1.0 SCOPE
1.1 This written practice establishes the minimum requirements for education, training, experience,
examination, and certification of personnel responsible for conducting non-destructive tests while in
the employment of , Singapore. It applies to all persons
conducting non-destructive tests that are required to be certified to the provisions of ASNT
Recommended Practice No. SNT – TC – 1A (2016 Edition).
1.2 The methods and techniques of non-destructive testing covered by this written practice are used in
accordance with the applicable codes, standards, specifications, and procedures referenced below.
1.3 This Written Practice is prepared in accordance with, The American Society for Non-destructive Testing,
Inc.’s (ASNT) Recommended Practice No. SNT – TC – 1A (2016 Edition) and BS EN ISO 9712:2012.
1.4 This written practice applies to all personnel certified or recertified in Nondestructive Testing.
1.5 When this Written Practice is revised, the certification of NDT personnel remains valid to the
requirements of this written practice until the expiry date of the personnel qualification certificate; then,
recertification to the requirements of its revised version.
1.6 This Written Practice may also need modification to meet specific Client or Contractual needs. Such
modifications shall be made by way of a specific supplement to this document for each case and shall
not be revised with any subsequent revision of this document.

3.0 DEFINITIONS & ABBREVIATIONS


The terms and abbreviations included in this document are defined as follows:

3.1 Appointed NDT Level III: A qualified individual possess valid, current ASNT NDT Level III
Certification, and appointed by Management to control and administer the NDT certification
system.
3.2 Candidate: Individual seeking qualification and certification who gains experience under the qualified
supervision.
3.3 Certification: Written testimony of qualification.
3.4 Certifying Agency: , Singapore.
3.5 Certifying Authority: The person or person properly designated in this written practice to sign
certifications on behalf of the .
3.6 Closed Book Examination: An examination administered without access to reference material except
for materials supplied with or in the examination.
3.7 Comparable: Being at an equivalent or similar level of NDT responsibility and difficulty as determined
by the ’s Responsible NDT Level III.
3.8 Documented: The condition of being in written form.
3.9 Employer: , Singapore.
3.10 Examination: Formal, controlled, documented testing conducted in accordance with this written
practice to verify a candidate’s visual capacity, skill or knowledge of an NDT method.

3.11 Examiner: A Level III certified to this written practice and designated by the Responsible NDT Level III
to administer all or part of the qualification process in the NDT method (s) in which the Examiner is
certified.
3.12 Experience: Work activities accomplished in a specific NDT method under the direction of qualified
supervision including the performance of the NDT method and related activities but not including the
time spent in organized training programs.
3.13 Evaluation: A review following interpretation of the indications noted during an NDT inspection to
determine whether the indications meet specified acceptance criteria or to determine the significance of
the indication.
3.14 Formal Education: Engineering or science at a technical school, college, or university.
3.15 Formal Training: An organized documented program of learning activities designed to impart the
knowledge and skills necessary to be qualified to this written practice. Formal training may be a mix of
classroom, practical and programmed self – instruction as approved by the Responsible NDT Level III
or Examiner.
3.16 General Examination: A written examination addressing the basic principles and theory of an NDT
method.
3.17 Grading Unit: A qualification specimen can be divided into sections called grading units, which do not
have to be equal length or to be equally spaced. Grading units are unflawed or flawed and the
percentage of flawed/unflawed grading units required should be approved by NDT Level III.
3.18 Indication: The response or evidence of a condition resulting from an NDT inspection that requires
interpretation.
3.19 Instructor: An individual designated or approved by the Responsible NDT Level III or Examiner to
provide training for NDT personnel.
3.20 Interpretation: The determination of whether indications are relevant or non – relevant.
3.21 Job – Specific Training: Training, provided by the to the certificate holder in those aspects of
non-destructive testing specific to the ’s NDT Services, NDT equipment, NDT procedures, and
applicable codes, standards, specifications and procedures, meeting its Client specific requirements.
3.22 Limited Certification: Non-destructive test methods may be further subdivided into limited disciplines
or techniques to meet specific employer’s needs; these are NDT Level II certifications, but to a limited
scope.
3.23 Method: One of the disciplines of non-destructive testing (e.g. Ultrasonic Testing, Radiographic Testing,
etc.) within which different techniques may present.
3.24 Non-destructive Testing: A process that involves the inspection, testing, or evaluation of materials,
components and assemblies for materials’ discontinuities, properties and machine problems without
further impairing or destroying the part’s serviceability. Throughout this document the term NDT
applies equally to the NDT inspection methods used for material inspection, flaw detection.
3.25 On – the – Job Training (OJT): The training in the work environment to gain experience in learning
instrument set – up, equipment operation, applying the process, and recognition, interpretation and
evaluation of indications under appropriate technical guidance.

