Administrative Officer, ROV introduced the
participants in this Regional Seminar/Workshop.
The Division of Catanduanes, composed of 17
participants; Division of Masbate Province,
composed of 27 participants; Division of Sorsogon
Province, composed of 38 participants; Division of
Iriga City, composed of 10 participants; Division of
Legazpi City, composed of 10 participants; Division
of Albay, composed of 60 participants; Division of
Camarines Norte, composed of 36 participants;
Division of Camarines Sur, the largest division,
composed of 87 participants; Division of
Catanduanes, a total of 344 participants.

In behalf of SDS Ma'am Socorro V. Dela Rosa, ASDS


Melchizedek C. Tongco delivered the welcome
remarks, acknowledged the presence of guests and
participants and explained the purpose of the
activity as follows: to identify accomplishments of
CY 2022 and work on targets for the next year 2023;
look into targets vis a vis the actual
accomplishment.

the hall that can accommodate us all, is still to be built.
Better to hold this activity here in Legazpi City to
accommodate and give you a better working place. We are
so glad to host this Seminar Workshop for the Preparation
of the CY 2022 Year-End Financial Reports and be able to
provide you with the amenities that can help you, working
on the things that you are supposed to work on especially
when we identify our accomplishments for the past year
2022 and look into our targets for the next calendar year
2023. This is not an easy task and we know for a fact that
when we talk about budget, everything is needed to be
considered. And so Tabaco City Division hope to provide
you with all the comfort that you will have to the best
possible that we can. I welcome you all to this activity and
hope you are going to have a productive 3 days.”

were the technical people we must
respect because, iyo ini ang matao nin
giya para sa saindong mga year end
reports.”

“It is quite understandable since DepEd


focus, is of course on education, but in the
course of time we see the lights blur. The
local government cannot leave the efforts
of literacy. If there is one thing that the
pandemic taught us, it is that our respective
institutions, has highlighted the
importance of working interdependently
instead of independently.”

“This is about the workshop on the Preparation of the


year-end Financial Reports. But this is just one thing,
what is important now are lessons learned in the past
years of what we’ve done and what we got from our
partners. Apply recommendations and suggestions that
we got, so that by 2023 we will not be repeating what has
been committed in the previous years. Because if it is
repeated again and again without learning, it’s like,
“sirang plaka”. So, that is one that I would like to appeal to
all financial people here in the Region and the Schools
within the Divisions.”
“I wish that everyone will have a good start for 2023,
because it is better to start right, so that you will end it
right as well. This is an opportunity for you to market
practices from other divisions from other schools on how
we can really maximize utilization of budget in a proper
way. I wish you all the best for 2023, we hope that we can
surpass our previous records in the obligations and
disbursements of funds for 2023.”

seminar workshop:
Facilitate the preparation, reconciliation of intra-
agency Fund Transfer covering SDOs & Implementing
Units.
Be updated on policies and procedures on Financial
Reports (FRs).
Discuss and disseminate uniform implementation of
2023 procedures and policies.
Address other related financial issues and concerns.

“For the coming three days, please listen


attentively, take down notes, and ask
questions after the discussion.”

"We expect to facilitate the preparation,


reconciliation and ensure the submission of
updated, accurate, “hindi tsambahan”, complete
financial and budgetary reports as of December 31,
2022. Updated means up to December 29 or up to
even December 30-31 if applicable. We consider
December 29 as the longest day here in DepEd. If
you have already closed, “Open the Close”. You
have to facilitate the reconciliation of intra-agency
fund transfers covering the Schools Division Office
Proper and that of the Implementing Units, we
have to be updated on policies and procedures on
the Fund Release System, but there is no available

guidelines yet of the system for 2023. We have to


discuss and disseminate the uniform
implementation of 2023 procedures and policies,
and we have to address other related financial

“In accordance with general provisions in section 7 of the 2023 GAA, appropriations shall be made
available for the release of application for PS including RLIP, its validity, is until one year, so it is only
until December 31, 2023. For MOOE and Capital Outlay, both infra and non-infra it has a two year
validity so it is until December 31, 2024. It is expected that next year we have continuing appropriations
automatically if not all were disbursed. But just to remind, we still aim for a one year implementation.”
“Release of funds shall be in accordance with the targets set forth under the DBM Budget Execution
Documents (BEDs) consistent with the FY 2023 GAA prepared and submitted by agencies thru URS.”

Property unit shall obtain the latest RPCPPE,
while Accounting Unit shall update the PPELCs.
Physical count shall be recorded/ documented
daily in a standard Inventory Count Form (ICF).
During inventory taking, inventory shall state
clearly in the ICF the condition of PPEs.
All PPE items counted shall be tagged with new
property stickers, and RCPPE must be prepared
in 4 copies (for COA, Accounting Unit, Property
Unit & Inventory Committee).

COA Circulars that were relevant to DepEd:

COA Circular 2022-001 - Supplemental accounting


guidelines on the Recovery of Accounts previously
written-off as prescribed under: COA Cir. 2016-005 – 2
conditions to be considered dormant: 1.) the balances
remain inactive in the book of accounts for 10 years or
more; 2) settlement collectibility of this balances to no
longer be ascertained

Requisites for write-off:


1. Filed by head of agency e.g. (DepEd – RD).


2. The request must be for a dormant receivable
account, unliquidated cash advances and fund
transfer.
3. The agency must have exerted all possible remedies
to collect the receivable and to demand liquidation
of cash advances and fund transfers.
4. Supported by the required documents as provided
under COA Cir. 2016-005.

