Blast Monitoring Consultant shall be employed to
carry out monitoring for ground vibration Peak Particle Velocity (PPV), peak
sound pressure levels and water overpressures as required. During each blast,
ground vibration PPV and the peak sound pressure level shall be monitored 100
m from the blast or at the closest portion of any residence, utility, structure, or
facility within this radius. Water overpressure in affected fish habitats shall be
monitored adjacent to the shore closest to the blast. The monitoring equipment
shall be repositioned as required.
All vibration monitoring shall be performed in accordance with the International
Society of Explosives Engineers (ISEE) Field Practice Guide for Blasting
Seismographs.

3.0 General Conditions


Blasting shall be carried out only during daylight hours and at a time when atmospheric
conditions provide clear observation of the blast from a minimum distance of 500 m. Blasting
shall not be conducted during electrical storms.
No blasting shall be carried out closer than 30 m of concrete within 72 hours after completion of
placement when the ambient temperature falls below 20 °C or for 36 hours when the ambient
temperature is continuously greater than 20 °C, unless otherwise authorized by the Contract
Administrator.
Protection of fish and fish habitat shall be per the Department of Fisheries & Oceans (DFO)
Guidelines for the Use of Explosives in or Near Canadian Fisheries Waters.
At a minimum 48 hours prior to initial blast, sufficient detail regarding the blasting operations
shall be provided to Navigation Canada.

Authorities of all likely affected utilities shall be notified a minimum of 48 hours prior to blasting.
If blasting near a railway property, protective measures shall be employed (ex: Blasting
Parameter Adjustments, Blasting Mats, etc.) to prevent damage to the railway property.
Adequate notice shall be provided to the railway property owner and all blasting shall be
performed in accordance with the railway property owner’s specifications.
All blasts will be guarded and guard location and communication shall comply with the
specifications and procedures of the specific sensitive structure that blasting is occurring near.

4.0 Trial Blasts


McCaw’s will confirm the suitability of the blast design for the ground vibration PPV limits and
sound pressure levels by carrying out a minimum of one limited test blast at locations agreed
upon by McCaw’s and the Mainline Contractor. The trial blast shall be carried out with
appropriate blast vibration and noise level monitoring equipment. Based on the results, the
initial blast design shall be revised as necessary to ensure satisfactory levels of shatter depth and
fly rock control, and that ground vibrations are within specified limits.

5.0 Protective Measures


Immediately prior to the blast, the blast area designated by the blaster shall be cleared of all
vehicular and pedestrian traffic.
All traffic shall be stopped and be prevented from entering the area until the blaster gives
permission. Traffic control shall be per the provincial Motor Vehicle Act. Signs shall be posted
to inform the public of blasting operations and to turn off radio transmitters. Audible blast
warning devices, capable of alerting workers and the public up to a radius of 500 m, shall be
used before and after blasting.
If blasting is taking place in the immediate vicinity of a roadway traffic control, measures
including static or rolling stops may be required. Local and provincial policies shall be referred to
and followed regarding construction work near roadways.
Blasting mats or other suitable means of controlling fly rock shall be used, where required, to
limit potential hazardous effects of the blast. At a minimum, a blasting mat shall be 10’ x 15’ in
dimension with a weight of 5,250 lbs. Blasting mats shall be arranged on the blast at the
discretion of the blaster but should be laid in a pattern that will ensure the containment of any
potential fly rock.

BLASTING PLAN AND PROCEDURES

Section 1 - General Blasting Procedures

All operations in general and the storage, transportation, handling, loading and firing of explosives, in
particular, are to be carried out in strict adherence to provincial and federal regulations. All work on
site is to be performed in accordance with provincial and federal regulations and in accordance with
any supplier or manufacturer Safe Operating Procedures (SOP's) and the McCaw’s HSE guidelines.

1.0 Storage and Transportation of Explosives

1.1 Site Security


• Magazine design and construction per the construction guide for storage of explosives
(bullet proof, well ventilated & 4 pin bank vault style locking mechanism).
• Storage sites will meet the Quantity Distance (QD) Guide for distances to roads, buildings,
work sites and other vulnerable structures.
• Access to the sites will be gated (chained) to block unauthorized entry. This is not a legal
requirement.
• Sites will meet the Explosives Regulatory Division (ERD) guideline for clearing of combustible
materials (minimum of 8 m).
• Sites will be signed per the ERD regulations.
• Magazines will be inspected on a daily basis per the ERD regulation.