3.26 Outside Agency: A company or individual who provides NDT Level III services and whose
qualifications to provide these services have been reviewed by engaging the company or
individual.
3.27 Practical Examination: An examination to demonstrate an individual’s ability to conduct an NDT
method as used by . Questions and answers need not be written, but a checklist must be used
and observations and results must be documented.
3.28 Procedure: A written general “how to” instruction for conducting a given process. Procedures are then
used to develop work instructions.
3.29 Qualification: Demonstrated skill, demonstrated knowledge, documented training, and documented
experience required for personnel properly perform the duties of a specific job.
3.30 Recommended Practice: A set of guidelines to assist the employer in developing uniform procedures
for the qualification and certification of NDT personnel to satisfy the employer’s specific requirements.
3.31 Renewal: Procedure for validation of a certificate without examination at any time up to five (5) years
after success in an initial, supplementary or recertification examination.
3.32 Responsible NDT Level III: An Appointed NDT Level III designated by the
with the responsibility and authority to ensure that the requirements of this written
practice are met and to act on behalf of the .
3.33 Technique: A category within an NDT method; for example, ultrasonic thickness testing.
3.34 Test Sample: A part or image containing one or more known and documented natural or artificial
discontinuities, flaws or conditions used in the practical examination to demonstrate the candidate’s
proficiency in an NDT method. Test samples can refer to actual hardware, fabricated test parts, or, when
applicable, images of actual hardware such as radiographs.
3.35 Work Instruction: A document detailing the NDT technique and testing parameters to be used for the
inspection of a specific component, group of parts (e.g. “aluminium extrusions” or “steel brackets”), or
assembly. These are sometimes referred to in the industry as “technique sheets” or “data cards”. Such
work instructions are based on procedures defined in 3.28.
3.36 Written Practice: A written procedure developed by that details the requirements for
qualification and certification of its employees.

4.0 RESPONSIBILITIES
4.1 Responsible NDT Level III
4.1.1 Shall control and administer the Certification System.
4.1.2 Shall be responsible for ensuring the security of all examination materials (specimens, master
reports, question banks, examination papers, etc.) and shall ensure that specimens are not in use
for training purposes.
4.1.3 Shall be responsible to train, conduct, supervise and grade the qualification examination.
4.1.4 Shall be responsible for adjusting the training hours based on candidate’s actual educational level
and previous NDT work experience.
4.1.5 Shall maintain a library of latest National and International NDT qualification and certification
standards.

4.2 General Manager / Director


4.2.1 Shall be responsible for the appointment of Responsible NDT Level III for training, examining
and certifying the NDT personnel in the appropriate methods in accordance with this Written
Practice.
4.2.2 Shall be responsible for the certification of all levels of NDT personnel.
4.2.3 Shall be responsible to maintain the personnel certification records for duration as specified in
this Written Practice.
4.2.4 Ensure that the annual vision requirements of Section 9.2 are met.
4.2.5 Ensuring that personnel hold valid certification relevant to their tasks within the .
4.2.6 Verifying continuity in the application of the NDT method without significant interruption.
4.2.7 Maintaining appropriate records.

4.3 Candidate
Candidates employed by and seeking the certification shall:
4.3.1 Provide verifiable documentary evidence that the required experience has been gained under
qualified supervision;
4.3.2 Provide documentary evidence of vision satisfying the vision requirements of Section 9.2.
4.3.3 Provide documentary evidence of educational qualifications.

4.4 Certificate Holder


Certificate Holder shall:
4.4.1 Abide by a code of ethics and policies published by the .
4.4.2 Undergo an annual test of vision requirements of Section 9.2.

