The main water supply is not reliable for the locals


since the residential area is located in the hilly
portion of the barangay. The water supply does not
have enough pressure to allow the water to reach
even the first few houses going up. As a result, all
the locals rely on one "poso" across the street for
water, carrying down empty containers to fill up
with water and then carrying it back up to their
houses.

The barangay built a tank in order to address this


problem. However, when pumped to be used, the
water ended up muddy.

In this case, the water tank that was built has been
rendered unusable and the residents still end up
using the "poso".

HISTORY
Barangay Bogna is one of the coastal barangays of Bacon
District, Sorsogon City which is directly surrounding Sugod
Bay along the Albay Gulf. It has a total land area of 251,608
hectares which is mostly concentrated for agricultural
production like coconut, pili, and rice. The major sources of
income by every household in the barangay include coconut
and rice farming, handicraft, and fishing. There are also
some informal laborers, but these residents’ work are in
lined with rice and coconut farming as well as those related
to construction and carpentry. Women’s major involvement
is in the production activities of the barangay related to
handicraft and home-based work.

HISTORY
Barangay Bogna is a coastal community facing the Pacific
Ocean. It is bounded on the south by Barangay Salvacion,
on the North by Barangay Caricaran, and on the west by
Barangay San Pascual. The barangay obtained its name
during the early part of the American Occupation, where it
was ordered by the American in charge of Bacon that every
place must have its name. the locals then agreed that the
area be called “Bunga”, which was a common tree that
grew abundantly in the vicinity. Time passed by and the
community was later on called “Bogna”.

HISTORY
After the American Occupation, the residents later on
bought a barangay site where the Barangay Chapel was
built in 1950. The lot was bought through the joint
contributions of the people which allowed them to acquire
a 0.6262 hectare of land, located in the hilly part of the
barangay.

A. PHYSICAL & GEOGRAPHICAL CLASSIFICATION OF THE BARANGAY
Location & Boundaries

Barangay Bogna has a total land area of 251,608 hectares which is mostly concentrated for
Agricultural Production like coconut, pili and rice. Barangay is bounded on the south by
Barangay Salvacion, on the north by Barangay Caricaran, on the west by Barangay San Pascual,
and on the east by Sugod Bay.

Barangay Bogna is located along the eastern coast of Bacon District, Sorsogon City in the
Province of Sorsogon, Bicol Region. It is situated 12 kilometers away from Sorsogon City Proper,
and 3 kilometers from Bacon Proper. It can be accessed through various means of
transportation, particularly public utility jeepneys, tricycles, motorcycles and other vehicles. It
has concrete roads and so e concrete pathways. Bogna is a rural barangay and is both an
upland and coastal area.

It is composed of seven (7) puroks, Rinampasan (Purok 1), Centro/Proper (Purok 2), Padaraw
(Purok 3), Cabcabon Left (Purok 4), Cancabon Right (Purok 5), Talaban-an (Purok 6) and Barbo
(Purok 7).

OBJECTIVES:

As discussed previously, public transport vehicles in these areas are difficult to


come by. Despite having an abundance of trees, there is still a lack of shade
when waiting. Residents have no choice but to withstand rainy and sunny days
when they have to commute. Moreover, to enforce public safety and health
protocol in transportation, this proposal has been done to address this problem.

The proposed Waiting Shed with an integrated Barangay Tanod Outpost shall be a state-of-the-
art design. Incorporating provisions for the implementation of basic health protocols in
transportation related spaces. The design features applied to the structure distinguishes it from
the typical waiting shed design. Its construction is mostly made of concrete and CHB to ensure its
rigidity and typhoon resistance. Vertical planters incorporated in the design provides an accent
and allows it to blend in with the natural environment.

The main architectural feature of the design is its asymmetrical balance with a pilaster that
separates the waiting area from the tanod outpost. Wide overhangs also provide necessary
protection from the heat and rain, with thick gutters that give off a robust yet accommodating
ambiance in the overall design.

Minimal budgetary requirements will be needed should sponsorships and donations be


encouraged and sought after by the barangay to aid the expenses for the construction of the
Proposed Waiting Shed with Integrated Brgy. Tanod Outpost. Gasoline corporations are one
prospect for sponsorship and donations may be provided by local transport operators,
commuters, local florists or botanists, hardwares, and paint shops.

To estimate the total budgetary requirement for the completion of the said proposal, the following
assumptions are made. One waiting shed may accommodate 5 persons at a time seated on the benches
plus another 2 persons in the tanod outpost. Overall dimensions are estimated to be at 6.00m x 3.00m,
having a total area of 18sq.m. Assuming that the cost per square meter reaches ₱6,000. Therefore, an
estimated cost of ₱108,000 will be needed to construct one of the three proposed waiting sheds.
Additional costs shall be considered in the budget as they may be needed due to external factors such as
construction delays and situations on site.

For sustainability, disaster resistance, and health and safety compliance, provisions such as water
tanks for the rainwater collection system, public wash areas, vertical planters, and solar panels
contribute to the overall cost. Provisions being considered, an estimated budgetary cost of
₱15,000 per sq.m. will be the needed to complete the project. Having the total cost of ₱270,000
to construct each of the proposed Waiting Shed with an Integrated Brgy. Tanod outpost.

