1 Scope
This specification, together with the Purchase Order, covers the minimum
requirements for Plant Emergency Response Team (PERT) and Reserve Fire
Brigade (RFB) Fire Protective Clothing.
2 Conflicts, Deviations and Clarifications
2.1 Any conflicts between this standard and other applicable Company Engineering
Standards (JERES), Material Specifications (JERMS), Standard Drawings
(JERSD), Engineering Procedures (JEREP), Company Forms or Industry
standards, specifications, Codes and forms shall be brought to the attention of
Company Representative by the Contractor for resolution.
Until the resolution is officially made by the Company Representative, the most
stringent requirement shall govern.
2.2 Where a licensor specification is more stringent than those of this standard, the
Licensor’s specific requirement shall apply.
2.3 Where applicable Codes or Standards are not called by this standard or its
requirements are not clear, it shall be brought to attention of Company
Representative by Contractor for resolution.
2.4 Direct all requests for deviations or clarifications in writing to the Company or its
Representative who shall follow internal Company procedure and provide final
resolution.
3 References
The selection of material and equipment, and the design, construction,
maintenance, and repair of equipment and facilities covered by this standard shall
comply with the latest edition of the references listed below as of the CUT-OFF
DATE as specified in the Contract unless otherwise noted.

4.2 List of Definitions

5 Purpose
This specification details documentation requirements, materials, features,
stitching, finish, features and performance requirements. These requirements are
essential as to offer protection to the upper and lower body excluding head, hands,
and feet for use during fire fighting operations.
6 Documentation Requirements
Supplier of protective gear shall provide all third party testing agency / laboratory
before final procurement. All materials used in the construction of the clothing
shall meet or exceed NFPA 1971, 2000 Edition requirements and compliance
documentation to this effect shall be provided accordingly. Company will
disregard product/s, technical information, or quotations submitted by prospective
supplier/s prior to the third-party testing results submittal. Company shall incur no
financial penalties/responsibilities nor commitments to technically accept nor from
rejection resulted from high bidding.
7 Sizing
Sizing for coats shall be as per Section 9.16. Sizing for pants shall be as per
Section 10.7.
8 Free Sample
A fully assembled sample fire fighter protective ensemble meeting all the
requirements of this specification SHALL be submitted as soon as possible for
technical / compliance evaluation. Samples of component materials 12 inches X
12 inches used to construct the gear shall also be submitted.

9 Warranty
Each bidder shall state in his proposal the extent to which his finished product is
guaranteed and/or warranted to be free from latent or defected workmanship. As a
condition of acceptance of coats and pants, the bidder/manufacturer shall submit a
written statement accepting full warranty and rejection terms and conditions found
under title four (4) of Company 8017-1 (1/95).

10 Protective Coat
10.1 Outer Shell Material Composition / Weight & Color
The outer shell material shall be RipStop 40% Nomex IIIA/60% Kevlar; 7.0
Oz/Yd2; and Yellow in color. It shall be RipStop weave treated with water
repellent finish.
10.2 Thermal Liner
The thermal liner shall be 2-layer Spunlaced Nomex III/Kevlar blend (E-89). Low
friction coefficient face cloth shall be used for ease of movement. The total weight
of the thermal liner shall not exceed 7.0 Oz/Yd2.
10.3 Moisture Barrier
The moisture barrier shall be microporous breathable CROSSTECH. The weight
shall not exceed 3.5 Oz/Yd2.
10.4 Thermal Liner and Moisture Barrier Stitching/Total Weight
Thermal liner and moisture barrier shall be joined at borders with four thread lock
stitching using Nomex III thread of no less than tex 70. Quilting shall be of
Nomex III thread but not less than Tex 60. Thermal liner and moisture barrier
shall not exceed 10.5 Oz/Yd2.
10.5 Outer Shell to Thermal Liner and Moisture Barrier Detachment Method
The coat shall be constructed in a way that thermal liner and moisture barrier shall
be detachable from the outer shell. This detachment is necessary so that outer shell
can be cleaned (laundered) separately. The detachment method shall be zip type.
Deviation from the zip-type-detachment method shall be submitted in writing to
Fire Protection Department for evaluation and possible approval.
10.6 Stitching
The stitching shall pass the requirements of NFPA 1971 (2000 Ed.). All outer shell
assembly seams shall be chain stitched for strength and shall be reinforced with
four thread lock stitching unless the seam is a felled construction with two needle
chain stitching. Stitching shall be of Nomex III thread and shall be no less than
size Tex 90. Attachments, Lettering, Reflective Trim, and Pockets shall be sewn
with lock stitching only and with Nomex III Tex 90 thread.
10.7 Collar and Throat Strap
Collar shall be 4 inches in height. One 2-inch by 2 inch hook (Velcro) shall be
stitched to underside of right side of collar and one 2 inch by 2 inch hook (Velcro)
shall be stitched to left side of collar underside such that it is close to the center. A