4.4.3 Shall not undertake any NDT tasks for which they are not certified.
4.4.4 Notify the Responsible NDT Level III and the employer in the event that the conditions for
validity of certification are not fulfilled.
4.4.5 Shall maintain their certified status in accordance with requirements of this Written Practice (e.g.
work continuity, visual acuity, etc.).

5.0 NON – DESTRUCTIVE TESTING METHODS

6.0 LEVELS OF QUALIFICATION


Classification
Six (6) levels of qualification are defined in terms of the skills and knowledge required in a given method or
methods to perform specified NDT activities.

6.1 NDT Level I


An NDT Level I individual shall be qualified to properly
® PERFORM Specific Calibrations
® PERFORM Specific NDT Examinations.
® PERFORM Specific Evaluation for Acceptance or Rejection determinations according to written
instructions.
® RECORD Results to written instructions.
® RECEIVE the necessary instruction and supervision from a certified NDT Level II or III individual.
[NOTE: Normally the NDT Level I does not have the authority to sign off on the acceptance and completion of the
non-destructive test unless specifically trained to do so per clearly written instructions.]

6.2 NDT Limited Level II


An NDT Level II individual shall be qualified to

® SET-UP and CALIBRATE equipment.


® PERFORM NDT Examinations.
® INTERPRET and EVALUATE results in accordance with procedures approved by an NDT
Level III in the techniques listed in Section 5.1.
® FAMILIAR with the scope and limitations of the TECHNIQUE to which qualified.
® CAPABLE of directing the work of trainees and NDT Level I personnel.
® ORGANIZE and REPORT the Results of NDT tests.

6.3 NDT Level II


An NDT Level II individual shall be qualified to
® SET-UP and CALIBRATE equipment.
® PERFORM NDT Examinations.
® INTERPRET and EVALUATE results with respect to applicable codes, standards, and
specifications.
® ORGANIZE and REPORT the Results of NDT tests.
® FAMILIAR with the scope and limitations of the METHOD for which qualified.
® RESPONSIBLE for on-the-job training and guidance of trainees and NDT Level I personnel.

6.4 NDT Level III


An NDT Level III individual shall be capable of

® DEVELOPING, QUALIFYING, and APPROVING NDT procedures.


® ESTABLISHING and APPROVING techniques.
® INTERPRETING Codes, Standards, Specifications, and Procedures.
® DESIGNATING the particular NDT methods, techniques, and procedures to be used.
® RESPONSIBLE for NDT operations for which qualified and assigned.
® INTERPRETING and EVALUATING NDT results in terms of existing Codes, Standards, and
Specifications.
® TRAINING and EXAMINING NDT Level I, II and III personnel for certification in those methods
in which certified.
® QUALIFYING and CERTIFYING Level I and II personnel for certification in those methods in
which certified.
® PROVIDE technical guidance for NDT personnel at all levels.
® FAMILIAR with other appropriate NDT methods, as demonstrated by an ASNT NDT Level III
Basic examination.
® Should have SUFFICIENT practical background in applicable materials, fabrication, and product
technology to establish techniques and to assists in establishing acceptance criteria when none are
otherwise available.

® Shall EVALUATE the adequacy of specific programs used to train and test inspection, and testing
personnel.
® Shall EVALUATE the experience history of lower level personnel and make recommendations for
NDT certifications.

6.5 Trainee
A person who is not yet certified to any level shall be considered a trainee. Trainees shall work with a
certified person, under the direction of an NDT Level II or NDT Level III and shall not independently
conduct any tests or write a report of test results.

6.6 NDT Instructor


An NDT instructor shall have the skills and knowledge to plan, organize, and present classroom,
laboratory, demonstration, and/or on-the-job NDT instruction, training, and/or education programs in
accordance with course outlines approved by an NDT Level III.

