1.0 PURPOSE

The purpose of this method statement is to provide the guidelines for 33KV GIS installation and associated
activities to satisfy all the relevant specifications and requirements.

2.0 SCOPE

This procedure shall be applicable to installation and testing of 33kV switchgears (GIS). The Procedures also
covers installation and testing of 33kV GIS under the project .

4.2 DEFINITIONS

Company : This shall mean Gulf for building & Construction or it’s nominated representative

Consultant : Shall refer to hill international.

Contractor : This shall mean Elsewedy utilities

5.0 ROLES & RESPONSIBILITIES

5.1 Project Manager

He shall be responsible for overall execution, administration, monitoring and control of the project as per the
contractual requirements including but not limited to:

 Managing all interfaces with Client and RAY Management.

 Assess manpower, equipment and other resources required to achieve targets set and co-ordinate with

RAY Management for obtaining necessary resources for the project and deploy as required

 Coordinating for all the procurement and subcontracting activities related to the project.

 Monitor the actual progress of the work against planned program.

 Analyze deviation or change of contract scope in coordination with Discipline Engineers.

 Identify Training needs and Coordinate for fulfilling the Training Requirements.

5.2 Project Engineer


He shall be overall responsible for safe execution of the complete activity including, but not limited to:

 Organizing tools and equipment required to the work site

 Assigning work crew.

 Sequence of activities to be carried out for the work as per this work procedure

 Stage Inspection & Surveillance.

 Stage Inspection & Surveillance.

 Ensure all safety Regulations are followed as applicable.

 Contract specific requirements for installation and testing of earthing system, if any specified shall be

identified and the requirements of such specification shall prevail in addition to the non-conflicting

requirements of this procedure.

5.3 Contractor Engineer

 Toolbox talks with the concerned work force prior to start of the work is a mandatory requirement.

 Ensure that relevant permits applied and obtained prior to the commencement of work.

 Assigning a competent work crew.

 Organizing tools and equipment required to the work site.

 Ensure all PPEs are available with all the workers involved in the work.

 Inspection of all works at every stage.

 Ensuring the sufficient First Aiders and Fire Wardens are available with the crew.

 Ensure all Safety Regulations are followed as applicable

6.0 ASSOCIATED REQUIREMENTS

6.1 HSE Requirements

 Ensure toolbox talks are conducted as per activity risk assessment.

 Permit to work system shall be followed with due care wherever applicable.

 Ensure all PPEs are available with all the workers involved in the earthing related works

 All required equipment and tools should be checked before start of work for suitability and integrity.

 Ensure that the work is done under the supervision of Supervisor I Engineer.

 All necessary tools are to be taken along once and for all till the completion of the work.

 Adequate drinking water should be provided to the work force.

 Incidents I Accidents if any shall be reported to concerned authorities in the prescribed written format.

 6.2 Equipment’s, Tools, and Measuring Instruments:

 Moulds for Exothermic weld.

 Flint gun for firing (Inspector Required for one joint at least)

 Hack Saw Frame with blades

 Cleaning scrapper

 Tape cleaning brush

 Fire blanket & Fire Extinguisher

7 PROCEDUR

7.1 Receiving
· 33kV GIS is either collected from the stores or received directly from the manufacturer's works. The
equipment shall be inspected (verify with purchase order, Delivery order, specification & FAT) for any
abnormalities and damage. In case of any damage, it is reported to manufacturer for necessary action.

7.2 Preparatory of Work

 Ensure the floor opening for the power I control cable as per the approved I AFC drawing.

 Ensure the 33 kV GIS base frame channel is fixed as per approved Drawing.

 Ensure the temporary closing of all opening such as cable, windows and doors.

 Ensure all the floor openings are supports from the bottom by using scaffolding materials.

 Ensure completion of the civil work and obtain necessary clearance.

 Ensure the cleanness of the room free from dust and other.

 Obtain the necessary clearance from MJEC/DEC for shifting the equipment to the room.

 Mark the GIS location as per the approved drawing.

 Cordon off area around installation locations for restricting access to unauthorized personnel and fix

signs on substation doors "NO ACCESS TO UNAUTHORISED PERSONNEL".

 The environment within the switchgear rooms shall be kept to acceptable limits to allow equipment

storage

 Proper Ventilation & lighting shall be provided inside the 33KV GIS Room/ Sub-station.

 GIS room screed shall be completed before moving the switch gear to the room.

 I 3. Erect a temporary off-loading platform (using scaffolding materials for a site of 6 Mtr Length & 6 Mtr

Width) along with the off-loading platform for easy handling of GIS if permanent loading platform not

ready/available.