4 inch high and 9 inch long swing - type throat strap with two 2 inches by 2-inches
corresponding engagement pile (Velcro) on each side. Deviation from the 2 inches
by 2 inch Velcro requirement shall be submitted to Fire Protection Department for
evaluation and possible approval. The Velcro shall be herein and where specified
in coming sections be tested for service life (dry and wet), and for thermal stability
including shrinkage , melt, char, and rip requirements in accordance with Section
4-1.5 of NFPA 1971 (2000 Ed.). The collar shall consist of four layer construction
and be of two piece design. The four layers shall consist of two layers of outer
shell material (see Section 9.1). The remaining two layers shall be of moisture
barrier and thermal liner as specified under Section 9.2 and Section 9.3 sandwiched
between. The collar may be contoured in shape, not less than 5 inches high at the
front and not less than 4 inches high at the center seam at the back of the collar.
The collar facing/extension shall be sewn on the bottom of the collar on the inside.
It shall serve to eliminate potential gapping between the collar and liner interface.
The collar shall be double stitched to the shell with Nomex III thread or better.
10.8 Hanging Loop
The coat hanger (loop) shall be from inside the coat just below collar.
10.9 Storm Flap
A rectangular storm flap measuring 5 inches wide and 27 inches long shall be
centered over the left and right body panel for added protection from water, steam,
and other hazardous elements. The outside storm flap shall be constructed of two
plies of outer shell material with a center ply of moisture barrier and thermal liner
as specified under Section 9.2 and Section 9.3. If not grown, the outside storm flap
shall be stitched per Section 9.6 to the right side body panel and shall be reinforced
at the top and bottom with bar tacks.
10.10 Storm Flap and Coat Front Closure System
The coat shall be closed by means of 2" wide hook on the right coat front and 2"
wide pile (Velcro) on the inner side. The Velcro shall extend to the full length on
the coat fronts and shall be bar tacked at ends. Storm flap covering mechanism
shall be double stitched on right front such that it closes over left front. Minimum
4 hook and "D" rings starting from top (just below throat) and descending at
equally spacing of approximately 7 inches. The 4 "D" rings set at the extreme
right side of the coat front underneath the storm flap with 2 leather-reinforced
rivets. Opposite of each "D" ring, a corresponding snap hook shall be set with 3
leather-reinforced rivets to the underside of the left coat front leading edge. Three
(3) glove snaps shall be placed between the inside hook and "D" rings to assure