7.0 EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS FOR INITIAL QUALIFICATION


7.1 Candidates for certification in NDT shall have sufficient education, training, and experience to ensure
qualification in those NDT methods in which they are being considered for certification.
7.2 Documentation of prior certification may be used by as evidence of qualification for
comparable levels of certification. Educational attainment, completed training, and experience shall be
documented on “NDT Personnel Qualification Record Form”.
7.3 Documented training and/or experience gained in positions and activities comparable to those of NDT
Levels I, II, and/or III prior to establishment of written practice may be considered in
satisfying the criteria of Section 7.6.
7.4 Candidates for initial certification to NDT Level I, Level II, and Level III shall provide a documentary
evidence of their experience.
7.5 may accept a candidate’s previous training and experience, if verified and documented. Any
claimed training or experience, which cannot be verified and documented, should be considered
invalid. Responsible NDT Level III shall verify and validate the documentation of the minimum
required training and experience in each NDT method. This verification and validation shall be
documented on file.
7.6 To be considered for certification, a candidate shall satisfy one of the following criteria for the applicable
NDT level:
7.6.1 NDT Level I and II
Table 1 lists the required training and experience hours to be considered by for initial
qualification of NDT Level I and NDT Level II individuals.
7.6.2 NDT Level II Limited
Table 2 lists the required training and experience hours to be considered by for initial
qualification of NDT Level II Limited individuals.

7.6.3 NDT Level III


7.6.3.1 Have a baccalaureate degree or higher in engineering or science, plus one additional
year of experience beyond the NDT Level II requirements in NDT in an assignment at
least comparable to that of an NDT Level II in the applicable NDT method (s), or;
7.6.3.2 Have completed with passing grades at least two years of engineering or science study
at a university, college, or technical school, plus two additional years of experience
beyond the NDT Level II requirements in NDT in an assignment at least comparable to
that of an NDT Level II in the applicable NDT method(s), or:
7.6.3.3 Have four years of experience beyond the NDT Level II requirements in NDT in an
assignment at least comparable to that of an NDT Level II in the applicable NDT
method(s).
7.6.4 POSSESSION of valid, current, ASNT NDT Level III certificate in a particular NDT method
satisfies all of the above NDT Level III Education, Training, and Experience requirements.

8.0 TRAINING PROGRAMS


8.1 Personnel being considered for initial certification shall complete sufficient organized training. The
organized training may include instructor-led training, personalized instruction, virtual instructor-led
training, computer-based training, or web-based training. Computer-based training and web-based
training shall track hours and content of training with student examinations in accordance with Section
8.2. The training shall be sufficiently organized to ensure the student is thoroughly familiar with the
principles and practices of the specified NDT method related to the level of certification desired and is
applicable to the processes to be used and the products to be tested. All training programs shall be
approved by the Responsible NDT Level III.
8.2 The training program shall include sufficient examinations to ensure understanding of the necessary
information. Sequence, content, amount of time spent, and depth of coverage for each topic shall be
approved by Responsible NDT Level III.
8.3 Required training course outlines and references for NDT Levels I, II, and III personnel, which may be
used as technical source material, are contained in ANSI/ASNT CP–105: Topical Outlines for
Qualification of Nondestructive Testing Personnel.
8.4 Training programs should include sufficient examinations to demonstrate necessary information
comprehension. To receive credit for the training, the individual shall pass a final examination covering
the topics contained in the training program.
8.5 Responsible NDT Level III shall present the training; however, he may delegate other personnel with
specialized expertise (metallurgists, subject experts, engineers, senior inspectors, etc.) who are not
certified to this written practice but are subject-matter experts in presentation of specific information.
The Responsible NDT Level III shall be in all cases be responsible for the content of the completed
course.
8.6 When outside training services are purchased, is responsible for assuring that such services
meet the requirements of this written practice.

9.0 EXAMINATIONS
9.1 Administration and Grading
9.1.1 An NDT Level III shall be responsible for the administration and grading of examinations
specified in Sections 9.3.4 through 9.3.10 for NDT Level I, II, or other NDT Level III personnel.
The administration and grading of examinations may be delegated to a qualified representative
of the NDT Level III and so recorded. A qualified representative of may perform the
actual administration and grading of NDT Level III examinations specified in 9.3.10.1 through
9.3.10.3.

9.1.1.1 To be designated as a qualified representative of the NDT Level III for the administration
and grading of NDT Level I and NDT Level II personnel qualification examinations, the
designee shall have documented, specific instruction by the Responsible NDT Level III
in the proper administration and grading of qualification examinations prior to
conducting and grading independent qualification examinations for NDT personnel.
Additionally, the practical exam shall be administered by a person certified in the
applicable NDT method as NDT Level II or III.
9.1.1.2 Except as provided in 9.3.11 and 9.3.12, an NDT Level III candidate shall pass a Basic,
Method, and Specific NDT Level III examination, to be administered and scored by
Qualified Representative.

