መግቢያ Preamble
በክልሉ ከተሞች መልካም አስተዳደርን በማስፈን WHEREAS, it becomes .necessary discussing and
የነዋሪውን ሕብረተሰቡ የልማት ተሳትፎና analyzing the Provisions for the urban centers
ተጠቃሚነት ባረጋገጠ መልኩ እየተመዘገበ administration Proclamation issued to correspond
ያለውን ሁለንተናዊ የልማት እድገት ከፈጣን the overall development growth, which ensures
የከተሞች እድገት እና አደረጃጀት ጋር ለማጣጣም the benefit and participation of the residential
የወጣውን የከተሞች አስተዳደር አዋጅ society in the development, with the rapid growth
and organization of the urban centers by

consolidating a good governance in the urban

በተሻሻለው የክልሉ ሕገመንግስት እና የከተሞች
NOW, THEREFORE; in accordance with Sub

Article 1 of Article 54 of the Proclamation, enacting

PART ONE
ምዕራፍ አንድ GENERAL
1. Short Title
ጠቅላላ ድንጋጌ
This Regulation may be cited as “the urban

ህዝቦች ክልል መንግሥት የከተሞች አስተዳደር
2. Definition
ደንብ ቁጥር  /፪ሽህ፱›› ተብሎ ሊጠቀስ
In this Regulation, unless the context
ይችላል፡፡ otherwise requires:-
2 ትርጓሜ 1) “Constitution” means the Southern

2. "አዋጅ" ማለት የከተሞች አስተዳደር አዋጅ 3) “Region” means the Southern Nations,

3. "ክልል" ማለት የደቡብ ብሔሮች፣
4) “Bureau” means the urban development
ብሔረሰቦችና ሕዝቦች ክልል ነው፣ and housing bureau;
4. "ቢሮ" ማለት የከተማ ልማትና ቤቶች ቢሮ 5) “Urban Center” means a

7. "የህዝብ ብዛት" ማለት በሕግ የከተማነት 7) “Population Number” means the entire

9) “Council of the Urban Center” means

9. "የከተማ ምክር ቤት" ማለት በከተማነት a body of the legislative governmental

11) “Urban Center Administration” means
፲፩. “የከተማ አስተዳደር” ማለት ተለይቶ በታወቀ
an urban center given power and

04. "ማዘጋጃ ቤታዊ አገልግሎት" ማለት 14) “Municipal services” means urban

፳፪ "ጣቢያ" ማለት ከሰፈር በታች የህዝብ 22)“Station” means a public organization

፳፫ "የሕዝብ መማክርት ምክር ቤት" ማለት
23 “Council of the Public Analyst” means
በከተሞች ቀጠና እና ሠፈር ከሕዝብ a council of residents established from

፳፬ "ሥራ አስፈፃሚ ኮሚቴ" ማለት በከተማ
24 “Executive Committee” means a
ቀጠናዎች የእለት ተእለት ሥራዎችን committee established by voluntarily

፳፭ "የገጠር አገልግሎት ማዕከል" ማለት 25 “Rural Service Center” means an area

26 “Boundary of the Urban Center
፳፮ "የከተማ አስተዳደር ወሰን” ማለት ሥልጣን Administration” means an area

3. Gender Reference
፫. የጾታ አገላለጽ In this Proclamation, any expression in

1/ Category of the Urban Centers
፩. የከተሞች ፈርጅ፣
Urban centers found in the region may be

allocated under one of the following urban
ከሚከተሉት የከተማ ፈርጆች በአንዱ centers categories:-
ሊመደብ ይችላል፡፡ a) Regiopolis,
ሀ) ሬጂዮፖሊስ፣ b) Category one,