proper closure. Thus, order of closure system from inside to final outside shall be
a minimum of four snaps, positive type using Hook and "D" rings, and Velcro.
10.11 Underarm Bellow
Minimum 5-inch underarm bellow shall be provided for better fit and most
importantly coat hem will not rise should the fire fighter raises his arms.
10.12 Scotchlite™ Trim
All trims shall be 3-inch wide lime/yellow Scotchlite™ NFPA 8987 reflective
material. Each coat shall have the specified amount of Scotchlite™ trim sewn on
the outside of the outer shell to meet the requirements of NFPA 1971 (2000 Ed.).
There shall be a trim horizontally around the chest approximately 3 inches below
the armpit. There shall be another trim horizontally around the bottom of the coat
such that it is 3 inches above hem. There shall be another trim around each sleeve
below the elbows. Stitching shall be as specified under Section 10.6.
10.13 Pockets
Each coat front body panel shall have two (02) glove pockets and one radio pocket
made of the same material specified in Section 9.1. The dimensions of the glove
pocket shall be 9 inches wide by 9 inches high by 3 inches deep (rear bellow)
double stitched to it. The glove pockets shall be angled style and located to
provide accessibility. Drain holes shall be installed in the bottom of each
expansion pocket to facilitate water drainage. The lower half of each bellow
pocket shall be reinforced with an additional layer of outer shell material. The
pocket flaps shall be angled and appropriate in shape to cover the pocket opening.
The flaps shall be constructed of two layers of outer shell material and shall
measure 3 inches over the pocket expansion and ½ inch wider than the pocket.
The upper pocket corners and pocket flaps shall be reinforced with bar tacks. The
angled pockets flaps shall be closed by means of hook and pile fastener tape. Two
pieces of 1-½ inches by 3 inches hook fastener tape shall be installed vertically on
the inside of each pocket flap (one piece on each end). Two corresponding pieces
of 1-½ inches by 3 inches pile fastener tape shall be installed horizontally on the
outside of each pocket near the top (one piece on each end) and positioned to
engage the hook fastener tape. A 7.5 inch high by 3.5 inch wide by 2 inch deep
radio pocket shall also be attached to the left chest. The radio pocket shall be
provided with a 3 inch flap and secured with corresponding 2 inch wide by 2 inch
long hook and pile fastener. There shall be an additional internal 7 inches wide by
7 inches high pocket. The interior pocket shall be made of the same material as
specified under paragraphs Section 10.2.
10.14 Wristlet and Water Barrier (Well)

There shall be Nomex knit wristlet not less than 4 inches in length and of double
thickness. The wristlet shall be sewn to moisture barrier material and jointly sewn
to sleeve thermal liner and moisture barrier. Use all around cover of the same
moisture barrier material then double stitch. This configuration will ensure there is
no interruption in protection between the sleeve liner and wristlet. The loose end
of the moisture barrier material shall be fitted with ¾ inch pile tape covering the
whole end and also one male snap added. The moisture barrier material shall also
line the inside of the sleeve outer shell from the cuff to a point approximately five
inches up where it joins the sleeve well. The mating Hook and female snap shall
be fitted on the under side of pearl grey suede leather enforcement liner for coat
sleeve ends. Refer to paragraph Section 10.15 for leather cuff. This sleeve well
configuration serves to prevent water and other hazardous elements from entering
the sleeves when the arms are raised. Also the Velcro and the one-snap closure
system will enable thermal liner and moisture barrier detachment from the outer
shell.
10.15 Leather Cuff Enforcement
The cuff area of the coat sleeve ends shall be reinforced with one - inch over lap on
the inside and outside of coat sleeve ends using double stitch. Area of cuff
enforcement inside sleeve, an additional 1-¼" extension of grey suede leather
reinforcement material shall be fitted with ¾ inch mating Hook and female snap at
the underside. Refer to paragraphs Section 9.5 and Section 9.
10.16 Coat Sizes
Coat lengths shall be standard length (35") for each of the following letter and
chest sizes:
SMALL (TO FIT CHEST SIZES 36-38 INCHES)
MEDIUM (TO FIT CHEST SIZES 40-42 INCHES)
LARGE (TO FIT CHEST SIZES 44-46 INCHES)
X-LARGE (TO FIT CHEST SIZES 48-50 INCHES)
XX-LARGE (TO FIT CHEST SIZES 52-54 INCHES)
10.17 Labels and Warning
Labels and warning note shall comply with NFPA 1971 (2000 Ed.). The
manufacturer shall print each size under Section 9.16 on the pertinent coat label.
The print shall be as permanent as label. Additional size label shall be affixed on
the shipping bag.

The manufacturer shall provide clear and elaborate instructions on cleaning with
each shipped coat.
10.19 Maintenance Instructions
The manufacturer shall provide clear and elaborate instructions on gear
maintenance with each shipped coat.
10.20 Retirement Instructions
The manufacturer shall provide clear and elaborate instructions on gear retirement
with each shipped coat.
10.21 Identification Letters
There shall be letters centrally positioned above the upper trim of each coat (refer
to paragraph 2.12 for location of upper trim). The letters shall be Scotchlite™
(same material as Section 10.12), 3 inch high, 1-½ inch wide and sewn on
approximately 1 inch above the upper trim. Saudi Aramco will specify the
quantities of coats that need to have the letter identification. The letter
identification are:

11 Protective Pants
11.1 Suspenders
Each pant pairs shall be supplied with suspenders of TPP not less than 35. Each
suspenders shall be packed in each pants' shipping bag.

