MARPOL Annexes II and III require the following documents to regulate any procedure with
noxious substances carried either in bulk or in the packaged form:
_________________________
- Procedures & Arrangements (P&A) Manual, mandatory approved by the Flag or
Class. Each ship is provided with a ship-specific P&A Manual describing all physical
arrangements and operational procedures related to ship’s cargo operations. The Manual
ensures compliance with Annex II and define all operational procedures with respect to
cargo handling, tank cleaning, slops handling, residue discharging, ballasting and
deballasting.
- Cargo Record Book;
- Noxious Liquid Substances Certificate (as per MARPOL) OR International
Certificate of Fitness (as per IBC Code), as applicable, depending on the cargo category.
______________________________
The discharge into the sea of residues of Noxious Liquid Substances is allowed only when:
• The ship is proceeding en route at a speed of at least 7 kn.
• The discharge is made below the waterline through the underwater discharge outlet(s)
• The discharge is made at a distance of not less than 12 nm from the nearest land and in a depth
of not less than 25m.
Antarctic Sea is the Special Area as per Annex II, so any discharge into the sea of
noxious liquid substances or mixtures containing such substances is prohibited.
______________________________
According to MARPOL Annex II and III, all noxious liquid substances are divided into:
Impact on marine resources How to handle:
and human health
Category X, a major hazard - Wash the unloaded tank before leaving the port of
Category Y, a hazard unloading;
Category Z, a minor hazard - Discharge the residues to reception facilities until the
concentration of noxious substance in the washing
water is at or below 0.1% by weight;
- Empty the tank to reception facility after the 0.1%
concentration is achieved.
Other substances, no harm Does not require specific treatment
_____________________________________________
If a vessel carries a chemical cargo, a Master should check if it is included in the list of
substances that the vessel is certified to carry
Information about the Chemical Cargoes should be available on board and include a
cargo stowage plan indicating all cargoes on board, including for each dangerous chemical to be
carried:
• A full description of the physical and chemical properties, including reactivity, necessary for
the safe containment of the cargo.
• Action to be taken in the event of oil spill.
• Countermeasures against accidental personal contact.
• Fire-fighting procedures and fire-fighting media.
• Procedures for cargo transfer, tank cleaning, gas freeing and ballasting.

chemical cargo.

meeting to analyze this emergency situation. You must instruct your crew mates about major
requirements of MARPOL Annexes II and III. Follow the plan:
- Required documents
- Discharge procedure
- Cargo transportation requirements