1.2 Blaster Responsibilities:


• Ensure a copy of the explosives magazine permit is posted inside the magazine and
registered with the local authorities.
• Make certain that no on site personnel are smoking within 15 m of an area where
explosives are being handled or stored as per regulation.
• Carry out a daily inspection of the magazine and record the results in a log book.
• Ensure a record of all explosives issued and received and the inventory of the magazine is
kept and all entries are signed by authorized persons.

• Ensure the magazine is kept clean, dry, and free from grit at all times.
• Ensure all signage is visible and in good condition.
• Ensure that the magazine is locked, at all times, except when an authorized person is
present.
• Ensure all mobile equipment transporting explosives meets or exceeds government
requirements.

1.3 Transportation:
• Detonators and Explosives are kept separate in approved Transportation of Dangerous
Goods (TDG) for explosives containers mounted in the McCaw blasting vehicles.
• No explosive product to be carried in the cab of the vehicle.
• Transportation of the explosives from the magazine location to blast location shall be
performed solely by McCaw’s with bill of ladings for contents and all rules and regulations
per the TDG Act followed.
• Employees transporting explosive materials must have TDG certification.

2 Signage & Communications

Site orientation shall include information on blast signals, blast areas, identifying product & safe
handling so that all persons on location are aware of the rules and regulations of the explosive
industry.

NO TRESPASSING signs shall be posted at the magazine location, indicating that EXPLOSIVES are
present within the magazines.

DANGER BLAST AREA signs and BLAST SIGNAL signs shall be posted on site, at least 200 m from the
blast area in both directions.

Blast day shall be communicated to everyone on site by a YES indicator on the DANGER BLAST AREA
sign that is posted at entrance to the site.

The blast times shall be discussed at the Pre-Blast meeting then passed on to all onsite workers for
that day.

Guards are used and hand-held radios shall be given to them so they can communicate with the
Blaster on an approved radio channel.

McCaw’s safe distance for equipment shall be approximately 300 m outside the blast area, where
practical. Guard points shall be manned and set up at key control locations, as determined by the
blaster, at a distance up to 500 m outside the blast zone to ensure that the perimeter is clear and no
one enters the area. This distance shall be documented on the ‘Tailgate Meeting’ form and
communicated to all onsite employees.

When loading takes place signs shall be posted 100 m in both directions of the access road and no
equipment or personnel may enter McCaw’s exclusion zone without permission from the blaster.

3 Blast Initiation and Signals

The following procedure is to ensure that blast warning procedures are documented, understood and
adhered to, so that all site personnel and the public at large are protected.

3.1 Blaster Responsibility:


• The blaster is responsible to ensure that all workers are trained and understand the blast
initiation and signal procedure.
• The blaster shall determine the scheduled blast area and blast time.
• All equipment should be out of the blast area before the holes are tied in.

3.2 Signals:
• Before the blast, 12 short horn blasts at one second intervals.
• Wait 2 minutes
• Fire blast
• All clear signal, one – 15 second horn blast (after area is cleared by blaster).

4 Loading of Explosives

Any drilling to take place within 20 ft of any part of a hole containing explosives shall be directed by
the blaster. The driller can come in and ream the hole under the direct supervision of the blaster.

4.1 Blaster Responsibilities:


• Check holes to ensure proper depth.
• If holes are not deep enough, driller is brought in to re-drill holes to make them deeper.

• If holes are too deep, blaster can back fill using the gravel.
• Once all holes are of the proper depth the proper signage must be set up and the holes can
be loaded.
• The blaster will take the powder truck to the magazine location to procure the required
amount of explosive product to load the holes. If there is any sign of thunder or lightning,
the blaster is to suspend all blasting activity and clear the danger area. Guards must be
posted with the explosives on site at a safe distance as determined by the blaster.
• A pre-blast meeting is conducted with any personnel who shall be helping in the blast
operation. This is when the blaster shall inform the helper where to place the explosive
product on the blast pattern.
• Wearing the proper PPE, the blaster shall start loading the holes.
• Each hole is to be primed individually. The detonator is inserted into the booster or stick of
powder. An approved powder punch should be used to ensure that no force is used to
insert the cap into the booster as during cold periods the explosives could be frozen hard.
This shall prevent the uncontrolled detonation of the detonator.
• After the hole is primed, the powder is loaded and using a loading pole, the blaster shall
determine the proper depth at which the powder shall be placed.
• Once the holes are loaded, the blaster shall have the helper go back over and stem the
holes. This involves filling the holes with dirt or gravel to confine the explosives.
• The blaster will determine the initiation point before tying in the shot.
• Once all holes are tied in, the blast area is cleared and guards are posted.

