1 Scope
This Specification together with the Purchase Order covers the minimum
requirements for men's safety coveralls used to provide personal protection against
burns from flash fires and electrical flashovers. Coveralls to this Specification are
stocked by size under JERMS stock numbers 21-418-500, 21-418-501, 21-418-502
and 21-418-503.
2 Conflicts, Deviations and Clarifications
2.1 Any conflicts between this standard and other applicable Company Engineering
Standards (JERES), Material Specifications (JERMS), Standard Drawings
(JERSD), Engineering Procedures (JEREP), Company Forms or Industry
standards, specifications, Codes and forms shall be brought to the attention of
Company Representative by the Contractor for resolution.
Until the resolution is officially made by the Company Representative, the most
stringent requirement shall govern.
2.2 Where a licensor specification is more stringent than those of this standard, the
Licensor’s specific requirement shall apply.
2.3 Where applicable Codes or Standards are not called by this standard or its
requirements are not clear, it shall be brought to attention of Company
Representative by Contractor for resolution.
2.4 Direct all requests for deviations or clarifications in writing to the Company or its
Representative who shall follow internal Company procedure and provide final
resolution.

The selection of material and equipment, and the design, construction,
maintenance, and repair of equipment and facilities covered by this standard shall

4 Definitions
4.1 Definitions presented in this Standard and other SATORP documents have
precedence over other definitions. Conflicts between various definitions shall be
brought to the attention of Company Representative by the Contractor for
resolution.
Company: SATORP (formerly Jubail Export Refinery - JER)
Company Representative: A designated person from the Company or an
assigned third party representative.
Company Inspector: A designated person or an agency responsible for
conducting inspection activities on behalf of the Company.

5 Material and Manufacturing Requirements
5.1 No Metal Parts
Metal parts shall not be used to reduce the chances of electricity being conducted to
the coveralls during an electrical flashover.

5.2 Fabric
− All fabric shall be Du Pont Nomex III aramid (hereinafter called Nomex III).
− The color shall be the natural Nomex III color as white as normally available
to reduce the absorption of flame, solar, and electrical flashover radiation.
− The base fabric shall have the following additional characteristics:
− Plain weave with at least 18 yarns (ends or picks) per centimeter (46 per inch)
in the warp and filling (weft) directions.
− Finished for moisture absorption (Wickwell finish by Southern Mills of
Atlanta, Georgia, U.S.A., or equivalent).
− Mass of 152.6 grams per square meter (4.5 ounces per square yard),
nominally.
− Breaking and tearing strengths as follows when tested per U.S. Federal
Standard 191A, Methods 5100 and 5132.
− Permanently pressed prior to sewing in accordance with Du Pont's
recommendations of pressing with an electric press at 190°C followed by
autoclaving for 15 minutes at 207 kPa (30 psig).
− Dimensional changes not to exceed 3% (shrinkage or gain) in any direction
when tested per AATCC 96, Test III (washing at 60 to 65°C) - E (tumble
dry).
Fabric with the above specifications is available from the Southern Mills of
Atlanta, Georgia, U.S.A.
5.3 Thread
Sewing thread shall be Nomex III conforming to MIL-T-43636B in a color to
match the base fabric as close as reasonable.

5.4 Stitches, Seams, and Stitchings


Stitch, seam and stitching types shall conform to FED STD 751a and the following:
− Where stitch type 401 (double locked stitch) is used, the looper (the under
thread) shall be on the inside of the coveralls.

− There shall be a minimum of 10 stitches per inch and a maximum of 12


stitches per inch for all stitch types.
− Thread tension shall be maintained during sewing to prevent excessively tight
or loose stitching.
− The appearance of all seams after repeated home laundering shall meet the
requirements of AATCC 88B, Class 5 (highest class quality).
− All bartacks shall contain at least 28 stitches.
− All seams on pockets shall be of the three-thread overlock type, turned and
finished with stitch type 301 (lockstitch).
− Seam allowances shall be maintained so that there are no raw edges, runoffs,
twists, pleats or open seams. Top or edge stitching shall be 1.6 mm to 3.2
mm from the edge, and all double needle stitching shall be 6.35 mm gauge
with the row of stitching next to the folded edge not more than 1.6 mm from
the edge.
− The ends of all seams and stitchings when not caught in other seams or
stitchings shall be backtacked not less than 12.7 mm.
5.5 Flammability Resistance
The finished coverall shall meet the flammability resistance requirements of NFPA
1971. That is, the average char length shall not be more than 101.6 mm, the
average after flame shall not be more than 2.0 seconds, and the fabric shall not
melt or drip when tested in accordance with Method 5903, Flame Resistance of
Cloth, Vertical, of Federal Test Method Standard 191A, Textile Test Methods.
The flammability resistance shall not be affected by repeated home laundering.
5.6 Seam Strength
All seams shall possess a breaking strength of not less than 80% of the fabric
strength when tested in accordance with ASTM D1683, with the machine operated
at a rate of 304.8 mm/min.
5.7 Front Fastener
A hook and pile (Velcro) fastener at least 25.4 mm wide shall be provided on the
front of the coverall from the crotch to the neck. The fastener shall be per MIL-F-
21840F and shall be a non-melting aramid meeting the flammability resistance
requirements of this Specification.
5.8 Sleeves and Cuffs

