In 2020, there were as many as 241 cases of agrarian conflicts. These conflicts then lead to
social movement from below carried out by peasant in order to encourage the implementation
of agrarian reform. And then the social movement meet the initiatives of government reformist
actors from above that driven by government actors who are tolerant and even support social
movements. Interaction that occurs between social movements from below and reformist actor
from above creates a interaction zone which will later have an influence on the dynamics of the
struggle for agrarian reform. This conflict cases Agrarian Affairs was happen in Nanggung
District.

There is for problem statement on this research. The first one is What is the role played by the
AMANAT through the peasant movement? And the second is What is the role of government
reformist actors and supporting alliances in the zone of interaction? The third is How does the
interaction occur in the interaction zone between the peasant movement and the reformist
actor? And then the forth is How does the interaction zone affect the trajectory of the agrarian
reform struggle?

There is four Hypothesis on this research, the first one is It is suspected that there is a positive
and significant influence of the anatomy and solidarity of the peasant movement on the
interaction zone, the second is It is suspected that there is a positive and significant influence of
the anatomy and solidarity of the peasant movement on the trajectory of the struggle for
agrarian reform, the third is It is suspected that there is a positive and significant influence of
the interaction zone on the trajectory of the agrarian reform struggle, and the forth is It is
suspected that there is a positive and significant indirect influence of the anatomy and solidarity
of the peasant movement on the trajectory of the struggle for the implementation of agrarian
reform.

This is the Field Approach that used in this research. The research method I use is Quantitative
approach supported by qualitative approach. For Data Analysis i use Smart PLS 3.0. SPSS 16.0
for Windows for quantitative data and for qualitative i do the data reduction, data presentation,
and data verification. Data collection technique for Data Quantitative is Questionnaire and for
Qualitative data is In-depth interviews, literature study, and observation. there are as many as
30 respondents and 14 informants.

The incident of burning and destruction of peasant crops by the company that owns the
Cultivation Rights Title (HGU) in Nanggung District has sparked conflict between peasant and
the company that owns the Cultivation Rights Title (HGU). As a result of the conflict, there was
an initiation from peasant and NGOs who participated as a support group to form a movement
forum in the form of a peasant movement. This is the starting point for the formation of the
AMANAT (Aliansi Nanggung Transformatif) peasant movement in 2011.
The AMANAT organization consists of AMANAT administrators and AMANAT peasant members.
The AMANAT management who is also the leader of AMANAT consists of the General Chair, and
the Secretary General. Furthermore, there is a Village Coordinator in each village so that there
are a total of three village coordinator.
Benford and Snow (2000) divided the framing carried out by members of the peasant
movement into three categories of framing, namely diagnostic framing, prognostic framing, and
motivational framing.
All AMANAT Peasant have a high level of diagnostic framing. This indicates that AMANAT
peasant are able to identify problems and causes of problems very well. AMANAT peasant are
also able to identify the source of the problem. So that the mobilization of actions, such as
demonstrations, carried out by the peasant movement can run effectively and on target.
The next analysis is to look at the prognostic framing. Prognostic framing is a framing of
possible solutions to problems or plans to deal with problems, as well as strategies for
implementing them (Benford & Snow 2000). Mostly, AMANAT Peasant have a high prognostic
framing rate. This is in line with the high level of diagnostic framing owned by AMANAT
peasant. AMANAT peasant were able to find a solution to the problem and the source of the
problem. Among them is by stopping the extension of corporation, advocating for the
government and The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency,
recording agrarian subjects and objects, and utilizing Cultivation Rights Title for agriculture.
After analyzing the diagnostic framing and prognostic framing, an analysis of the motivational
framing was carried out. Motivational framing is framing in finding reasons to engage in joint
movements to improve situations, including creating appropriate vocabulary and jargon to
motivate (Benford and Snow 2000).Most of the AMANAT peasant have a high level of
motivational framing. Motivational framing is important in motivating farmers to make
movements. Strong farmer motivation, such as the motivation to maintain the only source of
livelihood has a positive impact on the struggles carried out by peasant.
Based on the analysis of the framing owned by the AMANAT peasant, AMANAT peasant have a
high level of collective action framing. The three aspects, namely diagnostic framing, prognostic
framing, and motivational framing, are at a high level. This has a positive effect on the zone of
interaction and the trajectory of the struggle for agrarian reform.

The struggle carried out by AMANAT cannot be separated from the support of supporting
groups or supporting alliances, both local and supra-local. Among the local supporting alliances
are the owners of agro-ecological boarding schools and youth organizations. The role of
supporting alliances includes helping AMANAT because it has participated in the use of the
former HGU land and the youth group acts as a forum for young farmers in Cisarua Village as
well as being a bridge between the older generation of farmers and the younger generation of
farmers.

Supra-local support alliances, namely NGOs, have been involved in the dynamics of the struggle
since the beginning of AMANAT's formation until now. Supra-local supporting alliances include
RMI (Indonesian Young Foresters), JKPP (Participatory Mapping Network), Sawit Watch, ELSAM
(Institute for Studies and Community Advocacy), KPA (Consortium for Agrarian Reform), and
TUK (Transformation for Indonesian Justice). Assistance work carried out by NGOs includes
organizational strengthening, advocacy, providing legal assistance, making data on agrarian
objects and maps, capacity building, and building networks.

The dynamics of implementing agrarian reform in Cisarua Village certainly involve many
government actors from the village level to the Central government level. The actions and roles
played by each actor are also different. The initiatives of government reformist actors are
initiatives that arise from government actors who are tolerant and even support social
movements (Borras 2002). Government reformist actors are analyzed based on three
indicators, namely Democratic governance, facilitative leadership, and policy character model