11.5 Thermal Liner and Moisture Barrier Stitching/Total Weight
Thermal liner and moisture barrier shall be joined at borders with four thread lock
stitching using Nomex III thread of no less than tex 70. Quilting shall be of
Nomex III thread but not less than Tex 60. Thermal liner and moisture barrier
shall not exceed 10.5 Oz/Yd2.
11.6 Outer Shell to Thermal Liner and Moisture Barrier Detachment Method
The pant shall be constructed in a way that thermal liner and moisture barrier shall
be detachable from the outer shell. This detachment is necessary so that outer shell
can be cleaned (laundered) separately. The detachment method shall be zip type.
Deviation from the zip-type-detachment method shall be submitted in writing to
Fire Protection Department for evaluation and possible approval.
11.7 Sizing
Saudi Aramco provides chest - size ranges for coats. And, it is the responsibility of
the manufacturer to provide acceptable pants' sizing to match/compliment the
following letter sizes: S (Small: 28-30" waist X 29" inseam); M ( Medium: 32-34"
waist X 29" inseam); L (Large: 36-38" waist X 29" inseam); XL (X Large: 40-42"
waist X 29" inseam); XXL (XX Large: 44-46" waist X 29" inseam). Note: Refer
to 10.19 for take up strap spec which allows 4-inch waist adjustment.
11.8 Stitching
The stitching shall pass the requirements of NFPA 1971 (2000 Ed.). All outer shell
assembly seams shall be chain stitched for strength and shall be reinforced with
four thread lock stitching unless the seam is a felled construction with two needle
chain stitching. Stitching shall be of Nomex III thread and shall be no less than
size Tex 90. Attachments, Lettering, Reflective Trim, and Pocket shall be sewn
with lock stitching only and with Nomex III Tex 90 thread.

11.9 Fly Flap


Pant fly flap is for added protection from water, steam, and other hazardous
elements. The outside fly flap shall be constructed of two plies of outer shell
material with a center ply of moisture barrier and thermal liner as specified under
Section 10.3 and Section 10.4. The outside fly flap shall be double stitched to the
left side body panel and shall be reinforced at the top and bottom with bar tacks.
11.10 External Fly Flap
The external fly flap shall be grown on the left front body panel beginning at the
waist and extending down to crotch area approximately 11 inches. Fly flap shall
be 6 inches wide at top, tapering to approximately 1 inch width at the crotch where
it will be further reinforced with a bar tack. Additional thermal liner and moisture
barrier as specified under Section 10.3 and Section 10.4 shall be stitched to
underside of outer flap and extending additional 3-½ inches into the inside of the
left front body outer shell. This aforementioned thermal liner and moisture barrier
shall be stitched to outer shell permanently per Sections 9.4 and 9.6.
11.11 Fly Flap & Pant Front Closure System
The pant shall be closed by means of 2" wide hook on the right pant front and 2"
wide pile (Velcro) on the inner side. The Velcro shall extend to the full length on
the pant fronts and shall be bar tacked at ends. Fly flap covering mechanism shall
be double stitched on right front such that it closes over left front. The final
closure system shall be positive type using a Hook and "D" ring. The "D" ring
shall be affixed with 2 leather-reinforced rivets. Opposite of the "D" ring, a
corresponding snap hook shall be set with 3 leather-reinforced rivets. A glove
snap shall be placed between the inside hook and "D" rings to assure proper
closure.
11.12 Crotch Bellow
A proper bellow shall be constructed at crotch area. Minimum 5-7" from fly end to
hips area and minimum 18 inches from approximately mid thigh to mid thigh
areas.
11.13 Scotchlite™ Trim
All trims shall be 3 inch wide lime/yellow Scotchlite™ NFPA 8987 reflective
material. Each pant shall have one of Scotchlite trim sewn on the outside of the
outer shell of each leg down the knee and above the heel cuff enforcement by
approximately 2 inches. Trims shall meet the requirements of NFPA 1971 (2000
Ed.).