OBJECTIVES:

Senior citizens in the area hold meetings often. However, they do not have a
proper place designated specifically for them. Because of this, the elderly residents
resort to holding their meetings at their very own homes, switching from place to
place depending on space and vacancy. The proposed project acts a solution to this
inconvenience.

The design features a dual opposing shed type roof with the lower shed extending to the
front, providing shade in the entry porch before entering the Assembly Area for Senior
Citizens. A green wall partition along with the extended shed roof, gives a visible division of
spaces intended for assembly and administrative functions. The design features for ease of
access and safety for the elderly are in lined with the provisions stated in the Accessibility
Law. The general design of the office features a homey and warm ambiance with the
wooden floor and wall accents, and the addition of planters surrounding the perimeter and
ramp. However, it too is modern at the same time with the bold opposing sheds and steel
framed glass railings on the porch.

Budgetary Cost of the Proposed Barangay Senior Citizen Center (OSCA)


The idea of constructing the Proposed Senior Citizens Center is upon the suggestion and needs by
some of the residents who are senior citizens themselves. The lack of public and institutional
space for the elderly to gather and assemble during meetings and receiving any form of assistance
from the LGU and other private sectors, further stress the need of having an office intended for
them and these functions. Financial assistance and collaboration with the LGU and Office of the
Senior Citizens Affairs (OSCA) will greatly minimize the cost of construction. The cost is estimated
to be at ₱25,000 per sq.m., which makes the 8.00m x 12.00m Senior Citizens Office with an area
of 96 sq.m cost ₱2,400,00 to construct.

A simple utilitarian design that has ample space for operator/crew accommodation
with an office and sleeping area. It also has an external are for the pump and tank
which will facilitate the sourcing and distribution of water to the residents.
Sustainable features such as its own rainwater harvesting system allows the station
to have an independent source of water that is sustainable. Assuming that owners
of the lot where a natural source of ground water is located permits the
construction of the water pumping station, the said station will be erected in the
optimal proximity of the source, while another pumping station will be constructed
near the road and residential areas.

Budgetary Cost of the Proposed Water Pumping Station

The Water Pumping station is designed with the dimensions of 5.00m x 10.00m overall,
where the 5.00m x 6.00m portion is intended for accommodation and office, while the
remaining 5.00m x 4.00m space is for the water pump and tank. In its entirety, the structure
has an area of 50sqm. This puts an estimated cost of ₱32,000 per sqm. Construction of the
said pumping station may be in collaboration with Prime Water to aid the drilling to the
source and in operating the machinery. This is to somehow minimize the costs.

Situated beside the proposed Recreational Park Development, the Livelihood Complex is built at
the front of the existing basketball court. The purpose is to convert the said court into a sun
drying area for local materials and crops and provide necessary facilities for the locals to store,
process, and sell their products and crops.

As it is, the existing court has a negative elevation from the road as reference. Beside it also is a
small creek that overflows during rainy season. The creek and negative elevation combined; the
court is subject to flooding which makes it somehow ideal to be a sun drying pavement. Simply
because, sun drying is not possible when it is raining nor flooding. The proposed building
structure however, is situated along the road with a positive elevation to ensure that flooding will
not affect it.

With the goal of providing work and an area for work to improve local production of handicrafts and
crops, this project can be brought into the Department of Agriculture and Department of Labor and
Employment. Assuming that these offices will support the proposal and include it to be one of its
government funded projects. However, this project can also be carried out by the LGU and Provincial
government as one of their community improvement projects. To complete the complex, one
structure will be necessary to construct in its front, measuring 14.50m x 15.00m., giving it an area of,
217.50 sqm. The cost of which is estimated to be ₱20,000 per sqm., rounding up its total cost to
₱4,350,000 to construct and develop.

OBJECTIVES:

Proven when visiting the barangay and through local interviews, basic medical
assistance cannot be provided as they lack in pharmacies and healthcare facilities. As
shown previously, their healthcare center's location is problematic and when in need,
they still have to seek medication in either the "Poblacion" or Sorsogon City Proper.
In the case of emergencies, they also do not have any emergency vehicles. This
project is proposed in order to address these problems.

The proposed Barangay Pharmacy & Health Center will feature modern healthcare amenities to provide the
best possible healthcare service to the residents of Barangay Bogna. Its overall design is aimed to embody the
utmost standards of healthcare facilities especially in this time of pandemic. Important services such as health
clinics, lying-ins, and a pharmacy are incorporated into one building to create a centralized local health unit for
the barangay.

It is designed for sustainability and accessibility especially to the elderly and unwell residents. The design
features solar panels to serve as backup power supply in case of intermittent electrical outage in the vicinity.
Rainwater harvesters are also included to compensate for the weak water pressure, provided that they are
equipped with filters and will only be used in toilets and for watering of plants.

