SUBJECT: AN ORDINANCE REQUIRING BUSINESS ESTABLISHMENTS AND

COMMERCIAL COMPLEXES AND OTHER PLACES AND SPACES CONSIDERED
AS HIGH RISK TO INSTALL VIDEO SURVEILLANCE CAMERAS OR CLOSED-
CIRCUIT TELEVISION AND PROVIDING PENALTIES FOR VIOLATIONS
THEREOF.

Findings: The Ordinance is proposed to mitigate criminality and disturbance in the municipality
particularly on areas which have been considered as killing field. The High risk areas mentioned
in the ordinance are banks, pawnshops and other related places. The CCTV is helpful in
identifying the culprits on crimes of rubbery, murder and other criminal cases particularly that
the municipality has only a limited number of PNP personnel. The installation of the CCTV will
also be a big help in solving criminality in the locality.

Recommendation: WHEREFORE, in view of the foregoing, the committee respectfully

recommends for its approval.