9.1.2 All qualification examination questions should be approved by the NDT Level III responsible for
the applicable method.
9.1.3 All NDT Level I, II, and III written examinations should be closed – book except that necessary
data, such as graphs, tables, specifications, procedures, codes, etc., may be provided with or in
the examination. Questions utilizing such reference materials should require an understanding
of the information rather than merely locating the appropriate answer.
9.1.4 For NDT Level I and II personnel, a composite grade shall be determined by simple averaging of
the results of the General, Specific, and Practical examinations described below. For NDT Level
III personnel, the composite grade shall be determined by simple averaging of the results of the
Basic, Method, and Specific examinations described below.
9.1.5 Examinations administered by for qualification shall result in a passing composite
grade of at least 80 percent, with no individual examination having a passing grade less than 70
percent.
9.1.6 When an examination is administered and graded for by an outside agency and the
outside agency issues grades of pass or fail only, on a certified report, then may accept
the pass grade as 80 percent for that particular examination.
9.1.7 When outside services are purchased, is responsible for ensuring that the examination
services meet the requirements of this written practice.
9.1.8 In NO case shall an examination be PREPARED or ADMINISTERED by one’s self or by a
subordinate.

9.2 Vision Examinations


All personnel to be certified as NDT Level I, Level II, or Level III shall be tested to assure minimum
requirements for Near-Vision Acuity, Color Contrast Differentiation, and Shades of Gray test, as
described below:
9.2.1 Responsible NDT Level III or registered professional medical personnel shall ADMINSTER all
vision examinations; or other qualified individuals designated and documented by the
Responsible NDT Level III.
9.2.2 Minimum acceptable requirements for each vision test, natural or corrected, are:
9.2.2.1 Near – Vision Acuity
This examination shall ensure natural or corrected near-distance acuity in at least one eye
such that the applicant is capable of reading a minimum of Jaeger Number 1 or
equivalent type and size letter at the distance designated on the chart but not less than 12
in. (30.5 cm) on a standard Jaeger test chart. This shall be administered annually.

9.2.2.2 Color Contrast Differentiation


The examination shall demonstrate the capability of distinguishing and differentiating
contrast among colors on “Ishihara Color Plates”. This shall be conducted upon initial
certification and at five-year intervals thereafter.

9.2.2.3 Shades of Gray


When applicable and approved by the Responsible NDT Level III, NDT personnel may
demonstrate the ability to differentiate shades of gray used in the method by using
Dr. Kölbl (One TÜVBV) Chart. This shall be conducted upon initial certification and at
five-year intervals thereafter.

9.2.3 Vision examinations shall expire on the last day of the month of expiration.
9.2.4 Appendix 1 shall be used to record vision examination details.

9.3 NDT Qualification Examinations


9.3.1 ADMINSTER the written examinations without access to reference material (closed book),
except that necessary data such as graphs, tables, specifications, procedures, codes, etc., essential
for test implementation, may be provided by the NDT Level III responsible for the administration
of the test. Questions utilizing such reference materials should require an understanding of the
information rather than merely locating an appropriate answer.
9.3.2 INCLUDE the minimum number of questions listed in Table 3 in the written examinations for
certifying NDT Level I and Level II personnel.
9.3.3 All questions used for NDT Level I and Level II examinations shall be approved by the
Responsible NDT Level III.
9.3.4 NDT Level I and Level II Examinations
The format and content of the examinations for NDT Level I and NDT Level II shall consists of
each of the following:

9.3.4.1 General (Written – for NDT Levels I and II)


9.3.4.1.1 The general examinations shall address the basic principles of the applicable
method.
9.3.4.1.2 In preparing the examinations, the NDT Level III shall select or devise
appropriate questions covering the applicable method to the degree required
by this written practice.
9.3.4.1.3 The content and format of the examination questions shall be similar to the
example questions in the applicable appendix section of SNT-TC-1A or method
ASNT Questions & Answers Books. The ASNT Questions & Answers Book
questions are intended only as examples. They shall not be used verbatim for
qualification examinations.
9.3.4.1.4 The minimum number of questions that shall be given is listed in Table 3.

