1.0 INTRODUCTION.

1.1 It is recognised that the effectiveness of non-destructive testing (NDT)


applications depends upon the capabilities of the personnel who are responsible
for, and perform, NDT.

1.2 This written practice is established for the qualification and certification of non-
destructive testing personnel of AMIGOS Ltd. whose specific jobs requires
appropriate knowledge of the technical principles underlying the non-destructive
tests they perform, witness, monitor or evaluate.

1.3 This written practice has been developed in accordance with the American
Society for Non-destructive testing, (ASNT) Recommended Practice No. SNT -
TC - 1A 1996 Edition.

2.0 DEFINITION

2.0 Terms included in this written practice are defined as follows:

(1) Certification: written testimony of qualification.


(2) Certifying authority: the person or person properly designated in the
written practice to sign certifications on behalf of the employer.
(3) Certifying agency: the employer of the personnel being certified.
(4) Closed-book examination: an examination administrated without access
to reference material except for materials supplied with or in the
examination.
(5) Comparable: being at an equivalent or similar level of NDT
responsibility and difficulty as determined by the employer’s Level III.
(6) Documented: the condition of being in the written form.
(7) Employer: the corporate, private, or public entity, which employs
personnel for wages, salary, fees, or other considerations.
(8) Experience: work activities accomplished in a specific NDT method
under the direction of qualified supervision including the performance of
the NDT method and related activities but not including time spent in
organised training programs.
(9) Outside agency: a company or individual who provides NDT Level III
services and whose qualifications to provide these services have been
reviewed by the employer engaging the company or individual.
(10) Qualification: demonstrated skill, demonstrated knowledge, documented
training, and documented experience required for personnel to properly
perform the duties of a specific job.

(11) Recommended practice: a set of guidelines to assist the employer in
developing uniform procedures for the qualification and certification of
NDT personnel to satisfy the employer’s specific requirements.

(12) Training: the organised program developed to impart the knowledge and
skills necessary for qualification.

3.0 SCOPE

3.1 This written practice shall apply to all NDT personnel employed by AMIGOS
Ltd. and the certifying agency.

3.2 This written practice is applicable for:


 Radiographic Testing (RT).
 Ultrasonic Testing (UT).
 Ultrasonic Wall Thickness Measurement (UTM).
 Magnetic Particle Testing (MT).
 Liquid Penetrant Testing (PT).

3.3 This written practice shall be managed by the Company NDT Level III or his
designate who has been appointed by the General Manager of AMIGOS Ltd. and
approved by the Quality Control Manager.

4.0 QUALIFICATION LEVELS

4.1 There are three basic levels of qualification used by NDT personnel AMIGOS
Ltd.. Each basic level has the following responsibilities:

Level I:
i. Perform calibrations, tests and evaluations for determining the acceptance and
rejection of tested item in accordance with specific written instruction.
ii. Record test results.
iii. Receive instructions and supervision from a certified level II or III individual.

Level II:
i. Set up and calibrate equipment.
ii. Interpret and evaluate results with respect to applicable codes, standards and
specification.
iii. Organise and report the results of non-destructive tests.
iv. Be familiar with scope and limitations of each method for which individual
are certified.
v. Train and guide level I personnel and trainees.

Level III:
i. Be responsible for NDT operations to which assigned and for which certified.
ii. Be responsible for the training and examination of NDT level I and level II
personnel in the methods for which certified.
iii. Interpret test results in terms of applicable codes, standards, specification, and
procedures.
iv. Establish methods and test techniques and authorise use of all NDT
procedures to be used by level I and level II on behalf of AMIGOS Ltd.
v. Sufficiently familiar with applicable materials, fabrication, and product
technology to establish techniques and assist in acceptance criteria where non
are available.
vi. Be generally familiar with other appropriate NDT methods.
vii. Be responsible (in the methods for which certified) for the training and
examination of NDT Level I and Level II personnel.

4.2 While in the process of being initially trained, qualified, and certified, an
individual should be considered a Trainee. A trainee shall work with a certified
individual. The trainee shall not independently conduct, interpret, evaluate, or
report the results of any NDT.

5.0 EDUCATION, TRAINING AND EXPERIENCES REQUIREMENT FOR INITIAL


QUALIFICATION

5.1 Basic level I and level II personnel initially certified to conduct NDT under this
written practice shall have or exceed the NDT training hours shown in Table-1,
depending upon each candidate’s formal educational background.