11.14 Pocket
Each pant shall have two pockets. Dimensions shall be 9 inch wide by 10 inch
high by 2-½ inch (bellow) only at the rear part of the pant. Pockets shall be double
stitched and shall be located to provide accessibility. Two rust resistant metal
drain holes shall be installed in the bottom of each expansion pocket to facilitate
water drainage. The lower half of each expansion pocket shall be reinforced with
an additional layer of outer shell material. The pocket flaps shall be rectangular in
shape and constructed of two layers of outer shell material and shall measure 3
inches deeper than the pocket expansion and ½ inch wider than the pocket. The
upper pocket corners and pocket flaps shall be reinforced with bar tacks. The
pockets flaps shall be closed by means of hook and pile fastener tape. Two pieces
of 1-½ inches by 3 inches hook fastener tape shall be installed vertically on the
inside of each pocket flap (one piece on each end). Two corresponding pieces of
1-½ inches by 3 inches pile fastener tape shall be installed horizontally on the
outside of each pocket near the top (one piece on each end) and positioned to
engage the hook fastener tape.
11.15 Leather Cuff Enforcement
The cuff area of the pant heel ends shall be reinforced with grey suede leather. The
cuff reinforcement shall not be less than 2 inches in width and folded in half,
approximately one half inside and one half outside the end of the legs for greater
strength and abrasion resistance. The cuff reinforcement shall be double stitched
to the outer shell.
11.16 Engagement of Heel Areas
Proper detachment mechanism shall be properly integrated at heel areas for
disengagement. This feature is important so that the thermal liner and moisture
barrier can be detached from outer shell for cleaning.
11.17 Knee Reinforcement/Cushioning
9 inch wide by 11 inch high knee reinforcement shall be lock stitched to outer
shell. Material shall be pearl grey suede leather. Facing shall be "Criss Crossed"
to prevent slipping. The knee shall have closed cell cushioning in the liner and be
of bellows design for ease of movement.
11.18 Waist Band
The waist area of the pants shall be reinforced on the inside with a separate piece of
outer shell material not less than two inches in width. CROSSTECH coated
Kevlar shall be sewn to the back of the waist band reinforcement so as to be
sandwiched between the outer shell and the waist band reinforcement. The waist

band shall be shaped to rise slightly in the back above normal level of the waist to
ensure the pants will not be drawn down in back while crawling or bending. Eight
rust resistant suspender buttons shall be anchored to the upper portion of the waist
band. Four shall be installed in the back and four shall be installed in the front and
shall be compatible with commercially available fire fighter suspenders. All
suspender buttons shall be reinforced with leather on the inside of the waist band.
11.19 Take up Strap for Waist Size Adjustment
There shall be take up straps made of two layers of outer shell material. It shall be
positioned centrally on the waist band at the back side of the pant. One strap shall
have heavy duty stainless steel rings. The bases of the straps shall be reinforced
with leather on the inside of the waist band and shall be bar tacked for extra
security and long life. The length of the straps shall be sized to allow at least 4-
inch adjustment.
11.20 Labels and Warning
Labels and warning note shall comply with NFPA 1971 (2000 Ed.). The
manufacturer shall print each size under Section 10.7 on the pertinent pants label.
The print shall be as permanent as label. Additional size label shall be affixed on
the shipping bag.
11.21 Cleaning Instructions
The manufacturer shall provide clear and elaborate instructions on cleaning
shipped with each pant.
11.22 Maintenance Instructions
The manufacturer shall provide clear and elaborate instructions on gear
maintenance shipped with each pant.
11.23 Retirement Instructions
The manufacturer shall provide clear and elaborate instructions on gear retirement
shipped with each pant.
11.24 Pant Leg Water Dam
The legs shall be equipped with a water dam at the boot interface. CROSSTECH
shall be sewn (4 needle lock stitched) to the inside of the leg of the outer shell
approximately 3 inches from the cuff. The loose end shall be elasticized to provide
a snug fit at the boot.
