1. SCOPE

This specification defines the minimum requirements for the design, fabrication and testing of an
Electrical Power Unit.

This specification is complementary to 18030.SSE.STA.FUN - “Functional specification - Subsea Control


System”. The present document shall be read in conjunction with the standards referenced in section 3.2,
with the “Data Sheet – Electrical Power Unit” that integrates this specification with project specific
requirements and with any project specific addendum.

2. TERMS, DEFINITIONS AND ACRONYMS

2.1. TERMS AND DEFINITIONS


COMPANY The COMPANY is the party that initiates the project and ultimately pays for its
design and construction. The COMPANY will generally specify the technical
requirements. The COMPANY may also include an agent or consultant
authorized to act for, and on behalf of, the COMPANY.

CONTRACTOR The CONTRACTOR is the party that carries out all or part of the design,
engineering, procurement, construction, commissioning or management of a
project, or operation or maintenance of a facility. The COMPANY may undertake
all or part of the duties of the CONTRACTOR.

3. INTRODUCTION

3.1. RESPONSIBILITY
It is the responsibility of anyone who supplies equipment to this specification to ensure and document
compliance with the requirements defined by this specification, other relevant standards and statutory
requirements. Any deviation from any of the requirements defined herein shall be clearly indicated and
treated as a non-conformance.

4. GENERAL DESIGN REQUIREMENTS

The EPU shall provide a conditioned, monitored and uninterrupted dual redundant electrical power
supplies to the SCMs via the umbilical and subsea distribution system.

The EPU shall be designed for operation from the dual channel power supply provided by the UPS.

The EPU shall be a self-contained and totally enclosed unit, housed in one or more cabinets designed in
accordance with the requirements set out in 18030.SSE.STA.FUN - “Functional Specification – Subsea
Control System”.
It shall be designed and constructed to operate in non-hazardous area on the host facility.

Design of the EPU shall comply with the following requirements:

• electromagnetic immunity of the EPU shall be in accordance with IEC 61000-6-2;


• electromagnetic emission of the EPU shall be in accordance with IEC 61000-6-4;
• all removable equipment shall not weight more than 25 kg;
• power factor in all working conditions shall not be less than 0.7;
• access to electrical paths shall be prevented during normal operation by mechanical means;
• cables selection shall be done with the requirements stated in IEC 60092-351 and IEC 60092-
352;
• cables installation and testing shall be done in accordance with IEC 60092-401;
• the range of power, voltage and current levels supplied by the EPU shall satisfy the specifications
set out by the outcomes of the SCS power analysis referenced in 18030.SSE.STA.FUN -
“Functional Specification – Subsea Control System”;
• if the modem unit is required to be integrated in the EPU (refer to “Data Sheet – Electrical Power
Unit”), the specifications of the modems shall comply with the results and recommendations set
out in the SCS communication analysis referenced in 18030.SSE.STA.FUN - “Functional
Specification – Subsea Control System”.

Main EPU functions are the following:

• to convert the voltage of the dual electric power supplies incoming from by the UPS to a voltage
suitable for transmission to the SEMs;
• to supply the electrical power required to power all the SCMs and their connected electrical loads;
• to be monitored by the remote station specified in “Data Sheet – Electrical Power Unit”. The EPU
shall provide remote indication of internal parameters including status of the cabinet over-
temperature protections;
• to be maintainable whilst in operation. The components of one subsea power channel shall be
serviceable and replaceable whilst the other channel continues normal system operation;
• to include safety devices ensuring that the equipment and personnel are protected from electrical
hazards under electrical fault conditions;
• to provide local indication of main electrical alarms and main electrical parameters;
• if required in “Data Sheet – Electrical Power Unit”, to include SIL 3 rated contacts allowing
interruption of electric power supply to the sbsea equipment upon request from the host facility
topside safety system.

The EPU shall be equipped with temperature transducers installed in all internal cabinet critical zones: the
temperature transducers shall provide 4-20 mA output signal and they shall have accuracy not worse
than +/- 1% of full scale.
All temperature transducers shall be positioned so to provide fast indication of the real temperature.

Internal cabinet temperature shall be signalled on the front panel of the EPU by means of the following:

• digital indication of internal cabinet temperature (multiple zones as necessary) with 0.5°C
resolution or better;
• internal cabinet overtemperature alarm indication and trip indication.

Internal cabinet temperature readings, inclusive of High and High High alarms, shall be available for being
monitored at the remote station.

The EPU shall mainly be composed of the following equipment:

• power supply distribution section;


• subsea power supply modules.

If required in “Data Sheet – Electrical Power Unit”, modem unit components and functionalities (refer to
section 7) shall be integrated into the EPU.

If required in “Data Sheet – Electrical Power Unit”, a local HMI shall be installed inside the EPU.

5. POWER SUPPLY DISTRIBUTION SECTION

The power supply distribution section shall include conditioning circuits and electrical protections
necessary to distribute the incoming UPS power supplies to all the EPU equipment.

The functionalities of this section shall be:

• to manage the redundancy and provide bump-less changeover between the dual UPS supplies
as described in 18030.SSE.STA.FUN – “Functional Specification – Subsea Control System”;
• to distribute the AC power supply to all subsea power supply modules via MCB providing
overload protection and fault to earth protection;
• to provide internal DC power supply to feed the EPU auxiliary utilities, data network devices if
any, EPU control logic if any, and surface modems (if the modem unit is included within the EPU)
by means of dual redundant DC power supply units. Each DC power supply unit shall be
indipendentely capable of sustaining the entire EPU DC load and shall provide a status output for
local and remote signalling of occurring fault.