5 Guarding the Blast

The blaster and guards are to have a brief Blast Guard meeting to go over the procedures and
checklist to ensure all parties know where the guard posts are located, who is posted where and a
review of the signals/procedures that shall be utilized. The blaster and guards must sign off on the
checklist prior to commencing blast procedures.

5.1 Guard Responsibilities:


• Upon notification from the blaster, all guards shall ensure their assigned areas are clear of
all personnel and equipment and proceed to their designated guard post.
• All guards shall notify the blaster when they have arrived at their assigned positions, and
give a status report of their assigned area.
• Block the road or right of way by parking the vehicle across it with the hazard lights flashing.
• Check that you have radio contact with the blaster.

• Ensure NO ONE enters the area once it is blocked.


• Guards will monitor for any personnel or wildlife walking into the blast zone and, if
observed, will radio the blaster to halt blast initiation until area is cleared.
• The blaster must do a perimeter check with each guard in person prior to the 2-minute
warning signal. If the blaster has not come to see you, radio them to inform them that your
area is not secure.
• Once blaster has seen the guard and verified the guard's position, the guard's area is secure.
• Hold position until blaster has issued the “ALL CLEAR” signal and released you by radio
contact.

5.2 Blaster Responsibilities:


• The blaster is responsible for establishing the limits of the danger zone.
• The blaster shall be responsible for appointing all guards, which shall be McCaw’s senior
employees with experience in blasting activities, and ensure each guard is fully versed in
their responsibilities.
• The blaster shall check to ensure it is okay to proceed with the pre-blast warning signal. This
involves driving along the perimeter and checking in with all guards personally to ensure
they are at the correct location.
• When the blaster has completed their perimeter check and is back in position, a radio check
with the guards must be made to ensure that their areas are still secure.
• The blaster shall sound the warning siren according to the signal and warning system
established for the project.
• Please refer to the Firing Procedure.
• The blaster shall inspect the perimeter / blast area, and when deemed clear, shall sound the
all clear signal.
• Radio the guards to release them from their posts.
• The blaster shall ensure all warnings, guarding of access routes and clearance of areas has
taken place prior to initiating any blasts.
• The blaster has the authority to safely conduct and direct all activities within the blasting
area. All employees must support the blaster in exercising this authority.

6 Firing Procedure / Method of Detonation

Noiseless Trunk line shall be rolled out after the blast area is secured to the blasters safe area.

The blaster shall blow the 12 whistles and during the 2-minute wait, shall hook up the trunk line to
the Shooter. The blaster then will fire the blast once the 2-minute wait is done. The blaster shall then
put the shooter away and leave his post to inspect the blast.

The blaster shall ensure all persons who are assisting in the preparation of firing of charges are under
the direct supervision of a person who is a valid holder of a blasting certificate.

6.1 Inspection Procedure


Upon completion of the blast the blaster is to inspect the blast area for any misfires or cut offs
and to ensure all explosives have been detonated from the blast.

If everything is clear and all holes have been detonated, the Blaster is to sound the ALL CLEAR
signal.

6.2 Misfire Procedure


A Misfire is any part of an explosive charge, which, after initiation, has failed to completely
detonate.

The blaster is responsible that all safeguards are in place to ensure misfires are treated safely.
Any misfire is potentially dangerous; it may be highly sensitive and could readily detonate.
When preparing the blast every precaution should be taken to minimize the risk of a misfire.

Regardless of precautions taken, misfires can still occur. Therefore, a blaster is expected to
know their causes, recognize their indicators, and understand safe procedures for handling
them.

In the event that a misfire has occurred a hazard assessment must be conducted to determine
the cause and provide a solution to not have a repeat incident.
When a misfire is known or suspected no person is allowed to return to the blast site until the
expiration of an appropriate minimum waiting period, as determined by the blaster.