5.2 This formal NDT training shall be conducted either by AMIGOS Ltd. Company
Level III individual(s) or by an outside agency or other certified individual
selected and approved by Quality Manager of AMIGOS Ltd.
5.3 The training program shall follow the Recommended Training Course Outline for
each examination as shown in SNT-TC-1A 1996 Edition.

5.4 The training course outlines may be modified by deleting or adding topics to meet
the employer specific applications or for limited certification.

5.5 Procedures and test techniques that individuals will encounter in their specific
assignments, and applicable instructions, specifications and codes used by
AMIGOS Ltd. and AMIGOS Ltd. customer, shall be part of each candidate’s
informal on the job training under the co-ordination of the NDT personnel
designated by Level III individual(s).

5.6 The minimum initial experience requirement for Level I and Level II personnel is
summarised in Table II. The experience factor in months is based on a normal 40
hours week. (175 hours per month). When work is performed in excess of 40
hours per week, credit may be based on total hours. Records substantiating
qualification shall be kept on either a monthly or hourly basis.

5.7 Documented training and / or experience gained in position and activities


equivalent to those of level I, II prior to joining AMIGOS Ltd. may be
considered as satisfactory to criteria 5.1 and 5.6.

6.0 TRAINING PROGRAMME.

6.1 This formal NDT training shall be conducted either by AMIGOS Ltd. - certified
Level III individual(s) or by an outside agency or other certified individual
selected and approved by Quality Manager of AMIGOS Ltd..

6.2 The training program shall follow the Recommended Training Course Outline for
each examination as shown in SNT-TC-1A1996 Edition.

6.3 The training course outline may be modified by deleting or adding topics to meet
the employer specific applications or for limited certification.

6.4 Company NDT Level III is responsible for the training requirements and syllabus
of the completed course and documentation of training activities.

6.5 Training courses will be conducted by the NDT Level III or his designated NDT
Instructor (in-house or outside agency). Personnel with specialised expertise but
who are not qualified in NDT may be utilised for providing training (e.g. welding
technology, radiation safety, etc.).

6.6 Procedures and test techniques that individuals will encounter in their specific
assignments, and applicable instructions, specifications and codes used by
AMIGOS Ltd. and AMIGOS Ltd. customer. Shall be part of each candidate’s
informal on the job training under the co-ordination of the NDE personnel
designated by Level III individual(s).

7.0 EXAMINATION.

7.1 To be considered for examination, NDT personnel must meet the training and
experience requirements of this document.

7.2 Vision Examination

i) An near vision acuity examination shall be required to assure natural or


corrected near distance acuity in at least one eye such that he is capable of reading
a minimum of Jaeger Number 2 or equivalent type and size letter at a distance of
not less than 12 inches (30.5cm) on a standard Jaeger test chart. The ability to
perceive an Ortho-Rater minimum of 8 or similar test pattern is also acceptable.
This should be administered annually.

ii) When the NDT method requires colour contrast differentiation, a colour
vision test shall be required to demonstrate the capability of distinguishing
and differentiating contrast among colours or shades of grey used in the method.
This should be conducted upon initial certification and at three years intervals
thereafter.

7.2.1 Eye acuity test may be conducted by the NDT level III or his designee.

7.3 General Examination:

i) Each level I and level II candidate shall be given a general, objective type (for
example: multiple choice) and close book written examination addressing
basic principle of each method for which certification is sought. Necessary
data, such as graphs, tables, specification, procedures, and codes may be
provided.
ii) The content of this general examination shall meet or exceed the example
questions in the applicable SNT-TC-1A Supplement. The Supplement
questions should not be used verbatim for qualification examinations.
Minimum numbers of question shall be as shown in the Table-3 for each
written examination.

iii) This examination will either be administered as part of the organised training
program or given separately when experienced personnel are being examined
for recertification or for initial certification when coming from a former
employer and complying with this written practice.

i) Each level I and II shall be given a specific, objective type (for example:
multiple choice) and closed book written examination addressed to the
equipment, operating procedures and test techniques that the personnel may
encounter in specific job assignment. Necessary data, such as graphs, tables,
specifications, procedures and codes may be provided.

ii) The content of the specific examination shall be constructed to evaluate the
ability of the candidate to effectively use the applicable specifications, codes,
etc. To perform and/or evaluate the results to the degree necessitated by the
anticipated qualification level. Minimum number of question shall be as
shown in the Table-3 for each written examination.

iii) This examination will either be administered as part of the organised training
program or given separately when experienced personnel are being examined
for recertification or for initial certification when coming from a former
employer and complying with this written practice.

iv) The examination should address common specification, codes and acceptance
criteria used by AMIGOS Ltd. and AMIGOS Ltd. customers such as ASME
Section V, ASME Section VIII, ASME Section IX, AWS D1.1 and etc.