ለ) ፈርጅ አንድ፣ c) Category two,

d) Category three,
ሐ) ፈርጅ ሁለት፣
e) Category four, or
መ) ፈርጅ ሶስት፣
f) Category five.
ሠ) ፈርጅ አራት፣
ረ) ፈርጅ አምስት፣ 2/ Criteria for Categorization of the
Urban Centers
፪. የከተሞች ፈርጅ መመዘኛ መስፈርቶች፣
a) Population size of the urban centers
ሀ)የከተማ ነዋሪ ሕዝብ ብዛትና residents and surface area of the urban
የከተማው የቆዳ ስፋት፣ center;
b) Capacity of the urban center revenue;
ለ) የከተማው ገቢ አቅም፣
c) Center for trade and development;
ሐ) የንግድና የልማት ማዕከልነት፣ d) Financial institutions;
መ) የፋይናንስ ተቋማት፣ e) Centered for politics and administration;
ሠ) የፖለቲካና የአስተዳደር ማዕከልነት f) Center for history, culture, and heritage;
ረ) የታሪክ፣ባህልና የቅርስ ማዕከልነት፣ g) Social service;

ሰ) የማህበራዊ አገልግሎት h) Infrustracture development;

ሸ) መሰረተ-ልማት ዝርጋታ፣

ቀ) የኢንቨስትመንት እንቅስቃሴ፣
፫. የከተሞች ፈርጅ አመዳደብ፣
1. በዚህ አንቀጽ ንኡስ አንቀጽ ፪ በተመለከቱ
መመዘኛዎች መነሻነት ለየፈርጁ ከተዘጋጁ
ዝርዝር መስፈርቶች አማካይ ውጤት፡-
ሀ. ከ85 በመቶ እና ከዚያ
ሬጂዮፖሊስ
ለ. ከ80 በመቶ እና ከዚያ በላይ ፈርጅ
አንድ
ሐ. ከ70 በመቶ እና ከዚያ በላይ ፈርጅ
ሁለት
መ. ከ60 በመቶ እና ከዚያ በላይ ፈርጅ
ሶስት
ሠ. ከ55 በመቶ እና ከዚያ በላይ ፈርጅ
አራት
ረ. ከ50 በመቶ እና ከዚያ በላይ ፈርጅ
አምስት
፪. ከላይ በንኡስ አንቀጽ ፩ የተመለከተው ቢኖርም
ከፈርጅ አራት ወደ ፈርጅ ሶስት ለመሸጋገር
የሚቻለው የነዋሪ ሕዝብ ብዛት ከ20,000 በላይ
ሲሆን ነው፡፡
4. የከተሞች የአስተዳደር እርከን
፩.ሬጂዮፖሊስ ከተማ የከተማ አስተዳደር፣
ክፍለ ከተማ፣ የከተማ ቀበሌ፣ ቀጠና፣
ሠፈር፣ ጣቢያ እና የሕዝብ የልማት
ተሳትፎ አደረጃጀቶች ይኖሩታል፣

፪. ከፈርጅ አንድ እስከ ፈርጅ ሶስት
ያሉት ከተሞች የከተማ አስተዳደር፣
የከተማ ቀበሌ፣ ቀጠና፣ሠፈር፣ ጣቢያ
እና የሕዝብ የልማት ተሳትፎ
አደረጃጀቶች ይኖራቸዋል፣

i) The investment activities.
3/ Categorization of the Urban Centers
1. An average result of particulars criteria
prepared for each category based on
assessments specified under Sub Article 2
of this Article:-
a) 85 per cent and above is

d) 60 percent and above is category
three;
e) 55 percent and above is category
four;
f) 50 percent and above is category
five.
2. Notwithstanding Sub Article 1 indicated
above, transferring from category four to
category three shall be possible where the
residential population number is more than
20,000.
4. Level of the Urban Centers
Administration
1. Ragiopolis city shall have the structure of
urban center administration, sub-city,
urban center’s kebele, zonal, locality,
station, and public developmental
participation.
2. Urban centers from category one up to
category three shall have the structure of
urban center administration, urban
center’s kebele, zonal, locality, station,
and public developmental participation.

