1.0 PURPOSE

The purpose of this procedure is to describe the method of installation & Testing of L V AC Switch Gears, Panels
& Distribution Boards.

2.0 SCOPE

This procedure shall be applicable to installation and testing of L V switchgears viz., Power Control Centers,
Distribution Boards and Feeder Pillars of voltage 433 V and below. The Procedures also covers installation and
testing of LV Switchgears, Panel's & DB under the project

5.0 ROLES & RESPONSIBILITIES

5.1 Project Manger

He shall be responsible for overall execution, administration, monitoring and control of the project as per the
contractual requirements including but not limited to:

 Managing all interfaces with Client and RAY Management.

 Assess manpower, equipment and other resources required to achieve targets set and co-ordinate with

RAY Management for obtaining necessary resources for the project and deploy as required

 Coordinating for all the procurement and subcontracting activities related to the project.

 Monitor the actual progress of the work against planned program.

 Analyze deviation or change of contract scope in coordination with Discipline Engineers.

 Identify Training needs and Coordinate for fulfilling the Training Requirements.

5.2 Project Engineer

He shall be overall responsible for safe execution of the complete activity including, but not limited to:

 Organizing tools and equipment required to the work site

 Assigning work crew.

 Sequence of activities to be carried out for the work as per this work procedure

 Stage Inspection & Surveillance.

 Stage Inspection & Surveillance.

 Ensure all safety Regulations are followed as applicable.

 Contract specific requirements for installation and testing of earthing system, if any specified shall be

identified and the requirements of such specification shall prevail in addition to the non-conflicting

requirements of this procedure

5.3 Contractor Engineer

 Toolbox talks with the concerned work force prior to start of the work is a mandatory requirement.

 Ensure that relevant permits applied and obtained prior to the commencement of work.

 Assigning a competent work crew.

 Organizing tools and equipment required to the work site.

 Ensure all PPEs are available with all the workers involved in the work.

 Inspection of all works at every stage.

 Ensuring the sufficient First Aiders and Fire Wardens are available with the crew.

 Ensure all Safety Regulations are followed as applicable

6.0 ASSOCIATED REQUIREMENTS

6.1 HSE Requirements

 Ensure toolbox talks are conducted as per activity risk assessment.

 Permit to work system shall be followed with due care wherever applicable.

 Ensure all PPEs are available with all the workers involved in the earthing related works

 All required equipment and tools should be checked before start of work for suitability and integrity.

 Ensure that the work is done under the supervision of Supervisor I Engineer.

 All necessary tools are to be taken along once and for all till the completion of the work.

 Adequate drinking water should be provided to the work force.

 Incidents I Accidents if any shall be reported to concerned authorities in the prescribed written format.

7 PROCEDUR

7.1 Handling & Erection of switchgears & Panels - General

 Ensure that all civil works are completed and civil to electrical handover is done before starting the

installation activities

 Ensure air conditioning inside the switchgear room preferably before equipment is installed.

 Ensure temporary power connection is available for connecting up panel space heaters if required.

 Ensure the lighting in substation is adequate.

 Minimum working clearance as permitted by codes and standards should be observed.

 All floors are to be leveled to ensure suitable for installation and switch room floors shall be clean and

tidy before installation starts.

 Cordon off area around installation locations for restricting access to unauthorized personnel and fix

signs on substation doors "NO ACCESS TO UNAUTHORISED PERSONNEL".

 Ensure that necessary lifting gears, belts, spread bar of adequate capacity is available at site and before

shifting.

 Ensure that while handling, the panels are properly secured in truck and the loading on truck is within the
safe limits. Panels should be maintained in vertical position avoiding sudden shock I jolting. Panels shall
remain in crates.
 Panels should be offloaded from truck to leveled ground.
 Remove Switchboard from crates, leaving the packing on panels. Make lifting eyebolts accessible and
ensure the eyebolts are attached correctly.
 The switchboard sections should only be lifted by the lifting eyebolts provided, thus maintain the
switchboard in a vertical position and alleviating undue stress to the carcass.

 Always maintain the switchboard in a vertical position during handling and avoid sudden shock I am

jolting, which could damage the sensitive equipment in the switchboard.

 Force to move the equipment should be applied only to skid and leverage force should not be applied to

the panels.

 Ensure that when pushing or pulling operation, the front and rear of the switchboard sections are

stabilized to prevent inadvertent tripping.

 Lift the panel (without crates) using crane to the landing platform of the switchgear room. Lower the

boom and extend it maximum without the sling touching the door

 Lower the boom so that the panel is landed on to the Skid roller/Pallet truck/Pipe roller.

 Ensure that lifting gears, slings, spread bar are of adequate capacity.

 Tie the nylon belt, which is taken across the panel, to a hook chuck, or chain block and hold it tight.

 Remove the front side sling from the hook of the crane.

 Pull the nylon belt so that the panel will move inside the substation.

 After the complete panel is well inside the access platform, the rear side sling can be removed.

 Repeat the above procedure for subsequent shipping sections.

 Check foundation and base frames etc. are ready and matches with the layout drawing and manufacturer

recommendations.

