Troubled Projects Resolution Process at Amana Procedure
1.0 PURPOSE
The purpose of this Procedure is to define the
process to assess and recommend mitigation for
Troubled Projects within the Amanat and the
Baladiyat.
2.0 SCOPE
The scope of this procedure applies to all works
performed under the governance of MOMRA (Ministry
of Municipal and Rural Affairs) and the GDMP (General
Directorate for Municipal Projects).
Lead the assessment of troubled Amana projects
with major cost, schedule, safety, quality and/or other
scope delivery/performance issues, on a prioritized
basis. As part of this assessment, establish an
accurate status of the project, identifying
recommended mitigation or intervention measures
and work together with Amanat project delivery staff
to re-baseline the project. Follow through in
monitoring and ensuring implementation of the
recommended mitigation or intervention measures.
Note: This is an elaboration of the following:
‘Leading the GDMP team assessing Amana projects
with major cost, schedule, safety and/or quality
performance issues. Monitor and
implementation of the recommended mitigation or
intervention measures.’

3.0 DEFINITIONS
Amana: The Amana is a government organization
related to MOMRA. Its independent
administrative and financial affairs. It is headed by an
official person appointed by the Minister of MOMRA
or by royal order in the name of “Ameen” to carry out
his authorized missions in order to promote the

person appointed by the head of Amana in the region
to which it belongs. Its mission is to carry out the
municipal services provided by Amana to be

by Amanat.
Ameen: Mayor.
GDMP: General Directorate of Municipality (GDMP)
role is to streamline, oversee and provide guidance

projects undertaken by the Amanat.

Troubled Projects Resolution Process at Amana Procedure
Suspended Contract: Contract temporarily stopped
by Amana or contractor with potential to terminate at
the end of suspension period dependent on contract
suspension clause.
Withdrawn Contract: Contract withdrawn by Amana
from Contractor due to their inability to complete as
per Contract requirements.
4.0 INTODUCTION TO PROCESS
The process is divided into 5 Stages: Selection;
Assessment; Mitigation; Monitoring and Conclusion.
In the same manner as the Stage gate process these
are required to be undertaken in a linear manner and
approvals will be sought at each stage to ensure
success.

experience in managing projects, be they troubled or
otherwise, but the intent of GDMP is to provide
aligned processes and procedures and as such this

Troubled Projects Resolution Process at Amana Procedure
procedure is to be adhered to and form the basis
regarding this task.
That said, there will need to be a level of latitude to
allow the PMED to use their professional expertise, as
every project has unique objectives and each Amana
will have unique capabilities regarding its organization
and Project Management expertise.
It will be important that the Amana are clear on the
role of the PMED team regarding this task and they
are not a replacement for or supplemental resource
to the respective Amana project team, which must
remain accountable for the project.
The intention for now is that each Amana that has a
PMED team in situ will undertake 2 assessments per
month as an initial minimum. It should be noted that
there is an understanding that the number of
Troubled Projects completed per month is not
possible to assess accurately at this stage and will not
be so until the process is established and assessed
following review of the first suite of projects. The
number of Troubled Projects to be assessed is to
meet the Scope of Works Milestones.
4.1 AMANA TROUBLED PROJECTS TASK KICK OFF
MEETING
The PMED will arrange an overall Troubled Project
Task Kick Off meeting with the Amana key
stakeholders to discuss the GDMP Troubled Project
process and procedures. This is meeting will ensure a
top down understanding and buy in of process and
inputs required from the Amana.

Department Head. For example, a Design and Studies
or Withdrawn contract may be a priority for the
Amana and should be prioritized accordingly.
5.2 PRIORITIZING TROUBLED PROJECT LIST
Following selection of 10 Troubled Projects, then the
PMED are to collaborate with the Amana to classify
from the number 1 (priority 1) to number 10 using the
following Prioritization Criteria below:
Prioritization Criteria 1: Any projects that the Amana
believe requires urgent attention.
Prioritization Criteria 2: Amana to demonstrate
projects that are Impacting / creating Hardship to
Citizen due to delayed to the projects.
Prioritization Criteria 3: Amana to demonstrate
Projects of National Importance.
Once the top ten “Live” projects by value in the Amana
have been agreed, then you apply filter 1, then you get
the order of priority of the TROUBLED PROJECTs.
Following this (Prioritization Criteria 1) you then apply
Prioritization Criteria 2 to obtain the revised order of
priority of the TROUBLED PROJECTs.
Following this (Prioritization Criteria 2) you then apply
Prioritization Criteria 3 to obtain the revised order of
priority of the Troubled Projects (which will become
the finalized priority list).
To be reviewed with PMED department manager
(including First Party) prior to meeting with Deputy
Mayor.
The list is to be agreed by the Deputy Mayor of the
Amana (and recorded).
The project number 1 (priority 1) is to be assessed
first, moving down the list to project 10, etc.
5.3 ONGOING ASSESSMENT OF THE TROUBLED

