1. GENERAL
1.1 Introduction
The purpose of this Method statement is to make sure that the requirements of housekeeping for the site
are implement for MIDOR Refinery Expansion - Alexandria, Egypt will be carried out as per the project
technical specifications.

1.3 CODES & STANDARD

This METHOD STATEMENT is based on the following Codes & Standards.

2. SCOPE
Scope of work to make housekeeping at all MIDOR Refinery Expansion including the working at heights and
confined space to improve the site conditions

3. DEFINITIONS
▪ Owner (MIDOR)
▪ Contractor: The party which carries out all or management of the project (Technip)
▪ SUBCONTRACTOR: The party which execute the housekeeping works (EPCON).

▪ Work area: The work area is defined as any position greater than 1 meter from equipment surface
(including Red areas) accessible to personnel

4.RESPONSIBILITIES
It is overall responsibility of EPCON to organize resources (manpower and equipment) to
perform construction activities as per project specification, in compliance with quality,
schedule and safety requirements and the responsibilities of the EPEON personnel on the

6.BASIC PROCEDURES
6.1 Scope of work & Explanation of procedure
• The basic activities for Midor Refinery Expansion project shall be:
• Supply the housekeeping equipment’s and resources to implement the housekeeping all
over the site
• Determine the area which is need to make housekeeping .
• Make the permit to work and tool box took shall be implement to all labors at the areas.
• All equipment’s shall be inspected and color coded as per HSE procedures.
• Flag man will be present with all equipment’s.
• All disposal shall be removed from the areas to disposal area by truck -loader- etc…..
• Mandatory PPE shall be wearing and apply at site.
6.2 Scope of work & Explanation of procedure in night shift.
• We will follow all requirements as per site procedures.
• The activities will perform in safe conditions (lighting – safe access …..etc)
This procedure of activities including HSE site plan to improve the housekeeping at site.

7.HSE Requirements
▪ Personal protective equipment PPE shall be worn full time are mandatory.
▪ Area shall be fenced in a proper manner and safety signs installed
▪ Proper access to the work area shall be maintained throughout the working period.
▪ All the equipment’s and tools shall be stored as per manufacture’s recommendation in a correct
manner.
▪ Tool box talk shall be daily completed prior to start work.
▪ Epcon shall ensure that all equipment’s and tools don't obstruct access on site.
▪ At end of each working day must ensure that all equipment is secured.
▪ Inspect the excavation daily by a person with experience to ensure the safety of the
excavation before allow any body to enter the excavation area.
▪ Don’t place any of equipment or tools on excavation sides Consider that the safe Clearance area
is 1meter away from the excavation's edge.
▪ If excavation is considered confined space, all the safe work instruction of confined space
must be followed.
▪ Barriers and warning signs must be placed around the excavation area to prevent falling.
▪ shall be the scaffolds and structures are safe with green tag.
▪ Lighting shall be provided for night shift
▪ No worker shall work alone at the site