፫. ፈርጅ አራት እና ፈርጅ አምስት 3. Urban centers of category four and five

4. Urban centers from regiopolis to category
፬. ከሬጅዮፖሊስ እስከ ፈርጅ ሶስት ድረስ three shall be organized by urban center

ይደራጃሉ፣ 5. Urban centers of category four and

6. Transformation of the Urban Centers

category to the higher category, where they abide

7. Acquiring Accreditation and Establishment as

፮. ምክር ቤቱ የጉባኤ ቃለጉባኤዎቹ በመዝገብ
እንዲያዝ ያደርጋል፣ምክር ቤቱ ለከባቢያዊ

1. የከተማው ምክር ቤት ከዚህ የሚከተሉት Council
1. The council of the urban center shall have the

፪. በፈርጅ አራትና ፈርጅ አምስት 2) The urban centers of categories four and five

ለ) የቀበሌ አስተዳደር ምክር ቤት፣ b) Committee of the kebele administration

24. Designation and Accountability of theMayor

@፬. ስለከንቲባ አሰያየምና ተጠሪነት
1/ Designation
፩.አሰያየም
a) Shall be designated by the council
ሀ) አብላጫ ወንበር በያዘ ፖለቲካ ፓርቲ up on the recommendation of the
political party held more seat.
አቅራቢነት በምክር ቤቱ ይሠየማል፡፡
b) In accordance with the decision
ለ) ከከተማው ምክር ቤት መቀመጫ የተወሰነ

፴፩.. የውሃ አገልግሎት ቦርድ መቋቋም
31. Establishment of the board of water
በከተሞች የውሃ አገልግሎት ሥራዎችን service
የሚመራ የውሃ አገልግሎት ቦርድ The board of water service, directs the
አግባብነት ባለው ሕግ መሰረት የሚቋቋም water service activities in urban centers,
ይሆናል፡፡ shall be established in accordance with
pertinent law.
፴፪. የከተሞች ፕላን ዝግጅት ምጣኔ 32. The Ratio of Urban Centers’ Plan
የከተማ ፕላን ዝግጅት የ30፣30 እና 40 Preparation
ምጣኔ መርህን የተከተለ መሆን ይገባዋል፡- The urban plan preparation should follow
ሀ/ 30 በመቶ የሚሆነው አካባቢ ለአረንጓዴ the 30, 30 and 40 ratio principle.

እና ለሕዝብ የጋራ አገልግሎት የሚሆኑ a) 30% of the area for green and open

Internal organization and structure of urban
የከተሞች የውስጥ አደረጃጀትና አወቃቀር
centers shall be as follow.
ከዚህ እንደሚከተለው ይሆናል፡፡
1/ The sub city organization shall be

፴፬. የክፍለ ከተማ አደረጃጀት፣ ሥልጣንና and Duties
ተግባር Organization of the sub city and its

ኃላፊነትና ተግባራት፡- 1. Sub city has no council structure, and

37. Establishment of the Urban Kebele
Administration
In accordance with Sub Article 4 and 5 of Article
34 of this Regulation, the urban kebele

38. Organs of the Urban Kebele Administration
የሚከተሉት
The urban kebele administration shall have

a) The urban kebele council;
b) The urban kebele administration

ቤት የሚደራጅ ሆኖ አወቃቀሩ

ሀ. በህዝብ ምርጫ የከተማ ቀበሌ ምክር ቤት
እስኪቋቋም ድረስ ለዞንና ለወረዳ ከከተማው

፷6. ግንኙነት URBAN CENTERS
፩. ማንኛውም ከተማ በራሱ ክልል ውስጥ 66. Relationship

69. Inapplicable and Repealed Laws
የቆዩና ከዚህ ደንብ ጋር የማይጣጣሙ
Any Regulations and Directives in practice
ወይም የሚቃረኑ ማናቸውም ደንቦችና before enactment of this Regulation and that

፸. ደንቡን ስለማሻሻል 70. . Amendment of the Regulation

The Regional Administrative Council may
