and 2021. In 2021, the literacy

Traditional or Conventional Literacy

Three sub-categories of conventional literacy according to Miller (1973):
1. Basic Literacy
ability to correspond visual shapes to spoken sounds in order to decode written
materials and translate them into oral language.
Ex. B-a-s-a (know the sequence of letters even without understanding what it means)
2. Comprehension Literacy
ability to understand the meaning of what is being read.
Ex. B-a-s-a (“to read” or “to be wet)
3. Functional or Practical Literacy
ability to read (ex. Decode and comprehend).
Ex. “Ang Bata ay nagbabasa.” (being able to understand that basa refers to reading and not
being wet)
For reading (and therefore literacy) to exist: (1) a text to be read; and (2) a meaning
or message being communicated. Without a text, there would be nothing to read;
without meaning, the text is reduced to series of incomprehensible doodles.

acquire social skills that are attuned to the norms of your
current society. Emotional intelligence must also be
developed to be able to effectively manage the
stresses of a fast-paced 21st century society.

Globalization and Multicultural Literacy


develop a culture of respect for cultural diversity. You
also have to understand how world events may also
affect you and your community at the local level.