Troubled Projects Resolution Process at Amana Procedure
PROJECTS
Prior to the completion of the first 10 Troubled
Projects, the next 10 Troubled Projects are to be
selected and agreed. This way the planning of the
Troubled Project between the PMED and the Amana
will ensure a continuous pipeline of Troubled Projects
for assessment.
Due to the ongoing nature of the Troubled Project
assessment process, the criteria will naturally need to
be amended, as Troubled Projects that are greater
than 20% delayed have been assessed.
Suspended and Withdrawn projects will be assessed
only on completion of the Troubled Projects with an
Ongoing status or if 5.1 final paragraph is applicable.
5.4 SUSPENDED CONTRACTS
If a contract is shown as suspended within the Royal
Court report, it will not be assessed until all Ongoing
Troubled Projects noted in the defined criteria in
Section 4 of this report have been assessed.
The reporting of suspended contracts will ongoing
and be monitored by the PMED as part of their
monthly reporting cycle.
This process will be developed in the following
revision of this document.
Note: Refer to Section 5.1 for exception to this.
5.5 WITHDRAWN CONTRACTS
If a contract is shown as Withdrawn within the Royal
Court report, it will not be assessed until all Ongoing
Troubled Projects noted in the defined criteria in
Section 4 of this report have been assessed.
The reporting of Withdrawn contracts will ongoing
and be monitored by the PMED as part of their
monthly reporting cycle.
This process will be developed in the following
revision of this document.

MEETINGS
Prior to the Mitigation meeting for each individual
Troubled Projects, there will be a requirement to
gather information that has not been recorded
formally. This is important on two levels, firstly this is
a collaborative process and GDMP should not be
seen to dictate solutions without consultation and
secondly the nature of why a project becomes
distressed will not always be recorded and can be due
to stakeholder personalities etc. and such requires
diplomacy to understand. This will require the PMED
to meet with their Amana counterparts and discuss
the specific Troubled Project. By its nature these will
be informal meetings and information gathered will be
validated in the formal Mitigation meeting. Items to be
discussed to include:

With the information gathered, the PMED will now be
able to understand the issues with the Troubled
Project and will prepare a report outlining his findings.
This is done in close collaboration with the Amana and
careful consideration should be taken so as not to be
telling the Amana staff how to do their jobs but rather
seen as managing the process itself and provide
consistent support and direction.

7.1 TROUBLED PROJECT MITIGATION MEETING
The PMED will arrange a Mitigation Meeting for each
Troubled Project.
The Troubled Project Kick Off meeting will follow an
agreed agenda, issued to the key stakeholders in a
timely manner.

The PMED will present their Assessment findings
from Section 6 at the meeting, to include:
1. Review of Data and documentation reviewed.
2. Confirmation of any
information that impacts of project.
3. Address any HSSE issues that are deemed
critical as a priority.
4. Establish a baseline project Mitigation plan
with actional activities for the agreed team.
5. Establish who is responsible to schedule and
track Schedule progress.
6. Establish who is responsible to manage risk
with regular risk review meetings.
7. Establish what is deemed success regarding
the restoration of project.
8. Agree Reporting structure.

SCHEDULE
If a schedule has not been submitted by the
contractor, then reviewing the elapsed time will be a
suitable alternative.
Planned Progress in most cases are not based on
approved baseline but adjusted to the project
specific circumstances. Assessing
Variance with Planned Progress does not always
provide an accurate assessment and an S-Curve
assessment should be carried out.
The forecasted date of completion to be assessed
whether it is achievable, to be monitored on a Monthly
or Weekly basis as required.

8.0 MONITORING OF MITIGATION PROGRESS
‫اﻻﺧﺘﻴﺎر‬ ‫اﻟﺘﻘﻴﻴﻢ‬
While the agreed mitigation plan is underway the
PMED team will monitor the progress of the Mitigation
plan.
One of the key roles of the PMED is regular monitoring
of progress and ensure actions required are carried
out.
This will take place on an ongoing weekly basis
meeting with the Amana Troubled Project Mitigation
Team, with the meetings recorded regarding
progress and actions taken.
There will be a formal monthly meeting that takes
place in the Amana to discuss only Troubled Projects.
As required, there will be separate meetings to
discuss separate entities within the Amana, such as
the City Amana, the Municipality and a PMO if it has
unique Troubled Projects within it.
At the monthly meeting there will be an update of
each report relating to its relevant Troubled Project
that is being monitored.

9.0 CONCLUSION

The Conclusion of the Troubled Project will only take
place once what has been previously agreed as
deemed success regarding the restoration of project
has been completed.
The PMED will complete a Project Conclusion
checklist that will be issued to the Stakeholders.
Depending on the scale of the Project the Conclusion
of the Troubled Project may require a Conclusion
Meeting and/or Site Inspection by
Stakeholders.
Note: Beneficial Access if applicable to be defined in
Success criteria.
Although a Troubled Project may have reached
Conclusion and has been deemed to meet it success
criteria, the PMED has a responsibility to maintain an
overview of previously completed Troubled Projects
to ensure that adequate progress is maintained until
its Close Out/Completion.

‫‪Due to the unknown nature of the Troubled Projects‬‬

‫‪impractical to generate a schedule for completing an‬‬
‫‪overall PMED or Amana Schedule regarding Troubled‬‬
‫‪Project Mitigation, however the individual Amana‬‬
‫‪troubled project action tracker will generate a‬‬
‫‪schedule once the task gets underway.‬‬
‫‪The intention for now is that each Amana that has a‬‬
‫‪PMED team in situ will undertake 2 assessments per‬‬
‫‪month as an initial minimum.‬‬

MOMRA GDMP arranged a Conference on Troubled
Projects in Jeddah that took place on the 27th
February 2020 to representatives from all the Amana
were invited to attend. At the conference the
Troubled Project Procedure was presented and
explained to the attendees and copies of the process
distributed.
The Amana were requested to provide feedback on
the procedure, this was assessed by GDMP, and
where applicable was incorporated