7.5 Practical Examination

Level I

i) The individual shall demonstrate his proficiency in performing the


applicable test methods on at least one sample of each category of
qualification in different test method as per written instruction.
ii) At least ten different check points requiring understanding of test
variables and procedure requirements will be included.

Level II

i) The individual shall demonstrate his proficiency in selecting and


performing to applicable non-destructive testing and interpreting and
evaluating the results on at least one sample per technique and minimum
of two samples per method, outlining the requirement of test procedure.
ii) At least ten different checkpoints requiring an understanding of NDT
variables and test procedure.

7.6 Administration and Grading of Written and Practical Examination:

i) The results of the written and practical examination (general, specific and
practical) are to be combined into composite score of 80 percent in minimum
for qualification.

ii) The grade for each of the parts shall be at least 70 percent.

iii) The composite examination grade for each candidate shall be simple average
(mean) of the grades obtained in the three parts of the written and practical
examination.

iv) For grading of practical examination please refer to Appendix I - V.

v) The grading and administration of the examination shall be the responsibility


of the designated Level III, certified in the method(s) and who shall approve
the use of all level I and II question, the practical test sample(s), and the
performance check points.

7.7 Re-examination

Those who fail to attain a composite grade of 80 percent or higher shall be


prohibited from taking a re-examination for the following thirty calendar days,
unless evidence of having received suitable additional training is presented, thus
allowing an earlier re-examination to be given.

8.0 REQUIREMENT FOR NDT LEVEL III QUALIFICATION

8.1 To be considered for certification as NDT Level III, a candidate should satisfy
one of the following criteria.
i) Have graduated from a minimum four year college or university curriculum
with a degree in engineering or science, plus one year’s experience in NDT in
an assignment comparable to that of an NDT Level II in the applicable NDT
method(s), or:
ii) Have completed with passing grades at least two years of engineering or
science study at a university, college or technical school plus two year’s
experience in assignments at least comparable to that of an NDT Level II in
the applicable test method(s). or:
iii) Have four years experience in an assignment at least comparable to that of an
NDT Level II in the applicable NDT method(s).

8.2 The examination for NDT Level III is described fully in Table 4.

8.3 A valid endorsement on an ASNT NDT Level III Certificate fulfils the
examination criteria for Basic examination and Method examination as shown in
Table 4.

8.4 The company may delete the specific examination described in Table 4 if the
candidate has a valid ASNT NDT Level III Certificate in the Method and if
documented evidence of experience exists, including the preparation of NDT
procedure to codes, standards or specifications and the evaluation of test results.

9.0 CERTIFICATION.

9.1 The certification of all levels of NDT personnel is the responsibility of the
company.

9.2 Certification of NDT personnel shall be based on demonstration of


satisfactory compliance with the requirements on education, training,
experience and examination as described in sections 5 to 9.

9.3 At the option of the company, an outside inspection agency may be engaged to
provide NDT level III services. In such cases, the responsibility for certification
must still be retained by the company through the quality control manager.

9.4 Certification records shall be maintained on file by the quality control


department and shall contain personnel records of certified individuals. The
personnel records of certified individuals shall include as a minimum the
following:

 Name of candidate.
 Level of certification and NDT method.
 Educational background and years of experience.
 Statement indicating satisfactory completion of training.
 Result of vision examination.
 Result of all written examination and composite grades
 Date of certification and re-certification.
 Signature, printed name, and title of the PRI certifying representative

9.5 All NDT Level I and II certificates so issued after meeting the requirement of this
written practice shall bear the signatories of the company NDT Level III and
AMIGOS Ltd. Q.C Manager.

10.1 All NDT Level I and II personnel shall be recertified every three years base upon
evidence of continuing satisfactory performance as judged and documented by
NDT Level III for the applicable method.

10.2 Where a weakness is identified by the NDT Level III in the technical
performance of an individual, supplemental training, and specific examinations
may be used, at the discretion of the NDT Level III, to upgrade the individual
prior to completion of recertification.

10.3 Level III personnel shall be recertified every five years by the company
representative by verifying that the individual’s ASNT NDT Level III certificate
is current in each method for which recertification is sought.

10.4 NDT Level I and II may be re-examined at any time at the discretion of the
employer and have their certification extended or revoked.

