Respectfully submitting to your good office a criminal complaint for Violation of

Section 4, paragraph A and E, in relation to Section 6, paragraph A of Republic Act No.
9208, otherwise known as the “Anti-Trafficking in Persons Act of 2003,” against GRACE
TENDENILLA, Filipino, Female, Single, 42 years of age, residing in 22 Stephen St.
Ugac Sur, Tuguegarao City, Cagayan.

A.   Case Summary

On the night of March 05, 2020, in the City of Tuguegarao, Province of

Cagayan, and within the jurisdiction of this Honorable Court, the accused GRACE
TENDENILLA, in exchange of the P1,500.00 (marked money) did then and there,
willfully, unlawfully, and feloniously recruited, transported, or transferred the
alleged 2 minor women for the purpose of prostitution to the two police officers
who were designated to pose as customers at the Moonlight Bar located along
Macapagal Avenue, Balzain East, Tuguegarao City.

That sometime before the entrapment, Police officers Andres Melad and
James Bonifacio conducted surveillance and found that men go to Moonlight Bar
not only to drink but to get women prostitutes. After the surveillance an

arrangement was made by PO Melad and his companion PO Bonifacio together

with the arresting officers to make an arrest for the reason that there’s a
promotion of Human Trafficking of persons in the said establishment.

That on the night of entrapment, while drinking and eating food, a certain
Grace Tendenilla offered the two police officers two minor women for
entertainment. Melad then sent a text message to the arresting officers stationed
outside the establishment describing Grace as the person responsible for giving
them the girls. After the GRO girls were offered to the Police officers, in
exchange of the money, Melad made a miss call to the arresting officers
signaling them to enter the establishment and arrest the accused.

The case will be presented by (SPO3 Andres Melad who posed as

customer and Ellen Gonzales, Arresting Officer) of this office during the course of
inquest proceedings.

The above-mentioned entrapment operation resulted to the arrest of

respondent GRACE TENDENILLA, Filipino, Female, Single, 42 years of age,
residing in 22 Stephen St. Ugac Sur, Tuguegarao City, Cagayan. Affidavit of
Arrest of said respondent is attached herewith as “Annex D”.

The operation likewise resulted in the rescue of two (2) minor victims who
were immediately placed under the protective custody of the DSWD.