Long sleeves with plain cuffs shall be provided. The cuff shall be no larger than
necessary to permit passage of a man's hand. The cuffs shall be set with Type 401
(double locked stitch) stitches.
5.9 Back Pleats
Two back pleats at least 38.1 mm wide from the shoulder to the waist shall be
provided. All corners of the back pleats shall be bartacked.
5.10 Pockets
The pocket fabric shall be of a weight at least equal to that of the base fabric.
Pocket bags shall be first reinforced and double sewn with a French seam overlock
stitch and then turned and single needle lock stitched.
All pockets shall be double needle stitched and shall be set with a double needle
lock stitch type 401. All corners and openings shall be bartacked.
Two patch type, left and right, breast pockets shall be provided. The pocket
openings shall be at least 127 mm wide; the depth at the sides shall be at least 140
mm; and the depth at the center shall be at least 165 mm. The left pocket opening
shall be sewn vertically to provide a pencil holder.
Two front pockets shall be provided. The pocket openings shall be at least 178
mm; the protrusion inward shall be at least 76 mm; and the depth shall be at least
305 mm measured from the waist. The lower 64 mm of the pocket bags at least
shall be reinforced with double thickness fabric.
Other pockets shall not be provided.
5.11 Collar
The collar shall be of the French type with at least 76 mm points, a pellon
(stiffening material under the collar), and double needle top stitching.
5.12 Seat Seam
The seat seam, which joins the left and right sides of the coveralls, shall be double
sewn with two needles sewing stitch type 401 (double locked).
5.13 Crotch Reinforcement
The crotch intersection shall be reinforced with bartacks and two layers of the base
fabric.
5.14 Legs
The legs shall be fully cut for ease of movement and shall be assembled using
stitch type 515 (four thread safety stitch). The left and right outseams shall be

further reinforced with a row of stitch 301 (lockstitch) sewn through each
assembled outseam along the entire length.
5.15 Pocket Pass-Throughs
Pocket pass-throughs shall be provided on the front pockets to permit access to
pockets in trousers under the coveralls and shall be mounted such that the wearer's
body will not be exposed through the passthrough regardless of how the coverall is
tensioned, bunched, folded, etc., during wearing of the coverall. Each pass-
through shall be at least 165 mm wide and shall have a hook and pile (Velcro)
fastener. The fasteners shall be per MIL-F-21840F and shall be a non-melting
aramid meeting the flammability resistance requirements of this Specification. The
slits shall overlap at least 50.8 mm.
5.16 Marking
The words "COMPANY" and "FLAME RESISTANT" in Arabic and English shall
be silk screened across the back in a dark green color per Attachment A in a size
sufficient to fill most of the area between the pleats. The manufacturer shall not
proceed with silk screening until either the stencil or a sample of the silk-screened
fabric is approved by the Company Representative.
The material used in the silk screening shall not affect the flammability resistance
as required in this Specification and shall not wash out in laundering.
5.17 Sizing
The Purchase Order will state which sizes are to be supplied. See Table 2 of this
specification.

The coveralls shall be proportioned such that all vital dimensions vary according to
chest size. The coveralls shall be supplied in a regular rise and shall be designed to
fit regular torsos. The manufacturer shall select his stock sizes to best fit these size
requirements.

Each pair of coveralls shall be provided with a permanent label including the

− Certification that the coverall meets the requirements of NFPA 1971 and U.S.
Federal Test Method No. 191A, Method 5903, for flammability resistance.
− A statement that the coverall is constructed of flame retardant Nomex III.
− Care and Laundering Instructions including a statement that the hook and pile
fasteners should be mated before washing to reduce deterioration.
− Size (small, medium, large, or extra large).
− Manufacturer.
7 Packaging
Each pair of coveralls shall be individually packaged in a transparent, airtight,
plastic bag with the label per Paragraph 5 clearly visible.