9.3.4.2 Specific (Written – for NDT Levels I and II)


9.3.4.2.1 The specific examination shall address the equipment, operating procedures,
and NDT techniques that the individual may encounter during specific
assignments to the degree required by this written practice.
9.3.4.2.2 The specific examination shall also cover the specifications or codes and
acceptance criteria used in NDT procedures.
9.3.4.2.3 The minimum number of questions that shall be given is listed in Table 3.

9.3.4.3 Practical (for NDT Levels I and II)


9.3.4.3.1 The candidate shall demonstrate familiarity with and ability to operate the
necessary NDT equipment, record and analyse the resultant information to the
degree required.
9.3.4.3.2 At least two (2) flawed specimen or component shall be tested and the results
of the NDT analysed by the candidate.
9.3.4.3.3 The description of the specimen, the NDT procedure including checkpoints,
and the results of the examination shall be documented.

9.3.4.3.4 NDT Level I Practical Examination


Proficiency shall be demonstrated in performing the applicable NDT on at least
two (2) specimens approved by the NDT Level III and in evaluating the results
to the degree of responsibility as described in this written practice. At least ten
(10) different checkpoints shown under Appendix 2 requiring an
understanding of test variables and procedural requirements shall be
included in this practical examination. The candidate shall detect all
discontinuities and conditions specified by the NDT Level III. The practical
shall be scored on a percentile basis, but will contain checkpoints that failure to
successfully complete will result in failure of the examination.

9.3.4.3.5 NDT Level II Practical Examination


Proficiency shall be demonstrated in selecting and performing the applicable
NDT technique within the method and interpreting and evaluating the results
on at least two (2) specimens approved by the NDT Level III. At least ten (10)
different checkpoints shown under Appendix 2 requiring an understanding of
NDT variables and procedural requirements shall be included in this
practical examination. The candidate shall detect all discontinuities and
conditions specified by the NDT Level III. The practical shall be scored on a
percentile basis, but will contain checkpoints that failure to successfully
complete will result in failure of the examination.

9.3.5 A valid endorsement on an ACCP Level II or EN ISO 9712 NDT Level 2 certificate fulfils the
corresponding examination criteria described in paragraphs 9.3.4.1 and 9.3.4.3 for each applicable
NDT method.
9.3.6 A valid ASNT NDT Level II certificate may be accepted by as fulfilling the General
Examination criteria as described in 9.3.4.1 for each applicable method.

9.3.7 NDT Level I and II Specific Examinations


may delete the specific examination if the candidate has a valid ACCP Level II or EN
ISO 9712 NDT Level 2 certificate in the method/industrial sector and if documented experience
exists to permit such.

9.3.8 NDT Level I and II Practical Examinations


9.3.8.1 Successful completion of an ACCP Level II or EN ISO 9712 NDT Level 2 general hands-
on practical examinations may be considered as fulfilling the requirements of paragraph
9.3.4.3.
9.3.8.2 For Film Interpretation Limited Certification, the Practical Examination should consist of
review and grading of at least 20 images.

9.3.9 The NDT Level III is responsible to ensure that if the ACCP and ASNT NDT Level II specific and
practical examination are used by , as stated in 9.3.7 and 9.3.8.1, the requirements of
9.3.4.2.1, 9.3.4.2.2 and 9.3.4.3.5 are satisfied.

9.3.10 NDT Level III Examinations


The format and content of the examinations for NDT Level III shall consists of each of the
following:

9.3.10.1 Basic Examination (required only once)


NDT Basic Examination (required only once when more than one method examination
is taken). The minimum number of questions that shall be given is as follows:
Ø Fifteen (15) questions relating to understanding the SNT-TC-1A document.

9.3.10.2 Method Examination (for each method)


Ø Thirty (30) questions relating to fundamentals and principles that are similar to
published ASNT NDT Level III questions for each method, and
Ø Fifteen (15) questions relating to application and establishment of techniques and
procedures that are similar to the published ASNT NDT Level III questions for each
method, and
Ø Twenty (20) questions relating to capability for interpreting codes, standards, and
specifications relating to the method.

9.3.10.3 Specific Examination (for each method)


Ø Twenty (20) questions relating to specifications, equipment, techniques, and
procedures applicable to ’s NDT Services and methods employed and to
the administration of this written practice.
Ø may delete the specific examination if the candidate has a valid ASNT
NDT Level III or ACCP Professional Level III certificate in the method and if
documented evidence of experience exists, including the preparation of NDT
procedures to codes, standards, or specifications and the evaluation of test results.

