Moderated caucus

Thank you for the recognition, chair.

We gather here today to discuss the use of force in civilian areas, and ways to prevent the issue.

Thailand, a non-nato ally and a founding member of ASEAN, has provided significant financial and
military help in to Ukraine. Apart from this, it proposes solutions for reducing the risks and the after-
effects of the war.

The delegate of thailand has already, in their previous speeches, proposed the formation of buffer
zones and the segregation of civilian areas from military ones. Apart from this, we also propose a
strong control over weapons of mass destruction such as NBC weapons, and the appointment of
neutral observers to maintain agreements and peacekeeping such as UN Peacekeeping Force, Red
Cross, etc. which would minimize the risk of war and its effects altogether in the first place.

Thailand also urges organizations like the NATO and ASEAN to ensure the upholding of laws such as
the IHL and the NPT, which play a critical role in wars, that countries like Russia have violated, as
stated by the US INSTITUTE OF PEACE AND THE ON THE OFFICIAL WEBSITE OF THE UNITED STATES
ITSELF.

Above all, again, Thailand advocates for strictly adhering to the humanitarian laws and abiding by
them, as it inevitably leads to fraternity and peace.

Lastly, it also promotes the protection of civilians and refugees, and providing a rapid passage for
humanitarian aid during times of armed conflict.

We must seek a world of peace, a world in which people dwell together in mutual respect and
work together in mutual regard, a world where peace is not a mere interlude of wars, but an
incentive to the creative energies of humanity.
Honourable chair and my fellow delegates,

Thailand has always considered the safety and security of not only its citizens, but of worldwide
citizens, as a whole, to be of utmost significance. Thus, we greatly condemn the occurrence of the
Russia-Ukraine war, because it not only jeopardizes global peace, but also threatens the life of
thousands of civilians.

Thailand strongly proposes that the countries directly involved in the war and those not involved, all
work collectively towards bringing an end to this war, ensuring the protection of our citizens and
their rights, and adhering to the humanitarian rights under the humanitarian law.

Thailand strongly believes in strongly following the humanitarian law, promoting an unimpeded
passage for humanitarian aid during armed conflict.

To address this global issue, Thailand has sent over 20,000…. This would strengthen thai ties with the
rest of the world in fostering world peace. ASEAN

By working collectively as a community towards this cause, we can and shall ensure worldwide
harmony and peace.