Wide overhung roof eaves provide the necessary shade and minimize heat gain within the structure. While
ground planters and vertical planters provide vibrance of colors, shade, and a cooling effect as the breeze
arrives.

done thru biddings and may be a government funded project. Assuming that the
LGU’s provide financial support in its development along with the Provincial
Government of Sorsogon, the recreational park is estimated to cost ₱18,000 per
sqm. Having a total area of 3,769 sqm., the entire project will total to the
amount of ₱67,842,000 to develop. This estimate however, excludes the
Multipurpose Area and Barangay Hall as it has already been proposed by the
barangay.

The chapel is one of the oldest structures in the barangay and is of great significance
especially for a community of religious people. Most religious residents are the
elderly and by redeveloping the chapel, the capacity increases and therefore most
residents do not have to travel to Bacon or elsewhere to attend mass.

Redesigned to accommodate a much larger capacity, the Barangay Bogna Chapel or the Our Lady of Good
Voyage Chapel, is envisioned to be a site of pilgrimage. One of the many churches to be visited during the
Visita Iglesia and families eager to bond and introduce the word of God to their Children. With the patron
saint for good voyage, the chapel is also a place for local fisherfolks to pray and ask for bountiful fishing
and safe voyage.

In its middle is a cross as a sign of Christianity. In a sense as a focal point of the design, it also resembles a
light tower, beaming light into the darkness of the sea to guide and look after the fisherfolks of the
community. It also maintains the simple design of being a local chapel, while having that certain
characteristic of a place of worship. To further enhance the vicinity, site developments such as the
landscaping and parking areas along with other supporting buildings and amenities are to be erected and
placed on site. A generous open space along the front also gives way for taking photos and as a place of
gathering during fiestas and other celebrations of the church and barangay.

packed residential area, site redevelopment will also take a significant portion of the
budget. The chapel in itself with its 12.00m x 22.00m dimensions has an area of 264sqm.
It is estimated to cost around ₱30,000 per sqm., having an estimated budgetary allocation
of ₱7,920,000. It also has a remaining site area of 2,240 sqm intended for site
development such as parking spaces, frontage, landscape and amenities. The cost to
develop of which is estimated to be ₱18,000 per sqm., resulting to an overall estimated
cost of ₱40,320,000. Both estimates added, the estimated cost to develop the 40m x
62.62m land area is ₱48,240,000

As shown in a figure previously, the area behind the chapel is extremely crowded.
Thus, the barangay has proposed in the near future to relocate the main residential
area, not only for convenience but also for safety. In order to make productive use of
the previously occupied land, an extension of the chapel has been proposed, that is:
a pilgrimage park. This is also done in an attempt to boost religous tourism within the
area.

Located in the hilly part of Barangay Bogna, the Proposed Pilgrimage Park
resembles a smaller version of Kawa-Kawa Hill in Ligao, Albay. In its heart is a Holy

interaction and capturing moments. In its perimeter are the 14 stations of the cross,
each placed along the path up the hilly landscape. All of which radiate from the

donating or supplying some of the plants and trees needed for landscape.

CONCLUSION

Barangay Bogna is in fact one of the many rural barangays found in the District of Bacon,
Sorsogon City. For that reason, gradual developments aligned with Green Urban Design
parameters are essential to not only improve the quality of life for the residents, but to also
boost its economic needs, particularly in the aspect of tourism. As a result, a couple of
Architectural Rejoinders have been proposed by the researchers, all of which are based on the
need to provide solutions to the eminent problems observed in the barangay and those
provided by the residents and officials.

Therefore, as time progresses and developments in Barangay Bogna are implemented as


shown in the proposals made by the researchers, there will be an expected shift of zones for
institutional, recreational, and residential developments as predicted in the study. This in
return will result to a more organized & centralized development for Barangay Bogna.
RECOMMENDATIONS 1/2

• Further studies and tests are done to identify other existing Natural Groundwater sources
within the barangay and apply methods to properly and sustainably source out water without
causing much disturbance to the underground water basin.
• Other researches concerning the natural topography and soil type layers are done, specifically
in the proposed site for the Chapel and Pilgrimage Park Development, and the proposed site
of the Recreational Park, Multipurpose Area, Barangay Hall, and Pharmacy.
• Any new proposal that is independently made by the barangay must be designed in
accordance with Green Urban Design and Sustainability features. This is to reduce the
negative impacts of urban development to the environment while improving the lives of every
resident.
• Additional classrooms are constructed in Bogna Integrated School and the possibility for
expansion be considered to add ample open space for gatherings and physical activities for
the students apart from the covered court.
RECOMMENDATIONS 2/2

• For future developments to improve and boost local tourism, designated spaces for
parking must be one of the primary considerations. This is since an increase in
tourists is expected and avoid obstruction along the already narrow provincial road.
• In any case that a poultry farm will be constructed within the barangay, strict
implementation of guidelines in constructing poultry farms must be enforced so as to
avoid potential health risks to the residents and visitors if not implemented for strict
compliance.
• Other researches are made to study the feasibility and possibility of providing
additional PUJ’s and tricycles passing in the barangay if it so happens that an increase
in tourism is realized as predicted. Moreover, the outcomes of these studies will be
beneficial in promoting convenience in transportation accessibility for tourists and
locals.