9.3.11 A valid endorsement on an ASNT NDT Level III certificate fulfils the examination criteria
described in 9.3.10.1 and 9.3.10.2 for each applicable NDT method.
9.3.12 A valid endorsement of an ACCP Professional Level III certificate fulfils the examination criteria
described in 9.3.10.1 and 9.3.10.2 for each applicable NDT method.

9.4 Re-examinations
9.4.1 Those failing to attain the required grades shall wait at least thirty (30) days or receive suitable
additional training as determined by the responsible NDT Level III before re-examination.

10.0 CERTIFICATION
10.1 Certification of all NDT Levels of NDT personnel is the responsibility of .
10.2 Certification of NDT personnel shall be based on demonstration of satisfactory qualification in
accordance with Sections 7.0, 8.0, and 9.0, as described in this Written Practice.
10.3 At the option of , an outside agency may be engaged to provide NDT Level III services. In
such instances, the responsibility of certification of the employees shall be retained by .
10.4 Personnel certification records shall be maintained on file by for the duration specified
below and shall include the following:
10.4.1 Names of certified individuals.

10.4.10 Dates of certification and/or recertification.
10.4.11 Certification expiration date.
10.4.12 Signature of employer’s certifying authority.
10.5 Personnel certification records shall be maintained in active files by during the employment
of certified individuals. Following separation of employment or expiration of certification, the affected
personnel certification records may be removed from active records, but maintained on file for at least
one (1) year.

11.0 TECHNICAL PERFORMANCE EVALUATION


11.1 NDT personnel may be re-examined any time at the discretion of and have their certification
extended or revoked.
11.2 Every year once, NDT Level I and II personnel shall be re-evaluated by the NDT Level III
administering a practical examination. The practical examination shall follow the format and
guidelines described in Section 9.3.4.3.

12.0 INTERRUPTED SERVICE


12.1 Unless otherwise required by contract or governing provisions of applicable codes, standards,
specifications, or regulations, reexamination and recertification of certified NDT personnel shall be
required if a certified individual has not performed job duties in the method(s) for which certified:
12.1.1 During a contiguous period of one year or more, or;
12.1.2 For a total of one year or more during any period of two years or more.
12.2 All levels of NDT personnel with interrupted service shall be recertified by re-examination in any or
all parts of the examinations for the applicable method(s) as deemed necessary by the Responsible
NDT Level III.

13.0 RECERTIFICATION
13.1 All levels of NDT personnel shall be recertified periodically in accordance with one of the following
criteria:

13.1.1 Evidence of continuing satisfactory technical performance.


13.1.2 Re-examination in those portions of the examinations in Section 9.0 deemed necessary by the
Responsible NDT Level III.
13.1.3 All levels of NDT personnel shall be recertified every five (5) years. Certifications expire on
the last day of the month of expiration.
13.1.4 When new techniques are added to ’s written practice, NDT Level III personnel
shall receive applicable training, take applicable examinations, and obtain the necessary
experience, such that the NDT Level III meets the requirements of the new techniques in
Section 5.1 prior to their next recertification date, in the applicable method.

14.0 TERMINATION
14.1 certification shall be deemed revoked when employment is terminated.
14.2 An NDT Level I, NDT Level II, or NDT Level III whose certification has been terminated may be
certified to the former NDT Level by based on examination, as described in Section 9.0,
provided all of the following conditions are met to satisfaction:

14.2.1 The employee has proof of prior certification.


14.2.2 The employee was working in the capacity to which certified within six (6) months of
termination.
14.2.3 The employee is being recertified within six (6) months of termination.
14.2.4 Prior to being examined for certification, employees not meeting the above requirements shall
receive additional training as deemed appropriate by the Responsible NDT Level III.

15.0 REINSTATEMENT
15.1 An NDT Level I, NDT Level II, or NDT Level III whose certification has been terminated may be
reinstated to the former NDT level, without a new examination, provided all of the following
conditions are met:

15.1.1 has maintained the personnel certification records required in Section 10.4.
15.1.2 The employee’s certification did not expire during termination.
15.1.3 The employee is being reinstated within six (6) months of termination.