 Check foundation frame with drawing for correctness of bolt fixing holes and correct level all through

the foundation frame.

 Make sure cutout is made on the foundation for cable entry etc. and doesn't foul with the equipment.

 Installation of switchgear shall be executed in accordance with the Manufacturer's recommendations.

 Only the correct size and type of tools shall be used in the erection of switchgear.

 Install the equipment on the foundation frame starting with center section matching with the central

lines already marked

 Ensure fixing bolts are used in every position that has been provided for them.

 Install balance section on either side of the center section.

 Before placing each section, check for any items such as sleeves I linings, bushings, trap wires, links,

packing etc. that need to be threaded or inserted before placing the adjacent section, ensuring that such

items are not tightened.

 Final placing of sections to either side of center section shall be under taken alternately with leveling

and skimming as required.

 Tighten each bolt, starting from the center section and working out wards at both sides.

 Final placing of sections to either side of center section shall be undertaken alternately with leveling and

skimming as required.

 Check serial Nos. and type of each unit against drawings to confirm whether it is as per the requirement

and also to ensure each section is placed in its correct position.

 As each panel is completed, checks shall be made to confirm that it is perfectly vertical. Between fixing of

sections , bus bars and insulators shall be checked to ensure that no strain is placed on them.

 Check for proper alignment and intactness of door gaskets etc.

 Ensure the anti-condensation heaters are energized at the earliest possible time.

 Ensure Bus bar contact surfaces and tee-off connector surfaces are clean on both sides before bolting;

after cleaning, faces shall be wiped with a clean rag to remove all dust.

 Only nuts, bolts and washers supplied with switchgear shall be used for bolting switchgear, bus bars etc.

 Ensure all connecting parts of busbar system are properly installed, bolts tightened, torque and marked

with the insulation cover correctly mounted.

 Thorough check in all compartments, cubicles, units, bus bar cubicle shall be carried out to ensure no

loose materials are left inside prior to pre-energization.

 In draw out type Switchgear panels, the modules I breakers are checked for easy insertion I withdrawal

and interchangeability wherever applicable and ensure door alignments.

 Ensure that the earth buses on the either side of the panel are connected to the main earthing grid.

 All the instruments, relays etc. should be tested as per the QCP check list prior to mounting.

 Ensure proper mounting of instruments, relays, meters, indication lamps, which are supplied loose.

 Incoming and outgoing cables shall be installed and terminated as per the approved drawings in

accordance with the Quality Control Procedure for Installation & Testing of cables.

 Ensure floor penetrations are sealed after cables are installed, by suitable polyurethane foam sealant if

required

 Ensure all the inter panel wiring is completed as per the drawing.

 Ensure to carryout touchup painting wherever necessary.

 Ensure that the equipment identification I labels are properly placed as per drawing.

 Carry out final checks up for completion of the installation.

7.2 LV SWITCHGEARS

7.2.1 Initial Checks

· Initial checks on the installed switchgear as detailed in the applicable section of L V AC Switchboard
Installation Check sheet Form shall be carried out and the results shall be recorded.

7.2.2 Ductor Testing

 The Ductor test for checking the contact resistance of the Circuit Breaker, Isolator and Bus Bar Joints

shall be carried out and the results shall be recorded in the test format.

7.2.3 Circuit Breaker Test

 When the switchgear is provided with circuit breakers, checks I tests as detailed in Circuit Breaker

Testing Report Form shall be carried out and the results shall be recorded.

 If the LV switchgear is provided with independent CT operated protection relays, other than integral

overloaded short circuit protection, then the tripping of the breaker through these relays shall be

checked.

7 .2.4 Electrical Connections

 The incoming and outgoing cables to the switchgear shall be connected as per the approved drawings.

 The terminations and glands provided shall be as per specifications.

 The control and earthing between sections, if any, shall be provided as per the applicable termination

drawings.

7.2.5 Earthing

 The switchgear shall be connected to the earth grid, at least at two different locations, using earth

conductors I cables as specified in the drawings.

 It shall be ensured that the earth continuity bar in the switchgear is installed properly and in connected

to grid earthing.

7.2.6 CT, VT and Relay Testing

 Current Transformers and Voltage Transformers shall be tested as per procedure and the test data shall

be recorded.

 The relays shall be tested in accordance with the manufacturer's instructions and I or in accordance

with specific procedures to be developed for testing of such relays. The test data shall be recorded.

7.2.7 Final Installation Check

 After completion of the testing as listed above viz., Ductor Test, Circuit Breaker Test, CT test, VT test and

Relay test as applicable, the switch gear shall be subjected to the final installation check. Checks I tests as

indicated in the applicable sections of the L V Switchgear Installation Check sheet shall be carried out

and the results shall be recorded.

7.2.8 Acceptance

 The results obtained during the testing of the L V AC switchboard shall be verified with the records of

routine test reports, if any, supplied by the manufacturer of the switchgear for conformance.

 On completion of the checks/tests the applicable test records shall be signed-off by the Discipline

Supervisor / QC Engineer / Commission Engineer. The Company Representative's signature shall be

obtained on the records for acceptance.