The following waiting times are appropriate for misfired charges;

• 15 minutes after firing a blast for an electric, non-electric, or electronic system.


• 30 minutes after firing a blast for fuse and cap systems.

Keep the number of persons in the blasting area to a minimum, only the blaster and those
required to assist are allowed in the blasting area.

Until all dangers are eliminated or controlled, treat the blasting area as a “danger area” and post
guards to prevent others from entering.

6.2.1 Detonation of a Misfire:


• Once a misfired charge has been located and identified, it should be destroyed
before other work commences. Misfired charges are usually destroyed by
detonation using a fresh primer. Treat a misfire like any other blast; sound the
warning signals and guard the danger area.
• Never attempt to withdraw the charge but the charge shall be detonated promptly
by means of a fresh primer inserted in the drill hole or borehole.

7 Reporting

After the blast, a blast report must be filled out indicating number of holes blasted, number of
detonators and delays used, amount of powder used, time, date, and weather conditions.

A copy of the blast report is submitted to the contractor, the blaster maintains a copy and a copy is
provided to the McCaw’s head office.

8 Fire Protection Plan

All drills are to be equipped with 1 – 30 lb fire extinguisher each and firefighting equipment
(Pulaski’s, shovels and water cans in the summer).

All powder trucks are to be equipped with 2 – 10 lb, 1 – 30 lb fire extinguishers and firefighting
equipment (Pulaski’s, shovels and water cans in the summer).

All trailers are to be equipped with extra firefighting equipment and a variety of fire extinguishers.

9 Emergency Procedures

In accordance to ERD, an Emergency Response Plan will be registered with the RCMP for explosive
emergencies. Emergency phone numbers shall be provided on site.

10 Disposal of Explosive Material Packaging

As per Work Safe BC Occupational Health & Safety Regulations (OH & S) Part 21.41, empty explosive
containers must be disposed of by burning. A burn permit must be obtained to destroy the material
packaging on site prior to any disposal. This will reduce the risk of packaging being carried off by any
winds reducing any environmental impact. In the event that a burn ban is in place the empty
explosive containers must be brought to a waste disposal facility or stored until the burn ban is lifted.

11 Blasting Engineer/Consultant

A third-party Explosives Consultant may be retained for this project for all blasting in the immediate
vicinity of any sensitive structures or utilities. The Blasting Consultant may be required to assist with
submittals, blast design and seismic monitoring as required.

Section 2 – Site Specific Drilling & Blasting

The following section deals with our blasting procedures as they pertain to the Westcoast Wyndwood
Pipeline Expansion Project.

1.0 Overview of Rock Blasting Operations

1.1 Tote Road Blasting

This shall consist of a pioneering or “poor boy” crew developing the tote road to a width that is
suitable for travel by equipment and trucks.

Prior to the commencement of drill/blast operations for the ditch line excavation it shall be
necessary to mobilize a “poor boy” crew to pioneer access along the Tote Road. This shall
consist of leveling rock along the trail to allow for the forging of a proper road to allow proper
ROW access and egress.

A pioneering or “poor boy” crew shall likely consist of a hydraulic drill, excavator, maybe a small
dozer plus a blaster and a couple of helpers.

1.2 Ditch Blasting

All Ditch Blasting shall be performed in accordance with the McCaw’s Blast Design.

2.0 General Execution and Procedures

In general, the flow of the blasting operations will be dictated by the Mainline Contractor.

See execution plan.

Prior to the start of the blasting campaign, and throughout the blasting campaign, McCaw’s and the
Mainline Contractor shall review the specific areas of blasting and the following areas in detail to
allow the effective completion of the blasting campaign:

a. Labour and Equipment support of Mainline Contractor

2.1 Explosive Products

On the WPEP McCaw’s will employ a combination of the following explosives products:

a) Packaged Emulsion Explosives


b) Non-Electric Detonators
c) Non-Electric Lead-Line
d) Non-Electric Delays

Please refer to McCaw's Blast Design for the specific drill pattern diagrams.

3.0 Explosives Magazine Location

On the WPEP, there will be two types of explosives magazines in use, Type 4 &9. All explosives
magazines will be placed in accordance with the National Standard of Canada CAN/NNQ 2910-
510/2015 Explosives – Quantity Distances. The distances from sensitive structures will meet D7
requirements and the distances between the magazines will meet D2 requirements.
