I. SUMMARY

This project aims to replace conventional petrol public transport vehicles


in Vietnam with electric ones, in order to reduce greenhouse gas
emissions, noise, and air pollution, and enhance the living environment
and public health. The project is motivated by Vietnam's commitments
to the UNFCCC and COP26, as well as the urgent need to address the
transport-related environmental and health issues in the country,
especially in large cities such as Hanoi and Ho Chi Minh City. The project
will focus on promoting electric taxi cars, as they have the potential to
attract more passengers and reduce traffic congestion.

The project is aligned with the national and local transport policies and
strategies, such as the National Transport Development Strategy 2020-
2030, the National Green Growth Strategy 2021-2030, the National Action
Plan on Air Quality Management 2021-2025, and the Urban Transport
Master Plans of Hanoi and Ho Chi Minh City. The project is also
consistent with the international best practices and experiences on
electric cars and two-wheeler promotion, such as those from China,
India, and Europe.

This project is implemented by the GREENUS organization with the aim


of producing electric taxi cars and providing taxi services in Vietnam, as a
way to provide green and convenient transportation options for
customers, while being competitive. with existing taxi companies and
ride-hailing platforms.

The project is seeking $20 million sponsorship from companies and


businesses that are interested in supporting the project’s vision and
mission, and in benefiting from the project’s outcomes and impacts. The
sponsorship will be used to cover the project’s operational and capital
costs, such as staff salaries, office expenses, equipment purchase, vehicle
leasing, infrastructure development, and incentive provision. The
sponsorship will also leverage other sources of funding, such as the
government budget, official development assistance, climate finance,
and user fees.
I. SUMMARY

committed to revolutionizing the transportation sector in Vietnam. With
a history of expertise in producing cars tailored to the specific needs of
Vietnamese consumers, we have consistently demonstrated our
dedication to sustainability by producing electricity cars. Our proposal
aligns seamlessly with our mission to protect the environment, as we
aim to develop an application that simplifies taxi booking, emphasizing
our eco-friendly "Green cars protect the environment" message. With
our proven ability to swiftly recruit and train a substantial workforce, we
ensure user convenience. Furthermore, our extensive use of promotional
codes brings electric taxi services closer to users, allowing them to
experience our state-of-the-art electric vehicle models. Greenus is
exceptionally well-prepared to successfully execute this proposal,
effectively bridging the gap between environmentally friendly
transportation and user accessibility.
II. STATEMENT OF THE PROBLEM
1. PROBLEM ANALYSIS

Transportation powered by fossil fuels is a


major contributor to air pollution. The problem of
air pollution caused by transport activities comes
from many different causes:
The operation process of means of transport
discharges large amounts of substances such as
dust, CO, NOx, SOx, gasoline vapors, lead dust,
benzene ... causing air pollution. The statistics also
show that the emission of road motor vehicles
depends heavily on the quality of vehicles. For cars
and motorcycles over many years of use of low
quality, low fuel efficiency, high concentrations of
toxic substances, dust in exhaust gas are the
causes of serious environmental pollution

The emissions produced by vehicles impacts


negatively on human health. Therefore, by
switching to green modes of transportation, an
individual, and if done on a large scale, a country's
health status will significantly improve.

limiting the air pollution in urban areas caused by
transportation activities

III. PROJECT DESIGN


1. GOAL

To reduce the growth

2. OBJECTIVES

To increase the use of electric public


transports from 15% to 50% to reduce energy
consumption and gas emissions of the
transport sector in Hanoi.

To ensure 45% of people using petrol public


transports transfer to electric ones to improve
air quality and human health status in Hanoi.
3. OUTPUTS
1000 electric cars are produced full of functions
and ready to be officially used in public
transportation in Hanoi by July 2024.

The electric cars system and its environmental


purposes are widely introduced and spread to
Hanoi society.

4. OUTCOMES
70% of Vietnamese people are aware of the
importance of electric transportation to the
environment and human health.

Air quality are improved by 35% due to the


decrease in using petrol transportation.
5. ACTIVITIES

Produce electric cars that are complete


and have improvements to best suit the
needs of Vietnamese consumers.

Create an application that supports the


service of connecting with users, helping
them call a taxi easily, and impressing
them with the message "Green cars
protect the environment."

Recruit and train a large number of drivers


in a short time to meet the needs of users
so that they find it convenient.

Provide taxi service closer to users through


a large number of promotional codes so
they can experience the new electric
vehicle model.

6. NEEDED RESOURCES

Before the construction of GREENUS can


begin, there are several personnel and
equipment requirements that need to be met.
The personnel requirements include a
consultant for training, a construction survey
team, a construction engineering team, and a
construction advised monitoring team.

The equipment requirements include


machinery, engineering tools, survey
equipment (such as GPS devices), raw
materials (such as steel, plastic, and glass),
transportation (such as trucks), electric and
light equipment, and a factory.

Once the pre-construction requirements have


been met, the production phase can begin. The
production phase requires salaries and
allowances for engineers, workers (such as
sanitation and guard staff), and office staff.
Additionally, services such as code and
applications, and testing are required.

7. MORNITORING
SYSTEM
The GREENUS's research and development team will conduct a baseline
survey to collect data on the current situation of public transportation,
such as the number, type, and condition of vehicles, the fuel
consumption and emissions, the travel demand and patterns, the user
satisfaction and preferences, and the costs and revenues. Besides, they
will define the indicators and targets for the project, such as the number
of electric buses deployed, the reduction of greenhouse gas emissions
and air pollutants, the improvement of service quality and reliability, the
increase of ridership and revenue, and the social and economic benefits
for the users and the community.

The GREENUS's engineering team will develop a monitoring system to


collect and report data on the indicators regularly, using various
methods such as surveys, interviews, focus groups, observations, GPS
tracking, smart cards, sensors, etc.

The GREENUS's operation team will conduct an evaluation at the end of


the project to measure the outcomes and impacts of the project, using
quantitative and qualitative methods such as cost-benefit analysis,
multi-criteria analysis, social welfare analysis, etc. They will compare the
results with the baseline and the targets and identify the factors that
contributed to or hindered the success of the project. After that, they will
disseminate the findings and recommendations of the evaluation to the
stakeholders, such as the project team, the public transport operators,
the authorities, the users, and the public. They can use various channels
such as reports, presentations, workshops, media, etc.

wants to use means of transportation that is
cheap and also protects the environment.

electric cars since doing so will enable it to
turn a profit.

The environment is also another beneficiary

are released by cars, which enhances the
quality of the living environment and gives
people access to cleaner, more airy areas.
