CONSTRUCTION MANAGEMENT PLAN

FOR THE CONSTRUCTION OF DUTY ROOM OUT OF


BVS YARD – NIGER

ENTREPRISE DESERT MANGA


I. INTRODUCTION
1. Project overview
Along Niger section of the crude oil transportation pipeline, there are 35 BVSs in total, from
BVS01 to BVS35, among which there are 10 RTU stations and 25 manual stations.

It was analyzed that there are high security risks associated with the operations from BVS11 to
BVS35 due to the proximity of this section with the Niger, Nigeria and Benin borders.

According to the security personnel allocation plan for the operation period, in the Niger section,
for the high-risk RTU BVSs (BVS-19, BVS-22, BVS-29, BVS-35),10 FPD should be allocated.
For other BV stations, there should be 2 watchmen (1 watchman for 12-hour day duty and 1
watchman for 12-hour night duty).

According to the security agreement with the Niger government, WAPCO should provide duty
rooms for them. Including 10-person duty rooms for 4 high-risk RTU BVS (BVS-19, BVS-22,
BVS-29, BVS-35), monitoring stations, drinking water supply points, and storage. the monitoring
stations will be carried out in HESCOs which is based on two (02) containers (20 feet). Storage
stores (food, ammunition, armament, and auto spare parts) will be in a container (40 feet) set up.
The water supply will be solved by digging a well in the station and can be transported to a 3-
meter-high water storage tank through a solar water pump. The solar power storage device is
configured to store electricity for 24-hour use for the camp. And place balking in front of camp
gates to stop vehicles.

And for the other BV stations, it is recommended to build a 2-person duty room for each one of
the left 21 BVSs.

V. PROJECT PHASING

It is expected that the project will be constructed in 5 phases based on planning programme
and operations requirements:

1. Phase 1 will comprise of the preparation and materials procurement needed for the project
execution
2. Phase 2: Water well rig and team mobilization: Because water is the pre-requisite, the
four water wells will be first drilled and equipped with electric pumps for the drinking water
by the workers and for works.
3. Phase 3: Construction Teams and equipment Mobilization: In order to meet the deadline,
4 construction teams will be deployed and will work simultaneously and independently to the
different sites according to operations plan. It is planned that the first section be completely
finished before moving to section 2 of the project.
4. Phase 4: Pre-Construction: At this phase the sites are visited and cleared and all the
permanent materials needed for the construction such as concrete blocks, Steel bars molding
are made in required quantity.
5. Phase 5: Construction It is intended that each room will be constructed in the following
sequence:
➢ Excavation for foundation
➢ Foundation and sub-structure work
➢ Masonry Elevation
➢ Framing and Roofing
➢ Decoration-Doors-Windows
➢ Water-Electricity-Plumbing-Furniture
➢ Site Cleaning
6. Phase 6: HESCO&Store, Water tank and solar equipment installation
7. Phase 7: Commissioning
VI. HEALTH & SAFETY

6.1 General Health, Safety and Environmental Consideration


Safety, health and environmental issues at the construction sites and related supports points
will be a primary consideration. The construction team will develop detailed Health & Safety
Plans, specific environmental, fire and accident procedures to suit the construction sequence
and methodology of the construction.
We will ensure that all non-English speaking employees are provided with relevant Health &
Safety information in their native language.
6.2 Control of Substances Hazardous to Health
The strategy for controlling all substances and all work processes that may generate hazardous
substances will be to address and have control measures put in place. Some of the control
measures to be employed include the following:

• All fuel and chemicals to be stored in designated areas, with deliveries of hazardous
materials supervised.
• Storage tanks and container facilities will be appropriately bunded.
• In the case of spills or discharges, remedial action will be taken as soon as possible in
accordance with company procedures.
• Personal protective equipment (PPE) suitable to the pertaining conditions will be used
by all site personnel.
6.3 Environmental, Emergency and Accident Procedure
Measures will be carried out to avoid environmental incidents, however if these occur then the
following types must be reported to the responsible person in the construction team as per the
Site Accident & Emergency Procedure. The overall strategy in the event of a spillage will be
to ‘Stop-Contain-Notify’ in the event of:

1. Spills or discharge to the atmosphere, water supplies, sewage systems, rivers and
other watercourses, or to the ground:
• Any chemical products
• Oils or fuels
• Effluent/fumes and gases
• Waste or contaminated materials

2. Damage to existing:
• Trees and wildlife
• Flora and existing local habitats

3. Any environmental incidents that could lead to:


• Local Authority or regulatory enforcement
• Public complaint

Emergency routes and procedures will be continuously adapted to suit the construction
sequence and stage. An Emergency & Evacuation Plan will be prepared following the
guidelines detailed below and updated on a regular basis during construction:

• Definition of the management organization and responsibility for safety


• Definition of appropriate fire prevention measures, including good housekeeping of
site, welfare facilities and offices.
• Adequate provision of fire extinguishers across the site.
• Use of non-flammable/fire retardant materials for protection of finished works.
• Safe use and safe storage of flammable materials of all categories, whether solid,
liquid or gas.
• Appropriate waste management procedures.
• Monitoring the type and frequency of fire inspections/audits.
• Development of evacuation plans, to include escape routes, muster stations, means of
sounding alarms and general emergency procedures.
• Site safety inductions and fire drills.
• The application of permit systems for Hot works, Confined Space Entry and
Electrical Access Control.
• The provision of first aiders. Checking of emergency routes are available and
unobstructed at all times.
• Liaison with the emergency services and occupants of the adjacent buildings.

First aid facilities will be established and at least one trained first aider will be present on-site
at all times.
