SUBJECT : Spot Report re Drowning Incident

November 21, 2023, Volume XLVI Series 2023, re Drowning Incident

2. please be informed that on or about 1 :50 PM of November 21, 2023, a drowning

incident was transpired at Agno River in Brgy Legaspi Tayug, Pangasinan wherein the
victim identified as Efren Ramirez Novencio, 58 years old, widow, Jobless and a resident
of Barangay Poblacion C, Tayug, Pangasinan.

3. Investigation conducted disclosed that prior to the incident, the victim together
with his friends identified as Mark Joy Ramirez Adriano, married, 42 years old,
construction worker, Virgilio Villanueva Ramirez, 52 years old, married, Jobless both
resident of Brgy. Poblacion C Tayug, Pangasinan and Patricio Acosta Angeles, 56 years
old, married, jobless, and resident of Brgy. Trenchera this town had a drinking spree at
the residence of the victim and thereafter, they went at the said river purposely to ease
the effect of the alcohol on their body. After a few minutes when they started swimming,
his friend (Mark Joy) noticed that said victim was already missing and believed that the
victim was already drowned prompting him to seek for help. Search and Rescue were
conducted by the concerned citizens identified as Lito Salazar Pasamonte, 32 years old,
single, farmer, Joel Baquiring 28 years, single, farmer, and Jaime Baquiring, 48 years old,
married all resident of Brgy. Amistad Tayug, Pangasinan that resulted for the recovery of
the victim. Upon arrival of Tayug PNP personnel and personnel of MDRRMO Tayug, the
body of the victim was brought at Eastern Pangasinan District Hospital (EPDH) Tayug,
Pangasinan but the victim was declared DOA by the attending Physician
