Annual Congregational Meeting EY 2023-2024

July 23, 2023

The Congregational Meeting was held at the Church Sanctuary with an Opening Prayer by Elder
Dolores Manuel and Presided by the Church Council Chairperson, Marilyn Palma at 11:45 in the morning.

PROPOSED AGENDA (attached)

Motion #1 It was moved by Elder Dolores Manuel and seconded by Brother Leonardo Manuel
that the Proposed Agenda be approved.

REPORT OF THE ADMINISTRATIVE PASTOR

Motion #2 It was moved by Lay Minister Miguel Camposano Jr and seconded by Deacon Violeta
Dela Rosa that the Report of the Administrative Pastor be accepted.

Recommendation #1 Makumpleto ang ating WMS sa Misyon ng Diyos sa buwan ng Febrero,


Marso, Abril at Mayo 2023.

Discussion

1. It was noticed by the Vice Chairperson that the report of the Administrative Pastor is more
focused on Manila North Conference (MNC) support only. It even lacks local evangelism,
outreach and other activities which will enhance the spiritual growth of members. There must
be activities that will enhance the spiritual growth of members.
2. In this recommendation of the Administrative Pastor to pay the Wider Mission Support (WMS)
for February 2023 to May 2023. The Vice Chairperson replied, “where are we going to get the
amount to be paid for those months? The Financial book for EY 2022-2023 had been closed”. So
the Administrative Pastor reminded the Congregation of the Jurisprudence regarding WMS. And
if ever the said WMS will not be paid to the Conference, he will resign. The Vice Chairperson
requested that it should be put in the minutes that MNC must be “nabubuhay” to support the
church just like the Government who is supporting the Filipino people. The Secretary explained
that the Government is being supported by the Filipino people through the taxes which are
being deducted from employee salaries and not vice versa. Elder Evelyn Francisco replied that
“nakakalungkot naman na ang ating Pastor ay magre-resign dahil di babayaran ang apat (4) na
buwang WMS. Masakit pakinggan na may utang tayo na 4 na buwan sa WMS. Ibig sabihin ba ay
mas mahal ni Pastor ang MNC? Nakakalungkot.” UCM President Ernesto Pangilinan inquired if
MNC has amnesty, kasi ang gobyerno meron. The Administrative Pastor replied, if MNC will give
amnesty, other churches will follow. Eumira Nicole Francisco inquired on why the WMS was not
paid and even mentioned John 23. The reply of the Secretary is because the CSRD people failed
to separate the WMS weekly.

Motion #3 After a long discussion, Vice Chairperson Eljo Francisco and seconded by Lay
Minister Miguel Camposano Jr moved that the WMS for February 2023 to May 2023 be given
to MNC little by little until it is fully paid and that effective June 2023 the WMS will be given
faithfully.

Recommendation #2 Magtuturo sa Paaralang Linguhan sa taunan, hindi papalit-palit. May


mga pagsasanay at manual na inilalathala ang kumperensya.

Discussion

Sumagot ang CEN Chairpersom, Jenilyn Pangilinan, dapat po ay nabanggit ang bagay na ito sa
Council meeting pa lang. Busy po ang mga teacher, kaya tinitingnan po ang kanilang availability.
Ang mahalaga po ay ang pagtuturo. Napansin kasi ni Pastor na kung minsan ay walang nagtuturo,
minsan late ang teacher. Dapat ay may continuity ang itinuturo sa Sunday School kaya dapat ay
isang teacher lang sa loob ng isang taon. Nagmungkahi ang CEN chairperson na magkaroon ng
meeting si Pastor with CEN. Iminungkahi din ng Lay Minister na dapat ay nagtuturo ang mga
Elders, kung walang manual ay pagaralan ang Bibliya by Book.

Recommendatution #3 Maisulong na ang sulat para sa Donasyon (Solicitation Letter)para sa


mga kapatid, kaibigan at mahal sa buhay para sa paninimula ng Construction ng pagawain sa
simbahan.

This will be tackled during the report of the Christian Stewardship and Resource Development.
(CSRD)

Recommendation #4 Makabukas ng “Outreach sa lugar ng___________.

It is not necessary that we confine our plan to have an outreach at San Jose Heights and seems
not feasible due to distance. So, it was recommended that Bible Study be done at the houses of
members, (active and inactive) and of the newly baptized since some of their parents needs
evangelism. We can have evangelism, house to house visitation. We may even visit members
whom we have not seen/met for a long time. Lay Minister will do the initiative.

Recommendation #5 Sa paghahanda sa ika 49 na Anibersaryo ng simbahan, pagambag sa


bawa’t pamilya sa pag tatiles at pintura ng ating simbahan. Ang lupon ng Board of Trustees ay
gumawa ng plano para dito.

It was suggested that this recommendation be tackled after the report on Building Fund.

Recommendation #6 Sa mga gawain ng Kumperensya pagsumikapang may makadadalo sa


mga nakatakdang gawain.

It was mentioned that there will be a CYF Leadership Training. However, Airalyn Feliciano said
that CYF’ers are busy. . CEN Chairperson, Jenilyn Pangilinan said that it is not just that the
CYF’ers do not want to attend but it is a matter of availability Pastor replied, we are not just
sending, but maybe it is now the appropriate time to talk with MNC CYF President/officers. Vice
chairperson encouraged everyone to be united and continue the mission of the Church.

Motion #4 It was moved by Brother Leonardo Manuel and seconded by Sister Evelyn Francisco
that the report of the Administrative Pastor be approved with changes.

Christian Stewardship and Resource Development (CSRD)

A. Building Fund
1. It was noticed that the amount of donation for the Bulletin Board is only ten thousand
pesos (php10,000). However, the amount spend is php30, 167.00. Where did the
difference came from. It was requested that the council apologize and the amount which
was taken from the building fund be returned.

Motion #5 It was moved by Deacon Charlie Andrew Gatus and seconded by Elder Evelyn Francisco
that the amount of (php20,167.00) be returned to the Building Fund.
B. Plans and Budget presented by the Christian Stewardship and Resource Development
Committee (CSRD)

Motion #5 It was moved by Sister Eumira Nicole Francisco and seconded by Sister Airalyn Francisco
that the Plans and Budget presented by the CSRD be accepted.

Discussion

1. Considering that we have an obligation of php20,167 for building fund and php31,245.70 for
WMS, the amount of income must increase. This is where the importance of interrelated ECG
activities, other church activities and not just merely focusing on the giving of tithes. The
committees must help each other to generate more income for the church, more IGP’s and
cooperate with other projects of CSRD. This is a challenge to everyone.
2. It was noticed that the projected amount for tithes almost double the amount of the actual
tithes for the previous EY. The reply is, it was based on the actual tithes for June 2023 and was
changed by the Auditor who is not present at the Congregational meeting.

Motion #6 It was moved by CEN member Carlo Fernandez and seconded by Elder Evelyn Francisco that
the Plans and Budget presented by CSRD be approved with changes.

The Congregational meeting was adjourned by singing the doxology and closing prayer by Vice
Chairperson Eljo Francisco at 3:30 in the afternoon.
