Program/Agenda

I. Objectives
The meeting aims to:
 finalize the TOR of TWG on AFCC;
 formalize the formation of TWG on AFCC at the local
level;
 consolidate and finalize the AFCC Indicators; and
 discuss issues and concerns pertaining to the
development and implementation of AFCC Indicators
in the project areas.

II. Expected Results/Outputs


The workshop is expected to achieve the following
outcomes/outputs:
 Finalized TOR or TWG on AFCC
 Officially formed the TWG on AFCC at the local
level
 Consolidated the AFCC Indicators
 Identified the next steps

I. Introduction
COSE, through the support of Misereor, currently
implementing a 3-year project titled, Enhancing Social
Accountability towards Responsive and Age-
friendly Local Government Units of Leyte and
Bulacan, Philippines. The project aims to contribute to
an improvement in the living situation of disadvantaged
older people in 10 target municipalities. Specifically, it
aims that:

1. The capacity of older persons’ federations in public


policy monitoring has been strengthened in 10
municipalities;
2. The delivery of programs and services for older
persons has been improved in the target
municipalities;
3. The number of older persons who benefit from the
programs and services of age-friendly
cities/municipalities has increased; and

4. The well-being of abandoned older persons in


residential care facilities has improved.

COSE has been working with various Local Government


Units (LGUs) to promote the well-being of older persons.
COSE realized that it is the right time for us to develop a
more comprehensive framework & indicators of age-
friendly cities and communities that could be a guide for
the local government units in the Philippines. COSE
already started a few initiatives as follow:
a. Age-friendly Municipalities Award
In 2014, COSE launched the Age-friendly Municipalities
Award to recognize the local initiatives of various Local
Government Units that ensure the welfare of older
persons reflected through their programs, services, and
policies implemented in their municipality. The award was
held in commemoration of COSE’s 25th Anniversary
Celebration. Municipalities/Cities who received the award
were Municipality of Medellin in Cebu Province;
Municipality of Maramag in Bukidnon; Municipality of
Carmona in Cavite; the City of Valenzuela in Metro
Manila; and the City of Paranaque in Metro Manila.
b. Multi-stakeholders Dialogue
COSE in partnership with the Department of Social
Welfare and Development (DSWD) held a nation-wide 2nd
Multi-stakeholders Dialogues on Older Persons on June 5-
6, 2018 at the BSA Twin Towers, Ortigas, Metro Manila.
The dialogue discussed various issues and concerns of

older persons that include age-friendly cities and


communities.
As result, the participants were able to form a technical
working group on age-friendly cities and communities
and identified key indicators of age-friendly cities and
communities, however, it requires further discussion to
deepen and finalize the identified indicators.
c. Collaboration with the National Commission of Senior
Citizens (NCSC) and World Health Organization
(WHO)
COSE is committed to promoting age-friendly cities and
communities in the Philippines but it also recognized the
reality that it cannot happen without the involvement of
key agencies and various organizations. Therefore, COSE
established a partnership with NCSC, WHO, and other
stakeholders in promoting age-friendly cities and
communities in the Philippines, wherein they will work
together towards the formulation of a nationwide age-
friendly cities and communities’ framework. As the initial
realization of the partnership, COSE, NCSC, and WHO
initiated the formation of a stronger Technical Working
Group on Age-friendly Cities and Communities, where
Terms of Reference (TOR) was already drafted and will
only be approved by the TWG soon.
d. Open Space Workshop on Age-friendly Cities and
Communities

The workshop is another initiative as a result of the


partnership between COSE, WHO, NCSC, and other civil
society organizations and government agencies. The
workshop was held on November 18-19, 2021 via online
or ZOOM. It was attended by various organizations,
agencies, companies, volunteers, and others. The
workshop discussed different issues and concerns, good
practices, and even recommendations leading to the
formulation of key indicators of age-friendly cities and
communities.
e. Regional Workshop on Age-friendly Cities and
Communities (Batch 1 & 2)
In partnership with the 10 Local Government Units in
Leyte – Tacloban City, Palo, Tanauan, Tolosa, Villaba,
Matag-ob, Isabel, Kananga, Merida, and Ormoc City,
COSE held the 2 Batches of Regional Workshop on Age-
friendly Cities and Communities (AFCC) on December 5-
6, 2021 & December 9-10, 2021. As result, the workshop
drafted the indicators of an age-friendly cities and
communities and formed the Local Technical Working
Group (LTWG) on AFCC with main responsibility of
finalizing the indicators and monitor its implementation.
The Local Technical Working Group (TWG) on AFCC was
formed to generally craft the AFCC indicators and guide
LGUs on its adoption and implementation.

II. Objectives
Specifically, the TWG aims to:
1. Develop the age-friendly cities and communities’
indicators;
2. Formulate the guide on how to implement the age-
friendly cities and communities’ indicators at the
local level;
3. Guide the Local Government Units in the
implementation of age-friendly cities and
communities; and
4. Document the experiences of LGUs in the
implementation of age-friendly cities and
communities.

III. Roles and Responsibilities


The Technical Working Group (TWG) on AFCC will function
based on the following roles & responsibilities:

1. TWG facilitates meeting and leading discussions


inviting inputs to members of TWG and members
2. TWG formulates minutes of meetings transpired
during the meetings
3. TWG develops the age-friendly cities and
communities’ indicators
 finalize the indicators of age-friendly cities and
municipalities

4. TWG formulates the guide on how to implement the


age-friendly cities and communities at the local level

5. TWG will guide the Local Government Units in the


implementation of age-friendly cities and
communities
 Lobby the AFCC concept to the legislators at the
local level
 Attend the TWG meetings at the national level

V. Membership Criteria
The TWG membership will adhere to these criteria:
 Representative from an LGU and CSOs
 Able to read and write
 Willing to be trained
 With good sense of leadership
 With Knowledge and expertise on the ageing related
issues/concerns
 Must have the willingness and commitment for the
realization of programs/projects for the age-friendly
municipality
 She/he must have an integrity

VI. How TWG Operates


The TWG will operate according to the following:
 meet either virtually or in-person on a monthly basis;
 will hold emergency meetings when the need arises;
 receive the meeting agenda and supporting papers no
less than five days in advance of the meeting from the
Secretariat;
 the meeting must be facilitated based on “consensus”
and consultative principles;
 SMART principle must be applied at all
activities/actions;
 record/document meetings; and
 must conduct an assessment and consolidation of
reports.
