RATIONALE OF TRI-BUREAU

The Tri-Bureau under the Department of Interior and Local Government (DILG)
are the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and the
Bureau of Jail Management and Penology (BJMP) responsible for promoting peace and
order, ensuring public safety and strengthening local government capability aimed
towards the effective delivery of basic services to the citizenry.

FUNCTION

1. Law Enforcement.

3. Prevents and investigates crimes and bring offenders to justice.

4. Exercise the vested powers from the Philippine Constitution and pertinent laws.

5. Detain an arrested person for a period not beyond what is prescribed by law.

1. Reference: Spot report in Frustrated Murder Incident dated March 30, 2016

2. This pertains to the Frustrated Murder Incident that transpired in El Pueblo Del

Rio Subdivision Barangay Caypombo, Pantukan, Comval at around 9:10 in the

evening of March 30, 2016. Be informed that the victim PO1 Execel Estaban Y

Botac is assigned at Police Station 6, Barangay Hadlok Pantukan Comval

Province and the Logistic Support Service was his previous assignment. Said

victim is now confined or under medication at Philippine National Police General

Hospital, Camp Crame, Tagum City.

3. The victim Carmelito Estacio Y Pangot died while undergoing treatment at East

Avenue Medical Center, Tagum City on April 20, 2016. The immediate cause of

his death was gunshot wound to the neck, head and trunk.

4. Interview conducted on one of the neighbors of PO1 Estiban Id entitled as Jesus

Calsedo Y Nueva revealed on that there were two set of fired cartridge cases

scattered on the road which were picked up by standers after the incident.

According by to him he was even able to pick one fired cartridge cases.

7. On 7:30 am, 23 August 2019, Mr,. Fernando Arellano Y Duice and Mr. Leo

Bakanis sawa cadever located along a grassy portion at Outbook Drive, Lualhati

Barangay, Baguio City, while the two witnesses are walking and to get pee on a

grassy portion. They saw the body person of a person wearing a green t-shirt, gray

slacks and a black rubber shoes which lay in a supine position on a grassy area.

The two witnesses went to the body and they notice that the body had no signs of

life.

8. The SOCO TEAM led by PCL Julie Centeno proceed the crime scene and they

process the crime scene and they found a Matathion Pesticides bottle and written

farewell note written in a paper.

9. Initial Findings of P/SUPT. Rodrigo Leal, the victim was dead for 8-12 hours and

the cause of his death was multiple organ failure secondary to toxictly.

10. The further investigation confined that found the cadaver was identified as Mr.

Juanito Baltazar Y Quino, 34 yrs Old, married native at Novaliches Quezon City, a

salesman at Sunrise Lumber and construction and a resident of Purok II Irisan

Dumpsite Baguio City currently living with his wife Mrs. Catrina Baltazar Y. Jacinto

28 yrs old and a native of Lacaa Ilocos Norte and a worker of Baguio’s Angel,

Baguio City.

IV - DISCUSSION
11.According to the Initial Investigation, Mr. Juanito Baltazar Y Qiuno found out that

his wife Mrs. Catrina Baltazar Y Jacinto was having an illicit affair his own best

friend Recardo Carino 30 yrs Old a native of La Union, Single, and a salesman at

Sunrise Cumber and Construction.

12. A farewell noted written in a piece of paper addressed to his wife expressing

“mas Mabuti na lang namatay ako, para hindi ko nakikita ang pagtataksil mo. Mas

masakit tanggapin ang ginawa mo dahil minahal kita nan lubusan. Bakit mo

nagawa eto, binigay ko naman sayo, ang pusot kaluluwa ko….”

V – CONCLUSION

13. The identified cadaver as Mr. Juanito Y Qiuno was able to be identified by his

wife upon arrival at the funeral.

14.Initial findings of P/SUPT Rodrigo Leal presumed the victim dead for about 6-12

hours. A farewell noted was found at the crime scene expressing sympathetic

farewell to commit suicide.

VI – RECOMMENDATION

15. Wherefore, in view of the foregoing the undersigned recommend this case is

closed.