1. Obligation to Withhold on Purchase of Goods and Services-
supplier of goods and services can be VAT or non-VAT
registered;
2. Revenue Memo Cir. No. 67-2021- 2 types of withholding
taxes: income tax & sales tax.
3. Clarification on the computations of withholding taxes and
other requirements (RMC No. 23-2007).
4. Pertinent BIR Forms & Due Dates.

Due Dates:
BIR Form 0619E, 1600VT & 1600PT-on/before 10th day of the
month following the month in which the withholding was made

1601EQ-not later than the last day of the month following the
close of the quarter during which withholding tax was made.

Purpose: Record and keep track budget related
transactions; facilitate monitoring of the status and
balances of appropriations, allotments and obligations

Features: User-friendly screens, Inclusion of pre-


packaged expenditures based on the Revised Chart of
Accounts (RCA), Inquiry on Balances of Appropriations
and Allotment, Special Allotment Status, Sub Allotment Enhanced Electronic New Government Accounting
Advice Status, Obligation Status (ORS Section C) and Systems (eNGAS):
Obligation Incurred Balances, etc). Purpose: To ensure correctness, reliability, completeness
and timeliness in recognizing government financial
Reports: Detailed Breakdown of Obligations; Registry of transactions and to generate financial reports in
Allotments, Obligations and Disbursements (RAOD); accordance with the International Public Sector
Registry of Budget Utilization and Disbursements; Accounting Standards (IPSAS), Revised Chart of

Consolidated Reports for Submission includes the

For Regular Fund:


- Submit consolidated report on unliquidated cash
advances breakdown per year (IUs reports will be
consolidated by SDO Proper).
- For receivable reports, identify the type of
transactions and the reason why it was unliquidated.
- Consolidate report of receivables, breakdown per
year must tally with the reported in trial balance.

For Provident & Trust Fund:


- Annex A, A-1 and B must be submitted Mid-Year,
Google link shared with SDO Accountants (include
data in report of loans, Cash Disbursement Receipt,
Reason of Delinquency.
- Report of unliquidated cash advance/receivable
report must have breakdown per year.)
Statement of Cash Flow:
- Replenishment of Negotiated MDS Checks (for BTr
use only).
- Liquidation of prior year’s cash advances Reminders:
- Purchases of inventories obligated/incurred in prior
years-deleted.
January 20, 2023 – deadline of all
reports in the Central Office.

“This is one of the foundations of a sound organizational and fiscal


management, the Regional Seminar-Workshop on the Preparation of
Calendar Year 2022 Year-End Financial Reports.”
“I have been emphasizing this to the budget officers that I wish
after this year, on the first and second quarter of the fiscal year, I
hope that the continuing appropriations be utilized first and don’t
take it any further up to 3rd and 4th quarters because if the current
and continuing appropriations were utilized at the same time it will
be very difficult for us to monitor the usage of those funds. This is
very important as reports will provide us the information part of
Financial Performance and Position that is vital in chartering the
reports in the coming years. It is also a window to show our
transparency in managing the people’s fund. Every year we are held
to be accountable of the “Pera ni Juan”, mostly in the sector of
Education. It is our duty to inform not only the management, how we
manage the budget and expenditures and how we address the risk,
issues and concerns to effectively deliver our outputs. We must take
immediate action on the AOM’s, suspensions, disallowances and
charges issued by the Commission on Audit because we are mandated
to settle the finality of at least 40% of AOM’s for suspensions,
disallowances and charges, for us to qualify in the Performance
Based-Bonus.”

“Magandang hapon po sainyong lahat. I don’t

kinalabasan ng ating pag hohosting and
maraming salamat, yun ay dahil po sa inyong
lahat dahil kung wala po yung iisang pagkilos ng
team wala pong ganung na mangyayari.
Nagpapasalamat kami ni Sir Mel, kasama ang iba
pang mga kawani ng Schools Division of Tabaco
City sa hindi ninyo pagbibigo sa sangay sapag
host ng ganitong uri ng hosting. Tama rin nga
naman, nahihirapan ang susunod na mag hohost
ng anomang regional events lalo na yung
sinusundan ay ganun kaganda, kasuccessful at
makikita mo talaga na lahat ay tumulong, lahat
ay nagtrabaho para maging matagumpay ang
trabaho na inatang sa atin ng Regional Office. So
we are again, “Dae man ako mataram na sige
sana akoon ta sana”, pero I also thankfully,
hopefully make to host also another event siguro
dae man madalian. Although yung adrenaline
rush pagmadalian talagang mas maganda ang
kinalalabasan gustong gusto lahat pero just the
same pag nabigyan ng enough time mas lalo
pang maganda ayusin natin. Mahirap ng ganun
ulit if ever we will be hosting another event. But
again, with your help, I know that this is not
impossible. Nalagpasan natin at naipakita natin
sa kanila ang ating kakayahan at maaari pang
gawin sa mga susunod na gawain. So maraming
maraming salamat. Kung hindi po sa tulong
ninyo, hindi po malalaman ng karamihan na ang
SDO Tabaco City ay may kakayahan mag host ng
ganung uri ng gawain Region wide. Hopefully
wag nang maganap sa Central Office. Wish lang
natin. But I know na at least napatunayan natin
sa kanila na sa iisang pagkilos, sa cooperation at
collaboration, tagumpay ang naging resulta. So
maraming salamat po sainyong lahat.”
