MEMORANDUM OF AGREEMENT
(UTILIZATION OF M GRAND ROYALE SWIMMING POOL)

KNOW ALL MEN BY THESE PRESENTS:

This contract of agreement is made and entered into this 25 th day of November,
Catbalogan City, Samar, by and between:
The M GRAND ROYAL RESORT HOTEL & CONVENTION CENTER, a
privately-owned resort hotel and convention center located at Executive Heights,
Guinsorongan, Catbalogan City, Samar, represented by its owner MYLA MARTHA M.
CINCO, legal age; and
The SAMAR COLLEGES INC., a community-based, privately-owned learning
institution that provides quality basic, tertiary and graduate education to students of Samar
Island and its neighboring communities. Represented by MR. RHETT CAESAR L.
PICZON, Chairman, Board of Trustees, and College President, hereinafter referred to as the
SC.

WITNESSETH:
WHEREAS, the M GRAND ROYAL RESORT HOTEL & CONVENTION
CENTER., manages and maintain a Swimming Pool located at Executive Heights,
Guinsorongan, Catbalogan City, Samar, preferably for recreation and athletics.
The M GRAND ROYAL RESORT HOTEL & CONVENTION CENTER, has a
well maintained swimming pool that can be used as for water survival and swimming classes,
to College students taking up the BACHELOR OF SCIENCE IN CRIMINOLOGY at
Samar College, Catbalogan, Samar;
WHEREAS, the SAMAR COLLEGE has the College of Criminal Justice Education
that offers the BACHELOR OF SCIENCE IN CRIMINOLOGY where easier access to
able and interesting students could enroll in;
WHEREAS, the SAMAR COLLEGE and the M GRAND ROYAL RESORT
HOTEL & CONVENTION CENTER have agreed to collaborate in the implementation of
the BACHELOR OF SCIENCE IN CRIMINOLOGY program of SAMAR COLLEGE,
specifically in the offering and providing the required facility.
WHEREAS, the SAMAR COLLEGE and the M GRAND ROYAL RESORT
HOTEL & CONVENTION CENTER have agreed that the utilization of the swimming
pool and technical assistance that, M GRAND ROYAL RESORT HOTEL &
CONVENTION CENTER could provide to the Criminology students of SAMAR
COLLEGE will definitely improve the quality of instructional services to the above-cited
clientele.

NOW THEREFORE, for and in consideration of the foregoing, the parties hereto agreed on
the following terms and conditions:

I
TITLE AND SCOPE OF THE PROJECT
The project shall be entitled as the M GRAND ROYALE-SAMAR COLLEGE Joint
Educational and Physical Facilities Support Program.

II
OBJECTIVES OF THE PROGRAM
The Programs aims to:
1. Provide opportunities for wider and broader, as well as quality training in First Aid
and Water Survival to the students of College of Criminal Justice Education,
Criminology Program, through the joint Educational and Physical Facilities Support
Program;
2. Develop a system of technical and professional assistance for improving the quality of
Educational services and professional skills to interested clientele within the Province
of Samar, as well as its nearby provinces in the island;
3. Contribute toward producing the quality of Criminology Education graduates through
this consortium/cooperative program.

III
OPERATION OF THE PROJECT
Subject to the immediately succeeding paragraph, the project shall be jointly
implemented by the M GRAND ROYAL RESORT HOTEL & CONVENTION
CENTER and the SAMAR COLLEGE in accordance with their standing rules,
regulations and policies. The M GRAND ROYAL RESORT HOTEL &
CONVENTION CENTER shall provide the physical facility which shall serve as an
affiliate learning center and medium for the implementation of the subject.
SAMAR COLLEGE, on the other hand, shall serve as the cooperating institution
providing essential technical and professional expertise from its pool of highly-trained,
professional, licensed, and competent members.

IV
RESPONSIBILITIES OF M GRAND ROYAL RESORT HOTEL & CONVENTION
CENTER

The M GRAND ROYAL RESORT HOTEL & CONVENTION CENTER, in its regularly
managed and maintained pool, as the learning center, shall be obliged to:
1. Provide the required physical facilities, especially the swimming pool and other
equally important equipment’s, where classes will be held;
2. Maintain a safe and well-maintained facility of as the learning center;
3. Determine jointly with SAMAR COLLEGE ahead of fees or charges which will be
incurred by the Criminology students in the utilization of its physical facilities;
4. Regular conducts consultation with SAMAR COLLEGE concerning other significant
developments as regards the implementation of the program.

V
OBLIGATIONS AND RESPONSIBILITIES OF SAMAR COLLEGE

SAMAR COLLEGE shall be obliged to:

1. Provide the specially-arranged schedule of Criminology students for the subject First
Aid and Water Survival.
2. Provide professional, highly trained, licensed, and competent trainer’s or resources
persons.
3. Jointly supervise the implementation of the program at the learning center designated
by the M GRAND ROYAL RESORT HOTEL & CONVENTION CENTER, it being
the degree-granting institution;
4. Determine the salary and other form of remuneration of the facilities provided or
recommended by the M GRAND ROYAL RESORT HOTEL & CONVENTION
CENTER.

VI
PROGRAM DURATION
This agreement shall be effect for a period of one (1) year, starting from the First Semester of
School Year 2022-2023 to the First Semester of School Year 2023-2024 subject to renewal for
another year depending on the developments occurring between the contracting parties and
upon proper evaluation and mutual agreement of both parties. It maybe sooner terminated for
valid cause, provide that a 30-day written notice by anyone of the parties shall have been
served on the other; provide further that the ongoing academic program shall not be
prejudiced.
