Minutes of the Public Consultation/ Hearing regarding the petition of the motorized tricycle

drivers and operators for the increase of fare held at Brgy. Bogngabong last September 4, 2022
at 2:00 P.M.

SUBJECT: Discuss the matter about the Petition of the Motorized Tricycle Operators and Driver's
Association of PARADA 3(Bognabong) for the increase of fare.
OVERVIEW

 City Councilor Burce briefly gives the background on regulating the motorized and
padyak tricycle as the Transportation Franchising Board. He stated that Sangguniang
Panlungsod since 1991 has devolved its function from the national government to
regulate the operation of Motorized and Padyak, therefore all members of Sangguniang
Panlungsod are Transportation Franchising Board. All the Motorized Tricycle within
Tabaco City have a petition for a fare increase because when the Pandemic strikes the
National Government prohibited students, senior citizens and PWDs and other persons
that have comorbidities to go out the street. The Sangguniang Panlungsod cannot
approved an Ordinance by themselves or “Motu proprio” without any request by the
paradas. So the Sangguniang Panlungsod adopted a Provisionary Fare that is mandated
by the IATF. It started with one (1) Passenger per trip. Days later, they issued 30%
percent passengers, 70% passengers and now 100% passengers. On 2020 the
Sangguniang Panlungsod adopted provisionary fare with seating capacity with three (3).
But the Office of the City Mayor releases an Executive Order for four (4) passengers per
trip. Due to the National and Deped Memo that was released pertaining to the opening
of class with 100% percent capacity. He elaborated also on the Student Fare Act of 2019
and the Provisionary Fare but upon reporting on the plenary the consensus of the
majority is to lift the provisionary fare. So the Provisionary Fare of 2020 is suspended
and reverted to the same/previous ordinances that are being implemented. Based on
the existing ordinance Parada has a fare matrix way back in 2019.

 City Councilor Burce clarifies that the student will enjoy the 20% discount for the whole
year but they must present an enrollment form or an ID.
 He also asked if there are objections for the petition to increase the fare of Parada 22
 Pres Santos asked if they could add routes from Poblacion to Bognabong High School,
suggest if 22pesos regular fare and for 17students and Bognabong to TNHS suggest if
24pesos regular fare and for 17students.
RESOLUTION:

 City Councilor Burce stated that upon the majority present during this Public
Consultation, the proposed fare increase is now approved during this public
consultation.