The following devices shall be mounted on the EPU front panel to provide local indication of the main
parameters of the power supply distribution section:

• digital indication of RMS current and voltage for each incoming UPS line with 1V resolution or
better;
• lamps signalling incoming supplies overvoltage trip (one per each incoming power supply from
the UPS);
• lamps signalling internal AC distribution trip due to overload;
• lamps signalling fault to earth trip;
• lamps signalling DC power supply unit trip (one per each DC power supply unit).

In addition a pad lockable isolator switch shall be mounted on the EPU front panel for each UPS power
supply line.

The following parameters shall be available for being monitored at the remote station:

• voltage and current readings for each UPS supply line;


• all trip alarms.

Voltage and current monitoring transducers shall al provide 4-20 mA output signal and they shall all have
accuracy not worse than +/- 1% of full scale.

Reset of all trip conditions shall be manual, locally on the device detecting the cause.

6. SUBSEA POWER SUPPLY MODULES

The SCM shall be powered by subsea power output supply modules installed within the EPU. Each
subsea power supply module shall power only one channel of the pair feeding the SCM(s).
Each module shall be sized to supply sufficient power to the required loads (refer to “Data Sheet –
Electrical Power Unit” for details such as quantity of SCMs to be fed by the same power supply cable pair
within the umbilical system).

Each module shall incorporate a pad lockable incoming isolator and a double wound in-line transformer
together with circuit breakers within the primary circuit: the output voltage of the transformer shall be
adjustable and shall be kept within the acceptable limits of the umbilical cable rating.

Each module shall incorporate a line insulation monitoring system acting as a safety device monitoring
the resistance between the relevant umbilical cable cores and ground to detect a break down in
insulation. The system shall have two configurable thresholds (Low and Low Low values of insulation
resistance) so that if the insulation resistance falls below the lowest threshold, power is automatically cut-
off from the primary circuit of the in-line transformer.
Both Low and Low Low alarm conditions shall be indicated locally at the EPU front panel as well as
measured insulation resistance.

The subsea power output supply shall be able to be switched on and off by means of lockable isolator.
The following shall also be included in each module:

• local indication, visible from the front side of the EPU, of output current, output voltage, output
frequency and output power;
• over voltage and over current protections with dedicated lamps visible from the front side of the
EPU for local indication of the relevant fault conditions.

The energy left in the umbilical power supply cable after power is cut off shall be automatically discharged
into a resistive circuit included in the module.

The following parameters shall be available, for each subsea power supply module, at the remote station:

• insulation resistance measured by the line insulation monitoring system;


• line insulation Low and Low Low alarms;
• output voltage, output current, output frequency and output power;
• overvoltage and overcurrent faults.

Voltage and current monitoring transducers shall all provide 4-20 mA output signal and they shall all have
accuracy not worse than +/- 1% of full scale.

7. MODEM UNIT

This section applies only in the event the EPU is required to integrate components and functionalities of
the modem unit.

The communication link between the surface modems (housed within the modem unit) and subsea
modems (housed within the SEMs) shall be based on CONTRACTOR’s proprietary design using a multi-
frequency signal link or a fiber optic link.

The subsea communication protocol shall be implemented to provide the following:

• Cyclic Redundancy Code check to detect errors on transmitted messages.


• Verification of commands before execution.
• Time out to receive and transmit.

Surface modems shall have the capacity to communicate to a network of subsea modems as specified in
“Data Sheet – Electrical Power Unit” and shall communicate with the logic processing equipment of the
remote monitoring station over dual redundant Ethernet link.

The following modem unit parameters shall be monitored by the remote monitoring station:

• input voltages and input current for each surface modem;


• signal level, attenuation and squelch for each subsea communication channel;
• quantities of send and received messages (including bad messages) for each subsea
communication channel.

Each modem unit shall feature communication ports for connecting the PESU to perform testing activities,
monitor subsea communication and carry out maintenance operations.

8. EPU THERMAL ANALYSIS

Thermal analysis of the EPU shall be performed to determine the temperature gradient inside the
cabinets, find the hot spots, the quantity of heat produced and to set out the design requirements for the
EPU ventilation system.

The following information shall be provided to support the analysis:

• List of assumptions
• Input data
• Results
• Recommendations

9. INTERFACES

10. TESTING REQUIREMENTS

The EPU shall be 100% functionally tested during a FAT which shall demonstrate that the supplied
equipment will perform satisfactorily in service and will meet or exceed all specified operational and
functional requirements.

The EPU FAT shall include:

• Visual verification.
• NCR verification and approval (if applicable).
• Verification of mechanical dimensions and wiring diagrams.
• Electrical tests including continuity resistance test, insulation resistance test and earth bonding
test.
• Functional tests:

o instruments and electrical protections


o all local indications
o cabinet overtemperature protections and ventilation
o for each subsea power supply module: both frequency test and test at different output
voltages
o interface and communication test with the PESU
o power up
o line insulation monitoring system
o immunity from radio frequency interference
o umbilical discharge resistor test
o interface with host facility topside safety system (if applicable)
o indications at the remote monitoring station

CONTRACTOR shall make available all necessary simulators, consumables and test equipment for
accomplishing the aforementioned tasks.

After completion of the FAT, the EPU shall be involved in the SCS EFAT as stated in
18030.SSE.STA.FUN - “Functional specification - Subsea Control System”.

If requested in the “Data Sheet – Electrical Power Unit”, the EPU shall be involved in the integration tests.
