PROPOSAL
The State is compelled
Raymond Palatino House Bill
No. 4353 or the Andres
Bonifacio Act of 2011 is
described as "a novel measure
that aims to strengthen the
values of nationalism and
patriotism among the youth
through the teaching of
subjects on Bonifacio."
House Bill 4353, a
subject would be included in
tertiary education that will
teach the life, works, and ideals
of Bonifacio, who is historically
well known for being the
"Father of the Katipunan" that
led the country to revolution
against the Spaniards in the
late 1800s.

Neri J. Colmenares and Carlos
Isagani T. Zarate have filed
House Bill No. 3431 House Bill
3431 declares Bonifacio, the
founder of the revolutionary
group Kataastaasang,
Kagalanggalangan Katipunan
ng mga anak ng Bayan or KKK
to fight the Spanish colonizers
in the 1800, as the National
Hero. It seeks to bestow the
title to the Supremo of the
Katipunan since no law officially
gave that to Jose Rizal.
ARGUMENTS
to provide an educational
system that lays emphasis on
the love of the country, the
lives and achievements of its
heroes and martyrs, and the
forces that make its history
unique. "The government
should inculcate patriotism and
nationalism, foster love of
humanity, respect for human
rights, appreciation of the role
of national heroes in the
historical development of the
country, teach the rights and
duties of citizenship,
strengthen ethical and spiritual
values, develop moral
character and personal
discipline, encourage critical
and creative thinking, broaden
scientific and technological
knowledge and promote
vocational efficiency,"
HB 3431, once enacted, shall
mandate the Department of
Education (DepEd) and the
Commission on Higher
Education (CHED) to "ensure
that the life and heroism of
Bonifacio is integrated in
elementary, secondary, and
tertiary curriculum.
There has never been
legislation declaring a national
hero. Instead there was only a
number of proclamations that
gave recognition and honor to
a few historical figures for their
contribution to society, the
most famous of whom are Jose
Rizal and Andres Bonifacio,”

House Bill 1181 is an updated
version of 15th
Congress' House Bill 4353, filed
by former Kabataan
Representative Raymond
Palatino, which sought to
introduce a similar course only
on the collegiate level.
The bill did not pass the

In July, Kabataan
Representative Terry Ridon also
filed a bill of a similar name,
but it only seeks to
institutionalize the inclusion of
a course on "the life, works,
and ideals of Andres Bonifacio"
in the curricula of all high
schools, colleges, and
universities in the country.

their explanatory note.
Twenty years ago, Colmenares
and Zarate said, a National
Heroes Committee was created
through Executive Order No.
75 to study and evaluate

prominence and recommend
them as heroes “to recognize
their sterling character and
remarkable achievements for
the country.
It is saddening that Congress
has not yet held even a single
hearing for Bonifacio, even as
the nation celebrates his 150th
birth anniversary tomorrow. Is
this a reflection of how our
legislators value Gat Andres? I
hope not,” Ridon said in a
statement Friday.