7.3 Transportation of 33kV GIS to the location

Following precautions shall be taken care before transportation of Switchgear to site

 Ensure the proper access road to reach the offloading platform of 33 kV GIS room

 Arrange the necessary trailers & suitable crane (25T) to load from store yard or unload the equipment at

site.

 Equipment shall be transported from store to the erection site by using proper material handling

equipment

 and tackles in a safe way and shifted to the required area. Use the lifting hooks only for lifting the panel.

 Identify the correct packages based on the arrangement in the GIS room which will be taken first.

 Switchgear shall be supported properly during the transportation from stores to site or directly to site.

 Check impact recorder is attached to Switchgear assemblies transported from factory to site. The

recorder shall be operative from the time of packing to the time of un packing at site and shall record an

uninterrupted record of all registered data. The recorder shall be sealed and the seal shall be broken in

the presence of MJEC/DEC. Interpretation of the readings registered in the impact recorder shall be

furnished to MJEC/DEC.

7.4 Assembly & Erection of 33kVGIS

 I. Refer to the installation procedures of the manufacturer.

 2. Place the 25 Ton crane in front of the 33 KV GIS room.

 3. Position the trailer as near the Crane.

 Unload the 33KV GIS package from trailer and place the packages in the identified area near the crane.

 Unpack the Accessories and shift the same to inside 33 KV GIS room.

 Store the accessories in the wooden racks provided in the GIS Room.

 Unpack the package of the 33 KV GIS.

 Remove all the unpacked wooden materials & shift to scrap yard or identified area.

 Check the equipment for any damage and verify the bay no against approved drawing.

 Lift and place the GIS on the pallet trolley, which is located on the off loading platform. (Hand Rail of plat

form is not yet installed).

 Move the GIS by using pallet trolley and bring the same to the location as per the equipment layout.

(Door

 threshold not yet installed).

 Off load the GIS from pallet trolley and place over GI pipes.

 Move the GIS to its position as per the marking done on the GIS room.

 Remove the GI pipes and place the GIS on the floor.

 Check the alignment & verticality.

 Check the clearance with wall as per the approved equipment layout.

 Position the GIS and fix the same permanently in the embedded channel.

 Repeat the steps 7 to 17 for consecutive bays and couple with the bay installed.

 Tighten the interconnecting bolts of GIS.

 Couple the GIS bus bars one by one.

 Check the contact resistance measurement value.

 Secure the GIS with floor embedment.

 Mount the loose items I accessories on the GIS.

 Complete the bus wiring as per the approved drawing.

 Couple the earth bus bar of the each bay.

 Provide the Earthing I Grounding for the GIS according to the Approved earthing layout drawing.

 Check the tightness of all terminal bolts & nuts.

 Clean the surrounding area.

 Fill the SF6 gas for the bus bar components as per the Manufacturer Recommendation.

 Release the GIS for testing activities.

 Personnel working on 33kV should be aware of SF6 Gas.

7.5 Pre-commissioning Tests

 Check that there is no damage to the bushing sheds during installation.

 Ensured that all the test equipment have valid calibration certificate.

 Check that all control wiring has been made and is secure.

 Check that the control wiring gland plate shall be refitted and the water tight seal is intact.

 Check control cable glands shall be fitted correctly.

 Check the SF6 gas pressure is at or above 0.5 bar gauge(normal working pressure at 20 degree

centigrade)

 Check that the legs shall be secured properly and anchored to the foundation.

 Ensure water tight seals are intact on the door.

 Insulation resistance check shall be carried out.

 High Voltage test for the switchgear shall be carried out with circuit breaker in closed state & in service

condition.

7.6 Electrical Connections

 The incoming and outgoing cables shall be connected as per the approved drawings I cable schedules.

 Termination shall be carried out using specified kits. Properly trained jointers shall only be used for HV

Cable termination.

 Inter panel wiring for control shall be carried out as per the approved wiring I termination diagrams.

 The control cabling for remote control and auxiliary power supplies shall be connected and terminated

as per the applicable drawings.

7. 7 Final Installation Check

 After completion of testing viz. Ductor Test, CB Test, CT Test, VT Test & Relay Test as applicable, the

switch gear shall be subjected to the final installation check. The checks I tests as indicated in the

construction check sheet for HV switch gear Form and Functional check sheet for HV switch gear shall

be carried out and the results shall be recorded.

7.8 Acceptance

 The results obtained during the testing shall be verified with records of routine Test Reports, if any,

provided by the manufacturer for conformance.

 On completion of checks I tests; the applicable test records shall be signed off by the Discipline QA/QC

Engineer I Test Engineer and the company Representative's signature shall be obtained on the records

for acceptance.