10.5 NDT personnel will be re-examined and re-certified when service in a particular
discipline is interrupted by a period of 12 months or more.

10.6 Certification of individual from other company can be recertified by AMIGOS


Ltd. with or without examination provided the following conditions are met.
i) The individual has proof of prior certification and evidence of continuing
satisfactory performance and acceptable to AMIGOS Ltd. The individual was
employed in the capacity to which he was certified within twelve months of
termination.
ii) The individual is being re-certified within twelve months of his termination.

11. TERMINATION OF CERTIFICATION

11.1 The certification of all NDT personnel shall terminate upon a period of one year
during which no NDT-related work is performed in the method(s) certified.

11.2 All NDT personnel certified by AMIGOS Ltd. leaving the employment of
AMIGOS Ltd. are revoked of their certificates at the time of employee’s
separation.

11.3 NDT personnel whose certification has been terminated may be recertified to his
former level within the one year of his termination.

Notes:

i) If a person is being qualified directly to level II with no time at Level I, the required
experience shall consist of the sum of the times required for Level I and Level II and
the required training shall consist of the sum of the hours required for Level I and
Level II.
ii) All personnel shall have a high school level education.
iii) Where certification in two or more methods is sough, credit for simultaneous initial
experience is considered valid only when the candidates spend a minimum of 25% of
work time on each method and the remaining time on NDT related activities.

Grading of Practical Examination for Radiographic Testing and Radiographic
Interpretation
NDT Level I Radiographic Testing
1. All candidates shall demonstrate they can follow the written instructions for producing
radiographs in one of the three techniques below: DWDI, SWSI, and DWSI.
2. There will be a checklist containing not less than 10 checkpoints in order to assess the
candidate’s performance.
3. All candidates shall demonstrate they can follow all the safety procedures before, during and
after the test.
4. An oral test will be given to assess the knowledge of RT safety aspects including use of the
RT safety equipment, and other technical knowledge.

NDT Level II Radiographic Testing


1. All candidates shall demonstrate his proficiency in producing radiographs in DWDI, SWSI
and DWSI techniques.
2. At least one radiograph to be produced for each of the above techniques inclusive of
processing.
3. Candidate shall satisfy the examiner of his understanding of surface preparation, techniques,
limitation of test method, code/standard, problems etc.

Radiographic Interpretation

1. A total of 20 radiographs will be interpreted by the individuals who wish to qualify for
radiographic interpretation.
2. No major indications as reported in the master answer sheets by the NDT Level III shall be
missed.
3. The candidate’s comments on the quality of radiographs will be considered during grading
and the sensitivity of each radiograph shall be calculated and density shall be measured.
4. The candidate will choose a code or specification eg. AWS D1.1 or ASME VIII and write
down their interpretation of 20 radiographs.

Grading of Practical Examination for Ultrasonic Testing

Level I Ultrasonic Testing


1. All candidates shall demonstrate they can operate the UT Equipment, calibrate the UT
equipment follow instructions and be familiar with all UT accessories.
2. The candidate will be required to determine probe angle and probe index of a given probe,
plot a D.A.C curve; a probe beam spread for a given probe and determine transfer correction
of a test specimen.
3. The candidate is also required to map out a lamination area for a given test specimen and a
thickness measurement on a specimen.
4. An oral test will be given to assess their knowledge on the above items.
5. There will be a checklist containing not less than 10 checkpoints to assess the candidate’s
performance.

Level II Ultrasonic Testing


1. Ultrasonic testing certification shall be categorised according to weld joint configuration and
specimen thickness.

4. The candidate shall satisfy the examiner that techniques, limitation of test method,
code/standard, problem etc. are understood.

Level I Ultrasonic Thickness Measurement (Digital gauge)


1. All candidates shall demonstrate they can operate the UT digital gauge, and be familiar with
all UT accessories.
2. The candidate is required to take not less than seven points of thickness on a step wedge
following a written instruction.
3. An oral test will be given to assess their knowledge on the above item.
4. There will be a checklist containing not less than 10 checkpoints to assess the candidate’s
performance.

Level II Ultrasonic Thickness Measurement (Digital gauge)


1. A step wedge with not less than seven steps will be used for examination.
2. The reading shall be very close to the actual reading.
3. The individual shall satisfy the examiner that surface preparation, techniques, limitation of
test method, code/standard, problems etc. are understood
4. Candidate’s comments during the examination will be considered during grading.
5. There will be a checklist containing not less than 10 checkpoints to assess the candidate’s
